Second build use
I generally don't like to Exemplar more than five levels below my current level. And I have only used my second build on one character - my Soldier of Arachnos - because soloing was proving to be difficult for my Crab build so I made a second build using the Bane powers for solo play.

I do the opposite. My primary build is designed to be exemplar. Even before the introduction of the 2nd build, I always thought it was silly to respec out of powers you may have taken early for higher tier powers as you level up or to take your TP last when you are a 50.

I've never made a 2nd build strictly for exemplar friendliness... But I generally keep some level of ability to exemplar, just in case I want to run a lower TF with a particular toon. For the most part though, if I'm going to do, say, a level 30 TF... I'll grab one of my alts closer to that level. Then again, I have a large stable of alts.
Personally I think it would be a waste of time and resources making a duplicate build just for exemplaring. Slotting level 30-35 sets should allow you to exemplar pretty well, while getting ED-capped slotting at the same time for one or more of your enhancement values. The difference between a level 30 acc/dam/rech set IO and a level 50 one is like.... 3.8% enhancement, which is barely nothing.
A dual build I'm currently working on is for my /Invuln tanker... on one build I've built up about 50% psi resistance (which /invuln has none to start with) and the alternate build has softcapped smash/lethal defense with 1 enemy in range and hard capped smash/lethal resistance (well, VERY close to it, at 89.5%)... both builds should exemplar well into the low-mid 30's while sacrificing very little in the way of enhancement value or set bonuses.
Going to have to say yes and no. On my main, I have one build for farming and high end content. I use only my tier 9 attack (footstomp) and patron powers in an attack chain. However if I were to take that same build down to level 25 it would still be pretty durable, but a pain in the hindquarters to use. With only jab slotted with stun duration purples and KO blow for attacks I would do a whole lot of sitting around waiting.
Now granted I have invested a several times more funds to my farming build compared to my "leveling" build, but it is still alot more fun to mal/exemp down and have an attack chain instead of just 1 or 2 attacks.
On my other toons, if I do have a second build it would be for solo vs team play. Dropping targeted heals and shields on a thermal, in favor of more attacks for example. And both sets would be able to be used at any level.
My builds are Team vs. Solo. If I want to exemplar, I'll do it as part of a team using the team build, or I'll do it via Ouroboros using the solo build.
That being said, I don't use the second build option that often.
I think the only time I ever did a second build was for a mini-green-machine, where I have an Emp with a normal build and one with no fitness and all the Leadership powers.

"Kinda-sorta" with some. When I had PVP builds in mind, I'd make sure I had what I wanted at specific levels for the zones. I've also set up pre-stamina and post-stamina builds - if I'm exemping low enough, I may swap to the older pre-stamina build so I actually have, oh, *attacks* and things.
Just out of curiousity, how many of you actually use your second build for exemplar purposes?

Technically my second build IS my primary build nowadays. I used my secondary build for my defense cap rebuild on Hyperstrike.
My first build is a fairly bog-standard SuperTanker straight out of Vox Populi's guide.
Moreover, he's built to "degrade" cleanly down to about level 30 as of the old system in exemping where you didn't retain 5 levels of powers above your exemp level.
I have one character that I utilize the second build for exemplaring, and that is my main tank, Phrendon Largo, on Victory. As a macer, his primary build is geared towards 6 slotting the sweet AoE attack Whirling Mace, Crowd Control and Shatter(cones) and Clobber and Jawbreaker. His secondary build has all the low lvl ST attacks six slotted. I also had fun by taking Earth Mastery-salt crystals. Sometimes I just runaround Peregrine with no toggles, Sleep a group of Nemesis or Malta, and beat them silly with ST attacks.
I do use secondary builds alot, but just to try out different things. I dont need to use the test server, I just test with the secondary build. I have a Demon Summoner MM that I tried out all 3 whip attacks and decided to forego summoning minions, and just went with the lieuts. Its not a bad way to solo a MM to be honest.

I've used second builds a few times to test some ideas or builds, and twice I've ended up using those for my primary builds.
The closest I've come is having an IO build at level 16-20 and switching to my blank second build when I hit SO levels rather than overwrite the low-level IOs. I could, in theory, switch back to the old low-level build for exemplaring, but I find in practice that I usually don't.

On several of my characters, my primary build is slotted with level 35-40 IOs and is for all level 35+ content. The second build is a low level exemplar/malfactor build, with most pre-level 30 powers 6 slotted and uses frankenslotting and some low level IOs.
I still haven't put purples in the low level build, but I probably will at some point (the high level builds already have some).

I don't pay much attention to exemplaring when I'm building a character, and I don't do a lot of exemplaring in general so it's not a bad thing. Most of my characters utilize their first build up to level 15-25, with more attacks, no travel power, no stamina, etc; then switch over to their second build for a cheapy respec, to pick up a travel power if I'm going for it, stamina if I'm going for it, utility powers, and to spread slots around a little better. After that, basically none of them use their other build.
Agge is my only character that has and uses two builds: her full-of-HOs Hamidon Raid build (this is also her teaming build) and her solo build, which is all generics and a couple special IOs.

I am currently using my second build to move over to a different configuration of IO sets in the level 20-30 range for exemplaring purposes so that I don't lose all of my current set IOs.
I figured out that it would take 3-4 respecs to pull out all of my set IOs depending on how many of the sets I feel like trying to sell.
Mostly I use the second build as a cheap 'test respec'
I have used it for low level exemplar on my Stone Tank. Specifically less than lvl 27, when Granite Armor locks out. The second build uses all the non-granite armors.
