The term you are looking for is either: Waist-Cape or Tail Coat
As to why not? Pretty much the same reason no other avatar has them yet: it's been kept exclusive to one AT.
That doesn't mean other AT's won't get Tail Coats or Waist Cape's in the future, but it's quite likely the Widow Waist-Cape will remain exclusive to female Widows.
I have always been an advocate for male waist-capes. Thus far, there has been no answer given as to why they don't get them.
I'd accept a mutually spiffy and exclusive costume piece in exchange. A sash or loin-cloth (crotch-capes!) would be cool, and unique.

It went something like... "That's not a trench coat. It's a jacket with a buttcape attached." But as I said, a lot of people (myself included) had pretty much come to the same conclusion before anyone came out and said it.
In other words, it wasn't a single person so much as a spontaneous movement.
It seems to be more detail and attention is put into female themed stuff in this game. The guys always look hardcore and the females have all the "sexy" options.

I dont know about you but a buttcape on a male doesnt really look very masculine of course unless it is attached to a tuxedo or a trenchcoat. Just picturing a Buttcape on a male Widow doesnt make him look masculine either so that is probably why it is not a choice.

It's simple: Is there a legitimate reason why male widows don't get waist capes? Looking at it on a female model, it looks more like coattails than anything strictly feminine. Frankly, there's not much differance between it and a trenchcoat, other than the trenchcoat flaring out more vs. hanging straight.
So is there a reason other than they just haven't done it?
