Kinetic Melee = Psi Melee
Energy Damage =/= Psionic Damage
Looks more like Kinetic Effects, not Psionic Effects.
If you are going to argue that you can color it pink and make it look like psi, then the same can be argued for Energy Melee, Elec Melee, Dark Melee.
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.

Psi Melee would probably slow foes' recharge, instead of draining their damage.
Then again, that's Ice's forte as well. I can see a combo of fear and confuse effects tacked on to the -rech.

What would the recharge be on it?
There I was between a rock and a hard place. Then I thought, "What am I doing on this side of the rock?"
Yep, I think it makes a fine candidate for any TK/Psi melee character.
The fact that its the wrong damage type is not really apparent while you're playing, and Psi attacks doing -Recharge is a pretty arbitrary decision made by the devs for this game.
Actually it makes sense: your brain just got fried by a direct telepathic assult, you probably won't be able to think very quickly. Also, - recharge effects aren't present in mind control, so it's not an all-out thing with psi.

Oh, and Crimson demands you play this arc-> Twisted Knives (MA Arc #397769)
True. But -Dam makes sense too. Try punching at full strength when your nervous system's just been fried by telepathic assault.
-To Hit would also make sense. Short term stacking Mag 1 disorients would also work for a Psi blast set. Having a temporarily fried brain from a telepathic attack could be represented by a number of different debuffs or effects. We just happen to have -Recharge associated with Psi blasts in this game.
I guess all I'm saying is that Kinetic Melee wouldn't feel un-Psi when you play it.
I think more of like TK thrust and Mind Probe as Psi Melee.... maybe that's because in a way, it is.

What, conceptually, is Psi Melee anyway?
e.g. Fire Melee is "you can heat your hands up and set fire to people and burn them by touching them"
Electrical Melee is "you can electrify your skin and cause shocks to people at short range or by touching them"
What does "Psi melee" mean to people? I'm not sure there is a single concept that encapsulates it. Psylocke's probably the most famous example, she created "psychic knives" that cause some kind of telepathic pain on touch, or something like that...
Is "Psi Melee" transmitting a painful telepathic signal via touch, or using a short range telekinetic field to fight, or a mix between the two, or something else?
Kinetic Melee seems to fit the telekinetic concept fairly well I guess - you're fighting using a short range TK field of some kind.
Psi-melee should be localized kinetic energy used at melee range...and that's basically what we were just given.
As far as the damage type just explain it away and move on. True kinetic energy is simply anything in motion. Throwing a bucket of water is using kinetic energy.
So just pretend it's doing whatever damage type you want. Honestly I don't even think about the damage type I'm using unless I'm fighting something extremely resistant to it.
KM is the Hado ...any street figher follower would be able to agree ... pulling in the energy of the world around you and unleashing it!
Ok I kid...but I started saying "HADOKEN!" with my KM street fighter Ryu attack.
Now if they only added a Dragon Upper cut and whirling kick! wooot.
I colored mine green and think of it as Radiation Melee. Balls of energy that sap an opponent's strength...sounds like Rad to me.
Colouring it pink and saying it was Psi/TK melee is actually the route I went with my KM/SD Scrapper Ectenic.
The shots are old I've since tweaked the costume a bit (hooray capes and fiddling with colours) but here he is:
One
And two combat shots:
Two
and
BAM
Three
I really like how well KM lends itself to customisation.

Yeah I kinda figured they where trying to makes kin melee=psi melee....and no it doesn't hardly have a psi feel to it for me. Its more like using Tai Chi energy melee style. I still wait for psi melee, phase melee, force melee.....anything of the sort.

Isn't it awesome how you can take 2 completely unrelated sets and then sorta fuse them into one theme that has no connection with the parent sets? Seriously, Shield Defense and Kinetic Melee have *nothing* to do with psionics yet together and with the right customization, you've got something that's dang near the complete theme. Bravo.
..alright, not really. However, it is at least (partial) energy damage, and it takes pink coloring very well; it LOOKS like it could be a psi melee set. Something to think about for character concepts, in any case.
