Add on To 3 Month Reward!
I think everyone should have to play in the tutorial until they played 3 months. I would say 1 but I thought it would be easy to add it to the 3 Vet Reward. That way everyone will know how to play, and they can't PL themselves right away. I know there are NOT a lot of people that can't find the missions. But still it would be nice : D. How bad could it be? I know people like me make like 12 heroes/villains a month but that is their problem

The tutorial is only good for like 3 runs before you never want to see it again.
While I think it's an excellent idea that people run the tutorial, I'm in no way in favor of MAKING them. The results you expect wouldn't occur anyway. Too many people don't pay attention to what's in the tutorial in the first place. Making them run it won't make them read and retain it.

Yeah... my first time playing CoH... I was actually so disinterested at first, because of just how long it took me to make my costume because of all the options available, that I didn't read one bit of the tutorial. I barely made it out of the tutorial before I gave up on the game because it just seemed so boring. That was on my brothers account.
A few months after CoV came out, I bought that and made my own account thinking it'd be more fun to destroy and kill, than protect and serve. I knew about the costume creator, and just found something I liked, hit the tutorial and... skipped through it.
To this day(I'm a 36 month vet now), I still run the tutorial every time I make a new character, and I still have no idea what's in those windows that keep popping up.

As for the OPs suggestion I can't agree with it. First of all you don not learn everything there is to know to play the game effectively in the tutorial. SAM TOW made an excellent suggestion a while back. When you exit Breakout or Outbreak you don't automatically arrive in Atlas or Mercy you end up in a classroom setting where they cover things like.. "There are trains (or Ferrys) located in many zones that will allow you to travel quicker to another. You'll find them on you mini map designated by a DOT like this-->" THAT would make sense for a new player. Secondly I realize there are players out there that may only get to play a few hours a week and could possibly still be LEARNING the game after 3 months but a larger majority play at least a few hours several nights a week or more. Now I took a character from level 1 to level 50 in less than 6 week playing just that way. I did task Forces and Trials. I played on Pugs and with SG friends and just kept playing that ONE character until DING. Six weeks is less than 2 months and a player that has a 50 level (at least one that didn't get it before the nerf sitting in the AE building in ATLAS PARK and at 50 had no clue how to get to Steel Canyon cause some one JUST told him there was a tailor shop there and he could get another outfit) has pretty much learned most if not all they need to play the game. Granted there are are exceptions to any rule and I have seen players with a ton of Vet badges that still act and play like they have been here for 3 weeks. LOL
While I don't mind running through it again, even after almost 5 years, for the badge and the little perks (Enh and Insp) I'm sure a lot of players could care less about doing it again and again and again as they work through the altitis that many have when they first arrive here and start playing the game. Hey after all that time I am tired of having to run to Dave Wincott when I click my first contact in Kings Row. I'm tired of being sent back to Kings Row to CHAT with the Field Rep about upping the difficulty of my mission when I am in Steel Canyon trying to coax the Spelunker badge out of a contact. Since I have never had the slightest desire to PvP I am sick to death of being sent to see ever PVP zone liason as soon as I hit the appropriate level. Security Chiefs? Yes I am keenly aware that I am a 7 level now and that Perez Park exist and NO I don't want to run in there and possibly DIE trying to defeat 10 COT. Uh huh yeah I know all about Boomtown and unless a TF send me there I have no reason to step inside.. no thanks I don't feel like hunting 10 Clockwork in there GIVE ME AN ACTUAL MISSION! lol Whenever possible I drop those missions and move on but until they come up with a new way for the new players to learn those things the annoyance will continue.
PLing? someone else mentioned it. Do you honestly think a 10 minute stroll through Outbreak seriously slows down a character that wants to be PLed? Hero side if you don't try for the Isolator badge you can run through that in 5 minutes when you know what your doing and stop reading text. If they belong to an SG with teleporters 3 minutes later they can be in PI begging for a team.

While I think players shouldn't get the option to skip the tutorial until they go thru it at least once, forcing people to do it every time for a couple of months will just drive people away from the game.
One of the reasons I stopped playing Champions is because I hate the tutorial. Last I checked I wasn't given the option to skip it.
I often got to tutorial when making a new Alt. It's my testing ground for character concepts.
I don't even remember if I ever read the text. Come to think about it I should reread them considering I know IO enhancements weren't even a twinkle in a Devs eye when I first started. Okay maybe they were but still it been a long time.
I also go for badge/inspiration/enhancements
Yeah Running Tutorial don't mean someone pay attention to the Text. A bad player could read every letter and still be a bad player.
I wish they'd update the Hero and Villain tutorials. Especially if the Praetorian one is as good as anticipated.
Make people want to do it themselves, dont force them to do it.

Wouldn't it be interesting if you pick up an NPC Hero/Villain that shows you the ropes in a way. Or have NPC's speak out when you pass them.
For example Hero X/Villain X "Hey $Name Don't forget you are going to need to improve your powers with Enhancements. you might want to read about them here just click on the billboard"
Hero Y/Villain Y "You know you can get a temporary boost to your powers with inspirations. Yeah charge into battle and use a few Inspirations to get a rush of power or what ever you need. Read more about them here."

I'm one of those people that jumps in and figures out how to play by just doing it and initially ignores the written text. Hell it took me a year to realize I didn't have to run all the way back to the mission entrance in order to exit a completed mission. I had a good laugh at myself for not figuring that out sooner.
