Dev's, Maybe Tone Down the Amount of "Crazy Chaos"
Have often wondered exactly what the purpose of that is supposed to be, because ts not like these runners are going to be able to stop me from completing my goal.
I understand them being in a bank mission somewhat - although it makes little sense to me to have a madly-fleeing civilian repeatedly bouncing off a pair of metahumans fighting over a bag of money, irl that person would be stomped like a bug - but 100 fleeing civilians on four floors of office map is just stupid.
Me, if some guy in black battle-armor shows up at worth trailed by five firey demons incinerating everyone they see..... Im not going to cross his path 50 times, I'm hiding under a desk and not budging till the coast is clear. But that's me.

I kind of compare this to maybe being in the woods, you got some mosquitos flying around buzzing your ears. Yes, you can tolerate them but they are annoying to say the least. So, you spray some Off on them to kill them off. Maybe if we get a can of Off we can spray the NPC's that are bouncing off the walls...lol.

The most that could happen to them is they get kidnapped and float around in Perez Park, have their purse stolen, or get threatened by Tsoo. Well Yeah but I'd be running straight for the front door not aimlessly running back and forth flailing my arms and knocking the Hero that just entered the building to defude the thing all over the place. LOL Panicky NPC have always been 1) amusing and 2) annoying.
I get a mission to locate and rescue several scientists the Council, for sake of the discussion, have kidnapped and taken into the sewers because.. ?? For some reason if they aren't hanging out it their twisting, turning bases they always seem to be in the sewers. Okay fine now exactly why are their dozens of NPCs running around in the sewers? I mean come on it's smelly, it's unsanitary and it's full of Council troops carrying guns. I could see a few City workers MAYBE being down there doing maintenance but people it suits? LOL SO the subway broke down and this is the only way out?
As for annoying during Beta testing for GR I actually sent in a bug report on one mission involving PPD, which included the usual Praetorian AMBUSHES. There were so many NPC civilains rushing around in the office building they actually knocked me down a set of stairs and away from the ambush I was trying to deal with. "Umm excuse me could you people all find a place to hide we are trying to have a gun fight here!"
I don't know maybe I'm just not crazy enough to be a COX civilain but if the office or warehouse I am working in has suddenly been taken over by bad guys I'd either be running for the nearest exit or hiding till whatever was going on was over.. NOT running up and down the halls waving my arms.. all that's missing is the NPC text "Hey wait You missed me! I'm over here! No no right here.. come on guys I want to be a hostage too.. When I get home the kids will love it when I tell them Mommy was held hostage by Freakshow" Oh and I'm sorry but unless someone is paying me to be down there.. no way I am setting foot in a sewer filed with smelly green water. Sooooo if you need me I'll be the girl in Atlas park that walks past the door to city hall and shoves countless heroes out of the way on my way to... ?? WORK? HOME? THE PIZZA SHOP? hehehe

Yes this has bug the hell out of me for so long it is annoying and immersion breaking to me...Its just plain silly and needs to go. Atleast have just one or two here or there in the cower animation and then when the battle starts have them run from the room and despawn.
And this is where the people with Knockback powers can laugh and stick their tongues out and say "Nah! Nah! Too bad for yoooOOOOoouu!"
The obvious solution is to make them targetable so my Claws/EA werewolf can huff and puff and blow them all down with Shockwave

Think of how stupid the average person is and then realize that half of them are stupider than that.
These NPCs can add to immersion sometimes, but other times they can really break your immersion. Sometimes, just as my flaming Tanker faces off against a Freak Tank wielding huge, razor-sharp metal blades on his hands, and the ground erupts into fire as I lay down a Burn patch, some stupid civilian runs back and forth between us, then stands in the Burn patch unhurt.

Ran a high level tip mission last night. In the mission text, it said a explosion already went off in the building before I even picked my options. And there freaks, malta, and more bombs inside. Who's still inside? Civvies running in random directions! It's one thing when a villain group wanders in. It's another when the building was supposed to have exploded already!
These guys wouldn't bother me at all if they were more like the Mayhem civvies, particularly the ones in the bank that run OUT THE DOOR at the first sign of trouble. It'd be better to have the civilians running past you towards the exit as you do the mission, rather than play human pinball.
Also worth mentioning, at the end of the mission I saw 20 of those civvies all crowded on a tiny platform mobbing the boss. It was actually pretty amusing.
I just find it silly that they run back and foth all willynilly like morons... it would be nice if they had some direction like in some of the bank missions or open world where they will run through an area and in to a building or in this case toward an exit or a room or w/e
This is just an observation that I have wanted to say something about for some time. In some missions where you might need to disarm some bombs or maybe rescue some hostages or any other type of chaotic situation that may arise, we get NPC's running around haphazardly, bouncing off walls, running into each other. It seems that in some, not all, of these type of chaotic missions, we will get an "overabundance" of these NPC's running around. Now, when I say "overabundance" I don't mean just a few, but as you can see by the image below, I mean "overabundance". When navigating around in these type of missions, it can become almost somewhat silly with the amount of these "extra" NPC's bouncing around and off of you while you are trying to complete the mission objectives.
So, what I am suggesting is to just "tone it down" a bit on the amount of NPC's running around in these type of missions. Maybe cut the numbers in half. If they have 40 NPC's in an office, cut that in half down to 20. I think as most intelligent MMO gamers go, we know what chaos looks like. I don't think we need an extra abundance of NPC's to remind us of this...lol.
