I think you're thinking of "A Hero's Hero" from Maria Jenkins. Tina's arc is the one with the "You're supposed to fail this mission" mission. It only has Bobcat, Shadowhunter, Neuron and Anti-Matter in it.

or whatever you want and you can then handwave away any concerns about them because they aren't really 'essential'. You can play without them, but they are nice to have (and nicer to have done right).
Given that badges are a major retention / achievement mechanic that sees players come back in droves to earn the new ones / earn old ones on alts, thus keeping them playing, doing them right is important. The older content that contains the badges is often quite painful - and is noted by the devs as being quite painful - is not excused simply because it is older content.
The only thing on there that's really an "essential gameplay mechanic" is enhancements, and only because the game is developed with SO level performance being "par". The rest can all be done without. (Though I will admit the amount of people that go without travel powers is very small).

Yeah, I guess if you just run around and let the henchmen shoot things, it technically costs you nothing, but when the situation gets HARD and henchmen start dropping, then endurance is pretty much the only limiting factor you're looking at on a Mastermind.

With IO sets though MMs are probably one of the better ATs who can forgo Stamina once they have a bit of Recovery set bonuses slotted up (my Grav/TA controller pulls it off too).
My Warshade & my */Elec Brute are the two characters I have who can manage without Stamina with little or no +Recovery to offset it missing. Oh, and my Dark/WP Brute but that's sort of a wash since he does have Quick Recovery, Dark Consumption and Swift & Health anyway (I just prefer the spike of End of DC over Stamina).

Especially if you dont like sitting back doing nothing, and enjoy tossing an attack or two into the mix. I make use of Pulse Rifle Burst, the odd punch for laughs, and a Nem Staff. Cos that thing packs a punch.

Run two leadership toggles and a shield. And thats not counting Traps as a secondary. Certain secondaries are even more end consumptive, so Stamina, although you dont need it so bad at 20, it can still be quite necessary.
I still think that endurance use across the board needs balancing, because, with JUST SOs and normal usage, running without Stamina is a challenge that just doesn't seem like fun.
(Bar Regen, Willpower etc, YMMV)
