hmm...tough one...
depends really...when a new booster pack or issue is released, for a short time they're the most popular pieces, you see them everywhere you go.
I do see the Enforcer 2 chest piece used a lot though.

If you really look at the fine print, it's required in the EULA that you make at least one catgirl.

I don't see trenchcoats that often, but I see Glam hair- the really long stuff- frequently.
Tops -> Chest -> Tight
That would be my best guess at the most used costume piece in the game.
