Maybe so, but I doubt it - I've seen how long some folks are willing to hold a grudge (legitimate or otherwise). You should have seen how things got on the HeroGames forums... wow, talk about bloodbaths sometimes.
Though I'm curious - if you have your rep enabled initially, then you turn it off, can people still actually rep you? And post comments and stuff? Or does it get blocked (something like "this person's reputation is not available for modification" or somesuch)? And if not, what happens when you turn it back on? Do you all of a sudden get this flood of comments in your profile?

Take the Magic: The Gathering 'What Color Are You?' Quiz. What does grey rep mean? I have some red, some green and 1 gray.
The amount of rep you can give to others (both negative and positive) is based on the rep that you have. A grey means that the person has either turned off THEIR rep, or the person has no rep at all, and so their rep counts for very little.
I could be wrong though, and it could just mean their rep is turned off, but I THINK it also applies for people with zero rep either way.
Grey is neutral.
I don't know in what way, exactly, but rep seems to be weighted.
... That's hellishly funny. If Grey rep means the people have their rep turned off, it's just a wonderful, wonderful example of cowardly criticism. I've never been positively repped by a grey, but I have been negatively repped.
I hope that's true. It'd just cement my worldview about the people giving me -rep.
While we're at it, for any of you who fancy ever criticising me, and you don't think it'd work out well in public, or can't find an appropriate place to do it - feel free to PM me. I'm not nearly as scary as you might think.

I remember on one forum I used to go to that had rep meters...I neg repped a mod for insulting people left and right for no reason. Got an infraction for it.
