Dark/Shield Help again
Here's my current set up:
To explain some of my build choices, I must say that this build is meant primarily for killing tough targets. Running the math, I believe I have sustainable endurance without Dark Consumption, increasing DPS. Smite is maxed with procs, to further increase DPS. I believe DPS increases survivability, because as time goes down so does the ability of certain AVs (GW, cough cough) to use insta-kill abilites. Siphon Life is slotted to maximize healing and damage, and Hasten is just under perma (I run around with empowerment buffs all the time though, so it is basically perma). OWtS allows me to become virtually a Granite tank, especially combined with a T4 Rebirth. My hope is that with Incarnate abilities I will be able to solo TFs like the STF, LRSF, ITF, LGTF, etc.

You don't need to be an incarnate to solo an ITF. Its been done already. You should also fix your code its all crazy.

Don't think scrapper will be able to do the lgtf at any point due to needing holds for the mitos in the hamidon fight - char doesn't recharge fast enough. Resist cap is only 75 percent as opposed to 90 for brutes so I don't see tower buffed recluse as being possible either.
As Sant said, ITF has been soloed by scrappers plenty of times.

True Grit is highly under slotted
Siphon Life's slotting is okay, I use three Golgi and Nucleolus and gives 95% to everything but recharge.
I'm not a fan of slotting Soul Drain with GSFC. It has poor accuracy and recharge numbers.
Midnight Grasp slotting is okay. I have Hecatomb slotted in Smite and a set of Crushing Impact and a recharge slotted in MG.
Stamina seems under slotted, the Performance Shifter proc on average will give your more endurance than a L50 End Mod enhancement will.

Slotting in Soul Drain is no bueno, you don't have a lot of accuracy.
No more capped DDR
Forgot to mention this in the other post but Siphon Life isn't slotted for any healing which is a huge boom for Dark/Shield.

I haven't done the math but when I had that extra 6% it gave me around an extra 15hp/application

There are quite a few comments I have for this build.
Smite's slotting is not good. It lacks any accuracy and endurance modification. I am not sure if slotting all procs are the way to maximize your damage output. Most builds now have an oversaturation of accuracy. The current build has 69% from IOs, and with SD has a near permanent +tohit going on. The only power the will never be affected by SD is SD, and I wish I had build in something better for it. I may tweak the build for "extreme" circumstances and take out OwTS for Tactics, and put the Gaussian's in it while pulling the procs and making SD perma. Even so, I simply do not need 80-90% accuracy for even most AV fights, so it didn't make sense to put extra enhancement for accuracy (except where it came naturally as a set.) However, OWtS seems to be more useful in AV fights than tactics, as it allows me to spend most of the fight much tougher, and I use it to give me time for SL and the Rebirth Radial destiny power to work.
I believe that my current rate of consumption is enough for the Smite-SL-Smite-MG chain with the Cardiac core alpha to be sustainable. Therefore, I didn't need a larger amount of endurance reduction either, especially since I have 45% on everything, and DC for tough spots. In my spreadsheet (for this build I believe, but I could be wrong), I recover .09 endurance a second while running my single target attack chain. Therefore, I do not need to worry about endurance slotting any more than I did.
I understand that the procs in Smite were not very conventional, but it definitely changes my DPS greatly. I ran some numbers, and it changes the power from being below MG for DPA to my best by far, which is good since it is used twice as often as SL or MG (Smite-SL-Smite-MG). Since I didn't have anything else (except TG) to build for, I decided to max my DPS. Recharge wouldn't do me any good except as a buffer for debuffs, and damage enhancements would be worth less than a proc, so it made sense.
Now TG you have a point, since it is one of the biggest abilities in a Shielders arsenal. However, it also provides a large amount of benefit without slotting, and though I could steal slots from Smite or somewhere else and put them in, the tradeoff was not worth it in my mind. Bare in mind that I do use incarnate abilities, and one of my mainstays for this build is the T4 Rebirth Radial, which provides enough healing/regen to give me survivability. While a slotted TG could give me more, it wouldn't be greater to me than the DPS.
So, in my mind at least, a lot of the slotting discrepancies come from a different viewpoint. I simply decided I had enough endurance slotting from Cardial and accuracy from IOs that they weren't necessary. Therefore, I spent more time on increasing DPS, because I believe that OWtS and the T4 Radial Rebirth give me survivability in spades, more than what TG would have given me for slotting it. My slots are slotted enough for me, so I could put them elsewhere, instead of making sure every power was slotted to max levels. I wanted to run the chain Smite-SL-Smite-MG, and once I had enough recharge and endurance to run that chain, and enough accuracy for +3s, I decided to put my enhancements towards procs to increase damage, instead of survivability (since for a DM/Shield, DPS is survivability; less mobs needed to achieve good DPS, less chances for an AV to use an uber power, etc.) Thanks for your suggestions though, they have given several idea on the build.
((Oh, and just so we're clear, I have soloed the ITF already on this character with a different build (no purps/pvps), and I am starting to work on strategies for the STF that Just Might Work [tm], especially with temps.))

Yea I agree, good luck on the STF solo. I had a fun enough time duoing it on my DM/SD although now with the 4 new incarnate slots the chances of doing it successfully have increased

My only hope for a solo LGTF is the Judgement power with the hold proc, and even then it's a long shot. Can solo all the AVs, but Hami probably will be too much. Still, wouldn't it be amazing to say: "I soloed Hami"?

Mind you, you might be doing it to increase your mitigation, and that's where things get more complicated since defense and resistance have a non-linear effect on survivability and are usually type and position dependent.
Also, this will slightly underestimate the actual contribution of regeneration to survivability in my opinion. When facing the sort of incoming damage that can challenge top end survivability, you're looking at giant spikes of damage. Regeneration helps keep your hit points topped up so that you can survive those giant spikes. Hit points are in the same boat, but probably even more important, even though they show up as neither damage recovery or damage mitigation in the sort of survivability calculations I use. They only show up indirectly through their contribution to regeneration.

Thoughts?
I wanted to come back to this thread, my build plan has not changed much - but I'd like anyone willing to take a critical eye to it to see if I've missed anything.
I went Cardiac Core Paragon to squeeze out 2~3% more resistance and to run Darkest Night without issue (even though I have Dark Consumption).
I'm mildly tempted to switch to Spiritual, as the healing part would be nice for SL & Rebirth and I could pick up a slot from gloom and possibly hasten as well, but I'm undecided.
My consumption would go from 1.45 with DN running to a whopping 1.88 EPS, that's a fairly large downside IMO and would force me into using DC more than I already do (which isn't often)
The main thing I'm looking for is probably some potentially different slotting on Siphon. I'm pretty happy where it is but I'd love to get a proc in there.
If anyone has better slotting that hits all the marks, and gets the heal component to 15%+, preferably 18%+, I would really appreciate the input.
Other than that, I'm not happy about Gaussian's in SD but I don't really think I have a choice.
Some things that might seem odd to some people:
Active Defense only has 2 membranes
Darkest Night takes care of this issue.
The L50 Rech Rdx in Gloom only reduces the recharge from 3.45s to 3.35s
Gloom needs to recharge in 3.3s to run gapless
MG > Gloom > Smite > Siphon > Gloom > Smite [This is, to my knowledge, the best chain for a Brute]
My chain is not gapless, but 0.05s delay is better than 0.15s delay.

Ok, I've got something workable for different slotting on Siphon to fit a proc in there.
Would like some opinions.
I lose like 10 points of damage and 10 points of healing, but I gain a proc (which should be better damage over time).

I just had to see what it might look like.
Here's what I'm running atm. It's lifted from some builds back in the thread, probably San's and Tek's. I liked the AOE of fireball too much to give it up. Had to strip a bunch of toons to raise the inf to buy the Glad Armor, but worth it.
Using T2 Musculature atm -- thought about Spiritual, but figured more dmg would help pylon / single-target DPS even though I do hear the red skittles argument (can't use skittles vs. pylon tho). Need to do a saturated pylon run on him. The recharge from Spiritual really didn't seem to make that much of a difference and only sort of took Hasten to perma (down from 125 secs?).
No real end problems in standard play or v. pylons - tend to use DC as another AOE
