Why are PvP zones empty?
Pretty much on most servers few were PvPing. The changes to PvP didn't seem to change that any.
total kick to the gut
This is like having Ra's Al Ghul show up at your birthday party.
A lot of the old PvPers left when the Devs reworked the PvP system. It was never very populated, but there were more. Then there are the people like me that tried it, but had a very bad experience and have no interest in ever doing it again.

I quite like PvP myself, but there is always something else to do in the game that is way more important, so I only go in the PVP zones rarely. When I do, like you, I find them mostly empty so don't stay long.
There is always a lot to be thankful for, if you take the time to look. For example, I'm sitting here thinking how nice it is that wrinkles don't hurt. ~Author Unknown
Having played for 3 months, I'm sure you're familiar w/ the big differences in powers, survivability, ability to deal, damage, etc. As such, you can imagine just how momentous of a task it would be to enact PvP in such a way that your lowest damaging Defender can stand a chance against your highest damaging Stalker. It is a very fine line between "competitive" and "curb stomp". It's also the one area of the game where tensions would run high and the worst in people may be brought out. No matter how the devs balance and adjust things, there are going to be factors *other than* skill that get int he way of a "fair fight".
I'm not saying PvP is bad - but the devs decided that in order to make the playing field as level as possible, they essentially made it a whole 'nother game...
Once the invention system was established, it immediately widened the gap between pvp builds and non-pvp builds. So people had to choose, which dropped off some of the numbers. Then they made the pvp changes, which caused some players to leave or ignore pvp all together. This further widened the gap between pvp'ers and non-pvp'ers since now in order to pvp, a normal player could not just go into a zone and fight, they had to learn how to play with the new changes, with new changes to powers, against people who adapted faster.
It's basicallylike learning to drive by someone dumping all of the parts on your driveway for you to assemble, and once it's done, your first time behind the wheel is in a Nascar race.

Posi just recently said how much the devs love the new pvp.
So I don't expect any real changes any time soon. They can add all the rewards they want,if the mechanics are not fun people will not be doing it.
People have never really PvP'd much in this game, and probably never will. In my opinion, anyhow.
Always remember, we were Heroes.
In the few rare moments of PvP I have participated in I have lost and won battles. I wish there was more participation because I have found it to be quite enjoyable.
I think big factors are that the PvP was added to the game later, and not at the start. Also that the 'flavor' of this game isn't primarily about fast-paced combat so it never really appealed very much to serious PvP'ers.

Well, since no one has said it yet.
The server population works like this.
The server at the top is the one you logged into.
The one below that is the one that has the lowest population per capacity.
The one at the bottom has the highest population per capacity.
Freedom and Virtue are always the two most populated servers. There is usually PvP action on both.
Justice and Infinity tend to juggle for spots 3 and 4.
Some say that Infinity is the PvP server. The same way that Virtue is the RP server. If you haven't figured out what Pinnacle is, then I'm sure you will soon.
The other alternative is to copy a character to the test server. Your character stays on the live servers, but it is copied to the test server. See a link for that here ::

There tends to be a good amount of PvP going on there when it is open.
But I'd really try one of the more populated servers as well.
Check out the Forum here for each server and post there. I'm sure they will let you know the current PvP levels.
I've been busy with the other stuff lately. I server jump alot, but I haven't been keeping up with PvP since the MA went live.
I mostly quit pvp after i13 (as did most everyone i pvp with).
What server do you play on? i'll fight ya lol.

I heard Freedom is. Granted I don't keep up with PvP, but it's what I heard.

Above and beyond that, there's just no payoff in bouncing around in a PvP zone until some people show up. There are too many hours in a day, and too many zones and too many other things to do, to make it worth it sitting around and waiting.
Keep tabs on organized events, make a point to show up and support them, and join a global where people focus on PvP, if your server has one. I know some servers use Arena Chat, but I haven't had it on for years so I don't know how much it's used on Pinn.

Pretty much in a nutshell. Most people I know in game rarely, if ever set foot in PVP zones.
And no, improvements to it wouldn't change it. I personally loathe PVP in RPGs.

Personally, while I don't care for it myself, it doesn't matter much to me that it exists. I'm just glad that it's in very specific locations that must be intentionally entered. That makes it much easier for me to avoid the whole thing.

PvP is a lot like going down to the public tennis courts looking for a friendly match and finding out that the only people there to play with are Rodger Federer, Andy Roddick and the Williams sisters. A couple of matches against any of them and you'll swear off tennis as a sport.
Between the initial roll out of PvP in Issue 4 to the major restructuring of PvP in Issue 13, only the diehard PvPers played as most novices were quickly put off by how differently powers act in PvP to bad experiences with PvP griefers and now rarely if ever venture into a PvP zone except to get the bonus attack powers.
By trying to make PvP more attractive to the run of the mill player, the changes in I13 enraged many PvP regulars who spent untold hours grinding for "gear", min/maxing their PvP character to pre-I13 gameplay. Many claim they gave up PvP after these changes since all the time spent on getting their character to that point was rendered moot.

well if you do decide to come to Freedom, there is a waiver that you sign that explains how you must only PvE for farming and badge hunting purposes. The PvP zones are populated from 5pm to 10pm pst GLHF.

Which is exactly why they should not have made the changes they did. They mucked it all up to try to attract players who would rather chew off their own arm then play it.
I have completely lost all faith in our out of touch dev team.

That was almost exactly my experience. Once I learned that you could get Shivans as a temp power in BB I decided to pick up a set for myself. Not more than 2 feet outside the firing range of the redside guns, I found myself surrounded by about 4 opposing players and bludgeoned into a hospital trip.
Lets just say that getting mugged kind of turned me off on the whole thing.

Oh, I don't know, you *can* meet some decent folks. Just spent a while in Siren's on Pinn with a decidedly non-PVP specced character screwing around with a stalker who hadn't been in game since I6 and having fun. Brute running back and forth to missions, bit of time messing with a corruptor, too.
But generally... yeah, if you don't see anyone within 5 min or so, check back later. At least Siren's tells you there's a target. (And Nites? I don't think I've seen any in any zones in ... hmm, years, at least that bother identifying themselves. I see EvilDad's characters more.)
The following is my opinion:
I thought the PvP was originally quite promising. Until RV there was no real compelling reason to do it in an open zone - goal based PvP is more compelling to me.
Had they introduced dual builds prior to I13's release, they would have seem more people playing for that reason alone. However, I personally dislike the PvP suppression. Losing mobility takes away to much of the tactical abilities one should be allowed to play with. As such, I simply don't play.
Now, if there were more people playing, I would most likely ignore it, but with so few PvPers, it is not enjoyable.

re: suppression
Limited to attacks, I don't even notice it. To me, it's about like it is in PVE, a brief hiccup. When it's kicking in with inspirations and the like, though (unless I'm remembering that wrong,) ... yeah, it's a bit much.

You're suppressed when you're the target of the attack, when you're casting heals, buffs, etc. The "tactical" limitations he's probably referring to is that you can't make a pure support character as easily who just bounces around endlessly, unsuppressed, throwing out heals and buffs. Once that support character heals/buffs/becomes the target of an attack, all their movement screeches to a halt.

Yeah, that's pretty much why I stated "limited to attacks." I *get* why they added it to so much else...
Re: becomes the target - Am I remembering it wrong that you actually have to be the target of a *successful* attack, as opposed to just having an attack launched at you (hit or not?) I want to say it was the second way at one point in beta, and got swapped to the first.
I've been going to PvP zones recently to try to find people to PvP. 3 months into the game (I found out I just got the 3 month veteran reward today. I don't know how long I've had it) I keep finding PvP zones... empty... I tried the arena and people are only using it to farm. Recipes I guess.
What is it that makes PvP so unappealing to others that I can't find anyone in PvP zones. I understand that some people go into /hide often, but I have only seen people entering to get Shivans or Rockets.
