Patch Notes:
- Servers have been wiped and rebooted to original Issue 1 settings. There was a rip in the time / space continuum, or something. But just wait until you see what is coming in Issue 2 in just 3 months time!
My Crazy Theories!
Non-Unique Naming. Could be a huge change for better or worse! Use of Global names to locate individuals with the option to Hide global handles in the Chat Options.
Semi-Serverless Environment. The ability to swap between servers while playing, making Non-Unique names a requirement. Still retains the flavor of different servers while allowing players to shift to where the teams are.
Additional powers in sets, rather than new powersets. Expansions to allow players to make characters who hold tighter to themes, such as Fire Melee getting a pile of flaming sword attacks and Non-sword attacks which "Black out" their tier.
New Base Archetype(s) for Heroes, Villains, and Praetorians. Assault/Defense, Melee/PBAoE Debuff and Control, etc.
New powersets: Staffs, finally! Or perhaps some new ranged sets. Dark Control, anyone?
Powerset Proliferation: Tons of it.
Complete revamp/duplication of all existing costume pieces. High Resolution versions put in the tailor right below the original pieces.
Fingers for all Models.
New Models: Animal: For cats, dogs, etc. Muscular Female. "Huge" model renamed "Muscular Male"
The Coming Storm finally Arrives, Begins a massive storyarc which results in CoH/CoV both getting graphical updates equal to Praetoria after a dimensional conflict results in a more "Perfect" Earth.
All old Villaingroups get a Model Update using the Character Creator 2.5, which unleashes all the NPC-only costume pieces to player control.
Mission Architect given additional tools to add dialog options, branching stories, and Power Customization for Enemies!
PvP Rebalanced by eliminating Diminishing Returns on anything except ally-buffs. All ATs gain an "HP Boost" on entering into a PVP zone to give them AV equivalent health (Scales based on AT HP Scalars). Travel Suppression applies only when making a ranged attack or struck by a melee attack.
City of Heroes adopts the DDO "Free to Play" design, with level 1-40 free to play, EATs as pay-to-unlock, And Zones added after CoV unlockable. New powersets, too. Current "Booster" Packs purchaseable through NCSoft points in-game or through the website itself as normal. 5 Character slots for free, 10 for "Premium" players (formerly subscribed) with up to 3 costumes unlockable, Auras and Capes purchaseable. Players paying their usual $14.99 a month have no change in service, just a bunch of new players around.

Revamp Hero Contacts, Arcs, and TFs: By limiting the number of Hunt Missions, Defeat Alls, and Zoning.
Add a Villain Trial - Enemies CoT and Coralax. Get Scroll for Summoning Lusca, Lure Lusca to IP, defeat the IP Heroes and Longbow forces.

Dwindling numbers would explain the server loads and people i've been seeing lately.
One person's boring fluff is another person's cherished feature i guess. i have to wonder what it is you were desiring that you didn't consider to be boring fluff. |
Yeah sure the game probably has picked up a few more subs but it's more of the old crowd that used to play this game, how much is a game with dated looks and graphics going to attract new customers? Wouldn't the fitness gimmick have been smarter to introduce new players to with the "expansion" since they wouldn't realize the fitness pool was necessary anyways? It's great that there's a whole new tutorial zone for the few new subs they got but I'm sure those that have played this game for so long would have liked to have seen an addition to what they can do with their 50s instead of "later".
AE was a dumb idea, sure it sounds neat and all but it's just too much time management for them to correct abusable stuff. If it wasn't a bad idea how come there isn't any AE buildings in Praetoria, they've been trying to lower the amount of content that they have to produce by automating it with player created content but that seemed to be too abusable. PvP changes in theory were needed but the practicality of them don't match what common sense would tell you.
They seem to be so out of touch from their playerbase it's almost as if these guys haven't been running this game for the past 6 years. Before these guys get another bad idea I'm going to let someone else prove how bad they are, at least it will be better looking crap if it is bad. It's good that they have suckers like you to rely on, what would they do if they had a game full of people that took the time to learn and comprehend what was going on.
Oh and DR to PvE is my crazy theory because it makes the most sense with all the hush hush stuff. They weren't satisfied with just killing off PvP they are going to try to do it to PvE, but this time they will listen and keep all of the suckers pumping their monthlys into a losing game.

This system pre-fills each server with an alotted amount of imaginary logins so that people will be able to queue their way in if the server is grayed out red (which was only on the day of GR). There's two advantages to this system, one as the already mentioned being able to login eventually once the server is full to the brim. The other is that it makes the servers "look" like they are fuller than they are, this makes people believe that there are actually people to play with so that they will login in hopes of teaming and such. If the servers used to be green before they are now yellow, unless there is absolutely NO one on that server in which it will be green for the NPCs, if they are red then they used to be yellow.
Before you make half cocked comments take the time to look past the smoke and mirrors that have clouded your senses. Though I do agree I wish the Inherent Fitness change had come with GR.
No. That's not how the Queue works at all. A Queue is a line for people to wait in while hoping someone logs off. As soon as someone leaves, the next player in the Queue is allowed in.
It does not "Reserve" slots for the Queue, it allows you to wait for a slot to open.
It should also be noted that, at least twice, the server population cap (and the hardware behind the server) was increased to handle the larger than average loads they were getting on 2x XP weekends, specifically the gigantic loads on Freedom and Virtue.
So Red Dots doesn't have anything to do with the Server Queue taking up slots, and actually means MORE than it used to, since the server capacity was increased more than once.

It sounds like a nice conspiracy theory. With the imaginary logins, they should have added NPCs that look like players running around town, going into Wentworth's, standing by the Market for a few minutes, then running off into mission doors.

I have a marketing degree and the first rule to hyping something is making it seem like everyone is doing it. In it's heyday this games servers never really got THAT full except for releases of i9-12 and those days are gone for this game. The queue system was designed primarily to hype the game, only on the new "expansion's" release day had I had to use the queue system to login to freedom. What makes most sense? Develop an unneccessary system that will only be used for every expansion that this game comes out with OR to hype it up and make it look like people are playing? The only reason its noticeable there's people playing GR is because there's so few new zones so all the heroes and villains are now all concentrated into one camp.
I heard from a very unreliable source that I20 will be the first crossover issue with the other superhero MMOs. It'll be horrendously buggy and serve almost no purpose except to tick off another box in the "things comic book superheroes do" column, but it'll be worth it. Mmmhmm.

What non-fluff content do you think needs to be added to the game? (Ignoring for a moment that all content in a videogame that's played for entertainment value should technically be considered fluff.)
And, damnit, i will briefly address a small bit of your assertions: i've actually been seeing quite a few players with no vet badges who are asking about basics of gameplay outside of Praetoria. In fact i haven't been playing in Praetoria very much recently since i've been playing higher level alts with friends. There's a bunch of other points in your post i don't find compelling, but the overall tone and composition makes it clear that you've decided what the 'truth' is in advance and will only acknowledge anything that fits into your already predetermined conclusions.

I think that the existence of a written NDA isn't conclusive (or crcumstantial) evidence of anything except the fact they're getting tired of people taking the unwritten NDA as seriously.

Theft is a major problem for many of thee companies. And loose lips can cause millions of dollars in development to be lost if some other company get's the idea from spies or paying for information from the employees as well, and uses it to their own advantage. The NDA simply covers their butts so they can collect damages in monetary form for lost intellectual property. That's all.
They have one more major system coming. The Incarnate system. This must be protected at all costs so all the conjecture about why the NDA is kind of fool hardy. If you don't believe me, go to Lucas Ltd. and see what the rules are for submitting an application. They will have you sign an NDA and a right to any of your property (ideas) that you come up with while working for them. You can't even submit ideas without an NDA. Period.

QR: I didnt read most of this because I got tired of the anti-PvP people ranting yet again against an already beaten group of individuals...
My theroy for I20? Absolute disapointment yet again. So far they have a great track record of disapointing issues for the past two years and with GR being a big joke to me along with the Party Pack.
Seriously though? I HOPE it isn't CoX 2 because what the hell was the point of making us pay for an expansion for a game that was about to go to the way side?
What I DO hope it is is some more content, an issues that feels like it actually has substance and some costumes we DON'T have to pay for.
Maybe, just MAYBE it is a revisiting of PvP with a giant banner that says, "Sorry about I13." But you know that is a REALLY crazy theroy.

Part Pack: Now the majority of players know how we, PvPers, have felt for years now. Don't want to be so "civil" now that you have been completly ignored, do you?
I only hope for an engine upgrade/change and Upper/Lower body seperation. Would be so neat. :P
I20 will bring us functioning toilets. A faster, more efficient way to flush the ___ out of your team/tf/sg.

Also, Issue 20 will see the relaunch of City of Heroes as City of Heroes 2 with a revamped powers system. From a player perspective powers will still function as they do in the current game, but the system will have been recoded for greater efficiency and flexibility. A variety of effects that currently all use the same variable will be separated and it will possible to add new types to the defense system, damage debuffs will no longer be tied to damage resistance, Elusivity will appear in PvE, cats and dogs living together, all sorts of wackiness.
