Had a thought about this yesterday...
They could provide access to the original tutorials via a Pack option.
Once unlocked it would on character creation ask where you were when Galaxy City was Destroyed.
Options:
Galaxy (The Current Tutorial)
Assisting with an Outbreak (Classic Outbreak - Highlighted Blue)
In Jail (Classic Breakout - Highlighted Red)
The final contact of the classic tutorials would need tweaking to send you to the correct new contacts/locations in Atlas Park and Mercy Island.
Additionally the first new contacts would need a tweak to accept that players tagged with either of the classic tutorials didn't start in Galaxy, maybe with a:
"Did you hear what happened to Galaxy City..." for heroes.
And:
"Longbow are looking for you and are here because of what happened, Both your Jailbreak and the Galaxy City Situation..." for villains.
These would then carry over into the new starter missions as your character would now be aware of the Galaxy City situation.
This way the Classique tutorials could be restored to CoH:Freedom and still follow the current CoH:Freedom Lore.
Side note for DEVS:
If most of the classic tutorial NPC characters need a makeover, just let us the game players and forumites do what we do best, Costume Comps and such to replace the cardboard NPC's like both The Hollows and Outbreak's Paragon PD. -
Like I've said before the Tier 9 VIP items should have < and > options.
This way you could rotate the Tier 9 VIP around to bring the Tier 9 VIP selection you want to the front, you would get to keep all the options available...
Now regarding availability via other methods, after a set time have the Tier 9 VIP sets drop from Gold (Exclusive) status to Silver (Limited Alternate Availability) through to eventual Bronze (Now In Packs Etc.)
All the options should remain in the Tier 9 VIP selection list with the latest options cycled to the front by default.
Anyone else agree? -
1. Merge: Quantum Flight and Quantum Acceleration
Quantum Flight's power description mentions Flight Speed twice.
2. Add: A Recall/Rez component to Glowing Touch*
Allow a PB to Recall and Rez a defeated ally, otherwise just Heal them.
(Note: No Recall of a Live target.)
3. Add: Air Superiority
Quantum F/A's merging would leave an open pick and Air Superiority would help.
All (Pure) Khelds:
As for APP/Patron like pools, I'd rather see a few bonus slots for enhancements available when the APP/Patron level is reached.

All other AT's: (Except SoA)
A Kheldian APP.
AT's using these would lose their inherent bonus in favor of the Kheldian ones subject to their basic alignment.
Scrapper:PB Stalker:WS (As examples.)
They would gain some Kheld abilities, but still retain their original powersets.
These would be newly formed PB/WS with minimal Kheld abilities...
A Blast, Seekers/Orbiting Death, Glowing Touch*/Stygian Return, Both Forms.
Now this may seem overpowered, but remember to use these they would have to give up their innate ability and gain the Kheldian's innate, including Damage Debuff and combat %'s making this more of a concept APP skillset. -

I don't know if it is a glitch with your forum settings or the Villain theme but thats all I can see wrong with the redirect.
Contact one of the community team with the page doing that if it is an official one, if you are trying to use a bookmark set to boards.coh.com change it and it should fix the redirect issue, the login bug however is a known forum cookie issue that they are working on. -

A slight end draining toggle (think Sprint) allowing for permanently drawn weapons, would along with a delay in the first attack (during the missing weapon draw animation), actually cover all the aforementioned suggestions above.
Notes:
Being drawn all the time would cost a small amount of endurance.
Initial attack delay, the draw time of the weapon for the first strike, even though the weapon would be tagged as drawn for the attacks themselves.
As a toggle it could detoggle when having permanent weapons are not available, examples being AE studio B, Pocket D during Dev Power Suppression, being in disguise and using the Rocketboard.
Emotes could suppress this toggle allowing for all emote options.
Detoggling this could trigger an /em none which would actually put the weapons away.
Think this would cover it? -

I think the best option would be to have them as Personal Items, like the Badge unlockables, Craftable and Rewards versions are, these can only be placed from a character/account with the items unlocked, and they stay with the SG/VG.
They can be moved or deleted by anyone with editing ability, but only replaced if you have them unlocked.
Note:
Awaiting fix for the Global rewards version being useable more than once, then once that is in place these pack options could be tied into the Global Personal Items list. -
Don't be too quick to dismiss BR/NRG as the range boost alone is extremely useful for cone attacks...

Exit the game and close and restart the launcher, that should help for now.
If that doesn't work, then opening the launcher, right clicking the game and selecting repair should. -

Both do a costume change, the only difference is that the cce also does an animation.
Basically they stand for (and these longer versions won't work but explain the above):
Costume Change Emote <Slot 0-9> Costume Change <CCEmote>
and
Costume Change <Slot 0-9>
The advantage of the plain "cc" version is that in most cases it won't interrupt an ongoing animation.
I can be doing "/e Pushup" and use "/cc 3" to change costume mid pushup without having to restart the pushup emote.
Whereas "/cce 3 CCBackflip" may stop the pushups to backflip, may do nothing but a delayed cc and so on...
So for using your own powers and emotes use "cc" or to use the pretimed costume change emotes use "cce".
Which was why Justice Blues also suggested...

2. Would be nice if this was a helmet set... They are in the hats category again.
If Paragon insists that helmets are hats, why not merge the Helmets, Half Helmets and Hats categories into Headwear?

3. If you actually get around to fixing the Gunslinger costume in the creator, maybe the following could also get sorted out:
Fire Hat (W/Visor), SoA and Barbarian Iron Ring Monotone Gloves gaining a second color, IDF Defense glowing parts getting a Glow Only secondary pattern (Puke yellow gloves for a yellow glow is awful.).
4. Listings combined...
Chitin Shoulders for example has 2 options, Chitin 1 and 2.
Ascension parts have several options all under the Ascension Heading, yet the Clockwork, Barbarian, Sinister, and so on all have theirs listed separately! WHY?
5. Fix the sleeves issues with the short sleeve tops in the Jacket categories Sleeve Section, if nessasary add the Trenchcoat sleeves trick to them.
(Any full chest costume with bare upper arms looks awful, Insectoid for example.)

The problem is the Launcher and game were installed via a non admin acct, so it will still need permission to run, actually all programs do to a degree, just set the launcher as suggested above and it should work fine. -

Why didn't I receive Paragon Points on my September billing date?
On the day the City of Heroes Freedom began, existing subscribers received credit for being VIPs for September and were awarded their Paragon Points. If you were a subscriber on the day Head Start began, you received your Paragon Points for September on that day, instead of on your billing date.
Starting in October you will receive your Paragon Points on your game account's billing date, as long as you maintain VIP status.
I would of thought they could of classed 400 points as a headstart gift and continued as planned on the billing dates.
Oh well, that will teach me for getting an extended sub... -

Maybe you cannot have 2 of the same (one permanent and one temporary) under the *exact* same name at the same time....
They may need to fix them to non PvP and not to block stealth powers.
They could also rig them with both a non detoggling ability and the yellow mob tech for that costumes faction, hence making you a member of that faction pending you attacking them, which would flag you as hostile even in the costume.
