Do you get Tough with your Tank?
I don't always. I'd say weave is often the better power. Tough just helps with taking more S/L damage normally when people are playing outside of design as far as I am concerned.

I almost always get the fighting pool on all my Scrappers, Brutes, and Tanks. For some of the Resistance based sets, I find that Tough is very beneficial, sets like Dark and Fire can get a lot out of the extra S/L Resistance. I noticed a large increase in survivability on my /Fire Brute after picking up Tough.
For other characters, I don't always have Tough toggled. My Shield Tank and some of my Willpower toons I usually tend to toggle Tough when fighting enemies I know have heavy S/L attacks or do defense debuffs (Cimerorans are a good example).
Almost always. Some don't, for concept or lack of power selections, but probably 90% or so do. On the other hand, I don't often take Weave.
It was certainly one of the best powers I picked up for my regen scrapper.

It depends on the powersets. It depends more on the goals of the build. Nowadays all my tanks have a main-tank and an off-tank build. Nine times out of ten, the main tank has tough and weave. Ten times out of ten, the off-tank doesn't.

Hardly ever. I have it on my DA/FM tanker, to help out his relatively low S/L resists, and on my MA/SR scrapper, to open up weave for soft-capping. Granted, that works out to 1/2 of my tankers, and 1/5 of my scrappers, but still, I seem to find better powers to take in lieu.
Serious answer: A lot of my tanks do, because I'm going for Weave and the soft-cap. But in all honesty, it's not a "needed" thing. It's certainly an optional power.

My scrappers and tankers always have tough and weave. They very often either use tough to mule Steadfast Protection +3% defense, or only toggle it on when they're in deep doodoo.

I think fire armor and electric armor really need it. On ice armor, I didn't bother as my tank was so tough without it. For lots of sets, it comes down to 'it depends what you plan to do with the tank'.

I picked it up on both my fire/fire and ice/ice tanks. It really helped my fire tanks survivability as it has lower resistances and I really only took it on my ice tank so I could get weave to cap my defenses.

Fire and Dark both got Tough to halve the incoming S/L damage. I really felt the difference, and swapped out the tier 2 attack for Boxing/Kick without feeling the loss too badly.
My Invulnerablity tanker took it to cap S/L resists. I'm not sure if I really needed it here, this was more just to say I can and see those 90% numbers onscreen.
My Willpower tanker has it and I swear by it once again. It halves incoming S/L damage. I was in Colin Larson's Freakshow arc when I picked it up, and the difference against crowds of Swipers was very noticeable.
I havent taken Weave for any of them though.
I typically take both Tough and Weave on just about any melee character. I don't prioritize them, and often take them quite late in the build. Of the two, Tough is generally the less important, but the alternate path to Weave involves taking both Boxing and Kick, and there's even less point in that.

I have Tough on all my Tanks, but only because I wanted Weave on all my Tanks. Tough is useful, but not "necessary", and I often leave it untoggled.
At the minimum, it is a useful mule to hold a Steadfast +Def/Res IO.
all my tanks get it except stone tanks. I especially use tough/weave for my sheild tanker. and having tough/weave is great for willpower. i would assume getting tough/weave would be ideal for having a sheild scrapper i didn't get it for any of my other scrappers though.
I'd put it this way: Tough on resist-based armor tanks is essential, tough on defense-based armor tanks is optional.

My current Invul tanker is a leveling build, she just hit 35. I felt it was more important to be a "main tanker" and therefore well-rounded, so I took the passives instead. That plus Unyielding gives me good resists all the way around. Plus Invul on a tanker has a ton of S/L to start with, it's not like I'm hurting in that regard. I'll probably take it eventually, at least on the "main tanker" build.
So: no on the Invul tanker leveling build.
My SS/Elec Brute? Yes, and I wish I'd done it earlier. Slotted up it makes a huge difference, or feels like it does. I'd probably take Tough asap on a /Dark or /Fire Brute or Scrapper as well.
I've tended to avoid them on all but Willpower characters, deeming them otherwise not worth the Endurance drain or power slots.

When I first got Tough on my Fire/Fire tanker (think it was slotted at level 32 after a respec somewhere around level 38), it made a significant difference in survivability (this was with SOs).
It's certainly possible to solo large spawns without Tough, but you'll need to use inspirations a lot more, and manage them to make sure you have the ones you need (usually purples). If you're teaming with someone who can reliably buff you (or debuff the enemies) it's much less important.
But if you're used to having it, you probably won't be happy without it.
Ever since the introduction of master run tfs/sfs, I've included Tough (and Weave) for all my tanker builds with the intention of tanking LR. Every additional tool towards survivability helps when you're not hitting the s/l resistance cap (ie everything not Invuln or Stone).
Before STFs/LRSFs, I rarely ever dipped into the Fighting pool and generally took tier 9 powers like Unstoppable.
Tough and Weave standard practice for me now, but on some combinations, it just makes it that much harder to slot everything heh heh.

I get Tough, I like the 90% I get with it. I usually solo +1's at the combat equivalent of 8 standard heroes. Tough comes in handy as I take them down.
