Meh... I don't think it's very likely. Not because of any fault with your clues, but because I think that what with Ouroboros and now the Midnight Squad, I reckon the next major plot turn will concentrate on the Shivans and "the coming storm".

See, I don't necessarily think that the Coming Storm and Fifth Column are unrelated events. Kheldians are bound to Council troops, and Requiem himself is a symbiote - what if the latter's desire to get back to his former glory overrides even the slightest hint of compassion towards the rest of the world?
Promise that the Fifth would be more brutal than ever? Check.
Promise that the Fifth'll return in the near future? Check.
Requiem's little ego exploding after being punctured by The Center? Check.
I'll eat a Cadbury's Creme Egg if my theory is wrong, but I've got such a strong feeling about the plot to come.

For what it's worth, I hope you're right - I love the 5th Column, although I wasn't around for their first incarnation I love the backstory. Though to be honest, I'll be happy with ANYTHING but those damned Rikti invading again...!

I'd prefer to see sleeper 5th column agents infiltrating Arachnos, than the other (over-used) Deus ex machina that is Nemesis.

Over used?
Overused in heroes, perhaps, between levels 35-50... but not in villains. It'd be nice to get the chance to outsmart him.

In many respects I hope this is not the case and that the infiltrating Arachnos from within refers to you merely rising through the ranks and realising that as a Destined one you are more powerful than the peons who are supposed to be your "Superiors" meaning you finally shed Arachnos because at the high levels they no longer serve your purpose.

I think that the "Coming Storm" will be either Fifth or Nictus. I hope that the Fifths return is a big one! 
I think they will return by using Ouroboros against us, since it's starting to become even bigger in the game.

Just thought of something, it says Infiltrate Arachnos from within, now how could you Infiltrate Arachnos and still be Arachnos? easy what about the Original "owner" of Arachnos The Weaver?
what if the old controller of Arachnos is trying to bring down Recluse so it can regain control?
crazy theory but perfectly plausible, plus this old faction of Arachnos could indeed be the coming storm.

It might be silly, but I've been thinking...and I'm starting to believe that the VEATs will be Fifth Column double agents! What craziness am I basing this on? Well:
1.) First and foremost, the VEATs are described as "infiltrating Arachnos from within". I doubt they'd have you playing a Hero, and the Fifth Column...
2.) ...aren't adverse to having sleeper agents or double agents within other groups. The end of one of the Ouroboros Task Forces makes a very big point to stress how their "time will come again", with their soldiers being urged to remain in organisations such as the Council.
3.) Recluse and the Fifth have history together. What better way to explore that red-side by having you directly involved?
4.) The Fifth Column are one of the most, if not THE most, popular villain groups in the game. With Positron's increased focus on "giving the players what they want" (heck, the whole idea of becoming a member of an NPC faction is a direct result of that mantra), this would fit perfectly with that request.
5.) The Fifth Column are still due for their big comeback, as Manticore has stated in the past. Again, what better way to orchestrate their return by having players involved?
This is just my own theory, and there are sure to be some gaping holes, but it's been swimming around in my head for a while.
