I mean, hello? Level 1 on FF is so much suck. In fact, it can really mess with some builds, especially MM builds. Shouldn't forcefields have, y'know, Forcefields? [facepalm]

Your mileage obviously varies, but I've found force bolt useful on my Bots/FF MM from level one onwards as a mitigation/soft control tool, and would presumably find Gale similar had I rolled a /Storm toon.
I appreciate that both powers are situational* (knockback being both potentially blessing and curse at once, as ever) and there are better powers in the set, but that's true of pretty much every set, no?
(*I could see Gale being useful for, say, the tunnels / ambushes on the Barracuda SF.)

If they would make it knockdown rather then knockback, it would probably be more usefull.
(there are more AT/sets that have little to no use of their 'have to take' power).

I humbly submit that a cone AoE knockdown power at level 1 would be extremely overpowered; for the single-target Force Bolt, OTOH, maybe.
Would it be possible to slot Gale with the Ragnarok: Chance for Knockdown proc? Would the KB override the KD? Not sure at all, just throwin' it out there.

I would suggest making the Tier 1 and 2 from the secondaries selectable during creation/respecs.
The same way the Primaries are.
I have a Bots/Traps MM with a near useless Webnade, so I know the feeling...
I actually really like gale. I know im one of the few people who actually think knockback is cool [hehe thats right you hellions! Try and get close!!! mwahahahaha] but i wouldnt want to see it changed.
IMO it fits perfectly into the set. Keep it as the tier 1 imo.
With every useless power comes a great set bonus.

Tried slapping the Chance to Hold proc from Gravitational Anchor in the webnade? (Yes, I know it's a bit costly, but whatever works, y'know?)
The joy of IO Sets* for me is that procs can really bump up the usefulness of apparently not-so-good powers (see also Kinetic Combat: Knockdown Bonus in the otherwise dire Boxing, Devastation: Chance to Hold in /Arch Defender Snap Shot, yadda yadda.)

on my bots/poison mastermind i find my self in the opposite side i find the single target heal near useless and quite frankly a waist of end but find envenom a great power and use it every fight as often as i can and would love for envenom to be swapped round with alkaloid.
I think Coolio_Wolfus idea is probably the best solution make the tier 1/2 powers in the secondary selectable from creation that way every one is happy.

well, my bots/FF mastermind uses forcebolt more than any other power (even now that he's level 45!). slot it for quick recharge and lower end cost + increased knockback and you can keep a mob pinned in a corner while your bots kick the living pixels out of him.
same for gale, recently saved my low level alts behind. tried to pull an CoT mage in Kings row (up at the upgraded badge) ended up getting the whole mob, gale pushed half of them off the roof causign damage + lettign me mop up the other half while they climbed back up. then I finished them off
powers all have their uses. I, for one, would like to have multiple choice powers. say, two or three powers for each tier up to tier 5 and then say 1 for each tier above with the option of taking powers you skipped from the lower tiers. hmm, I think I'll make a new suggestion thread for this
Deva: Chance to Hold is one of my favourite procs in the game, and I tend to use it once or twice per character that can utilise it (as activating twice in a row will give 2 x Mag 2 hold = Boss Held). It also stacks with other players' holds (and the power FX seem to override their holds) which is maybe why it seems to activate so often, but who cares? My TA/Arch ain't getting faceplanted, which is the most important thing (YMMV )

Say what? Webnade is probably the most used power on my Bots/Traps. Immob, -speed, -recharge, -fly, -KB, it's an excellent power on a short recharge. Works wonders on EBs/AVs and other mobs you want to stay in your Caltrops/bot fire patch

When I first rolled my Elec/Storm corr the recharge on the first couple of elec powers was unpleasantly long thus gale made a good chain filler. True, it does sod all damage, but it keeps mobs at bay until your primaries recharge.
Force Bolt I've found to be a good 'Get off me!' power, especially for MMs.

Im of much the same though gale is a fab little power has its uses , and knockback also has some good uses.Granted you ahve to sorta think before you use gale as if lot of meele in your team, they dont want to be chasing mobs around, but if it used against a wall , then gale can be very good power at keep mobs out of the fight
And you should go to PP with a high level char and use gale on the skulls and hellions its quite amusing

Never got far with storm so can't comment on Gale. But Forcebolt is an awesome power. If nothing else you can whack four of one of the knockback sets in to give mag 4 knockback prevention.
On my FF MM I use it all the time... in facts its the only real attack I have as I let the pets do all the rest of the damage. As for what level you get it thats down to balance IMO.
Gale is an... extreme power. Two situations to show what I mean:
Me on my first level 50 hero (Aratron, Illu/Storm troller) pushing trolls and clockwork from the streets of Skyway City.
Giggling much.
Gale rules.
A friend on an ice tank, me on a kinetic defender, one pickup guy on an illu/storm troller, all in the early teens, all in the Hollows. The tank tries his best to tank mobs, squishy as he is at that level as a defense user with a defender that has to hit targets to heal him and that only when mobs are close.
One mob runs towards the troller. Does he run around the tank to get rid of his fan? No. Does he use a hold? No. Does he use confusion? No. He uses Gale. In the direction of the tank, blowing mobs away from the tank, out of his -recharge aura and out of heal range.
Tank tries to recollect aggro, spread mobs deal too much punishment, wipe. "Please, would you mind not using Gale? Bad things happen and the tank needs the mobs nearby." No reaction.
Next time a mob turns to the troller he uses Gale again. With a similar effect. "Please do not use Gale. You are making the tank's job a lot harder than it has to be." No reaction.
Next situation... do you see a pattern? "For the last time: do not use Gale or I will have to kick you." Now we get a reaction: "This is my toon and I will play it as I want."
Kick.
Gale sucks.
So, just as many other (especially AoE) KB powers Gale can be fun and even useful in certain situations but it also has the potential to cause much havoc against the team. Unfortunately it is such an early power that other team members often do not yet have the capabilities to compensate for such devastation due to their low level.

I hate gale with a passion, but that might be because I like to use the aoe immob alot. Because I do this KB effects are cancelled and all gale does now is 1 damage....... so it's pretty damn useless for me. And even if you don't use immob there is prolly someone in your team who does and negates your KB effects
I'd love to see gale and 02boost change places.

That's the main draw!! Illusion/Storm is the Queen of Chaos.
I tend to use Gale a wee bit. Mostly if I'm not bothered with Herdicaning but some mobs are escaping the meatgrinder of PAs + Freezing Rain + Ice Storm + Spectral Terror (oh, and whatever teammates are with me) or a boss is getting too close.
I'm half-tempted to respec into Flight rather than TP now too with the new improved hover. That'd make Gale even more useful (my Warshades Nova form has shown me how hovering directly above the spawn and firing straight down is a very useful tactic).

Nah, it is far too warm for that. Breathing is already hard enough in this hot, damp air. Blowing people down is no option.

My storm toon likes gale a lot.. sure its tricky in teams.. especially with a tanker. But it can keep this squishy alive solo.
When used good it can be used in teams.. blow runaways towards the tank... or blow away enemies from squishies when the tanker missed them.
Or just use it as emergency button when you re in danger youreself. It has a good acc... one which I enhanced too. Just in case. Enhanced it kan keep bosses down...

Storm Summoning... a powerful and useful set of powers for more than 1 AT used by both heroes and villains...
Has some good buffs and some good debuffs... along with 2 unique powers which cause that extra bit of damage and some extra control...
But then theirs Gale... I am not saying its a useless power... but what I am saying is that in a general point of view the Gale power is one of the weakest and most redundant powers in the game as of late.
And the reason I am both upset and proud with these particular powers is because they offer some great diversity for a few AT's but at the same time you are litrally forced to take a near useless and weak power right from lvl 1!
So my suggestion is simply that you switch 2 powers around with other which would be O2 Boost and Gale... and the reason for this besides the above is as follows:
Controllers: 02 Boost would make a good heal for teams and for pets and is much more useful than Gale since Tornado is more powerful and renders Gale almost useless
Masterminds: 02 Boost the same reasons as the above except its even more needed for the high majority of pets that can be summoned
Defenders: Must I say more? 02 Boost for defenders who are the healers and the buffers makes so much more sense to have O2 Boost than Gale!
Plus O2 Boost healing for a small amount and providing some weaker mez resistance for a very high endurance on a small recharge makes little sense to me, therefore a cut in the base endurance cost would be nice also...
