I think the better question is likely what is Lady Ga Ga's secret identity? I mean, she's clearly in costume, which would kind of infer she's in patrol mode.

Thus her costumed "Lady Gaga" persona is somewhere between a vacuous, drugged-out club girl and a brain-damaged poodle who sings songs with shallow, trite lyrics over fairly generic dance pop in order to confound her enemies. The Madonna crossed with Marilyn Manson career stylings are intriguing. (Gotta admit, her videos are catchy and flashy, and are entertaining to watch, even if R&B singers were making videos using similar visual aesthetics albout a decade ago, and goth/industrial/fetish artists had done it well before that.)
i'd go with a Sonic/Rad Corruptor or a Mind/Sonic Controller for her AT/powersets.

'Kay, I cannot make her black latex outfit from the Poker Face video. The half-top doesn't exist in-game.

I can't really understand what the OP is saying either but my character "Gunsinger" (Sonic/DP defender) turned out to be "Lady Gaga if the rumours about her being part of an occult society trying to take over the world through the symbolism hidden in her videos" were true.
As we can see in this video, Lady Gaga likes shooting stuff with imaginary guns. Bang, bang!
She's level 50 now and practically unstoppable.

Attempt number one is from Poker Face. I'm really disappointed with how many of Gaga's options aren't in the costume creator. That being said, here you go:
Here name is "The Famed Hero", and she's currently on Freedom. Level 8, Energy/Psy Blaster.
I got opinions on Twitter, and, like, 90% of people wanted her to be Sonic, 'cuz of the singing. I decided to go with generic Energy, though, because I wanted playing her to feel like one of her music videos. I get the impression she'd use something weird like random energy, because than you can call it anything you want.
... all of this is an exercise to help me practice my character creation, as my typical costume design stinks.
