She usually circles around the island with War Witch ... she's never up for very long tho.
I found her twice today on Triumph - once before I entered my mission and again when I exited.
So, she does spawn ... just keep an eye out for her.
She does tend to spawn hourly, and I wouldn't focus too much on trying to get both kills in one sitting because of that.
But every time you log on, swing that character by the southern part of the lake.
she spawns every 30 or 45 minutes or so, and she does spawn in several different spots
here is a map that shows the GM spawn points for the zone. The ones in the lake are Sally.
Try making a keybind to target her and spam it while flying/swimming around in the lake it'll help a lot. Something like this:
/bind g targetname sally
There are 4-5 spots in the lake that she wanders around/near. She does spawn pretty often, and she is NOT part of the bulletin message "Unusual monster activity in Croatoa".
She will just be there, and if you're above the levels for the zone, she's going to appear gray.

I think she always cons yellow unless they changed it recently
I recall her conning purple, though that may be from memory of a sidekicked character in the zone.

Actually, she always cons yellow. I was out there at 50th to fight the giant monsters and saw her, and she was yellow con to me.

No, she's always been a "Monster" at a specific level (30?), so she can con anything from Purple to Grey.

I had a thread in suggestions for a while (It's been purged) to change Sally to be immune to attack, and add an NPC to the edge of the lake who gives out a Camera temp power. Rather than "killing" her, you'd take her picture. Get two pictures for the badge

/macro Look "targetcustomnext sally"
Type that in with a power-tray spot open. Then click the little grey button as you fly around. It will target her at maximum reticle range, which is actually beyond draw distance.
You can keep the macro button and right-click to edit it when you want to change what you are looking for.

That certainly makes more sense, considering a hero wouldn't wait for a docile creature to show up... then set it on fire. I know heroes have flexible morality (even moreso with Going Rogue coming), but that's pretty much the equivalent of kicking a 20 meter tall puppy.

Too bad when there is a Kheld in the area, she doesn't have a chance of spawning as Sally Quantum.
Sure, she still would be harmless, but she would have the prestige of being a Quantum.

I have been looking to get geas of the kind one lately and I need to defeat Sally twice only problem is I can't find her. Is there a certain part of the lake that Sally hangs out in in Crotoa? Maybe a certain time like the ghosts?
I looked on the wiki but it just says she spawns every hour.
