The devs say it's a ways off.
The 'coming storm' is not what has me interested, it's the Letter Writer, who sends your character cryptic messages at various points in time, no mean feat, requiring the author to know beforehand where your character will be and when.
My guess is whatever this being is, it is projecting its mind across time and space and controlling individuals in order to write and place these letters.

But again, my train of thought wanders. I'm writing you to tell you that, as surprising as it might sound, Mender Silos and his time traveling cohorts are actually succeeding in delaying the coming storm. Note, I didn't say preventing. There is still hope.
Because of their actions, and likely yours as well, it may be sometime before I can truly extend my hand to you in kinship. There is other work in other places for us to do. As much as I enjoy these letters, I'm sure you will understand that we have more pressing matters to attend. So, for now, I bid you farewell.

It wasn't, you only learned about it from in-game content and a few random dev posts here and there, but nothing official I think.

It's foreshadowed in hidden glowies in the Ouroboros Story Arcs. Go 'round and introduce yourself to the Menders, if you haven't yet (but be warned: most of these tasks don't grant XP to high-level characters).
If GoRo has something to do with "The Coming Storm," I wonder if Tyrant might not be the author of these letters...

AHA, so thats what the mysterious letters I got from the crates in those two arcs were implying. I thought they were going to be used later in the arc as I found them, since they weren't a listed objective, but you got objective credit once you found them.

I think that Rularuu is the one writing these letters.
Just a sinking suspicion, but it's becoming a little clearer.
Maybe it's Doctor Echo from farther in the future.
But my biggest guess is that it is Rularuu himself, even if it sounds farfetched.
Perhaps the coming storm is an invasion of Praetorian beings from their universe to the universe of Paragon City.

Yeah, just from the text of the ITF letter it's pretty obvious to me that whoever is writing them is part of the coming storm itself.
Mender Silos is Lord Nemesis, in his bid for final power, he helps bring about the coming storm.
Be it, releasing Rularuu or the things that made the Rikti(can't think of the name) or Praetorian Earth or Axis Earth or simple fact there is so many super powered people out there, he's managed to create War amongst us, that causes it all to spark it. But I've said it before, He's in center of it.
He's involved in it, using all his "plots" he finally built him a web of that even he having issues figuring how to get out, BAMO!

I'd bet not; we have been teased about this almost since I started playing this game, and nary a peep have we heard of anything substantial regarding this.
The metaphorical boy has cried "wolf!" 1000 times too many about this tempest in a teapot; it goes in one ear and out the other now.

as for my take, i had hoped it would come by now, but right now ma and go-ro, which were probably not being heavily planned back when paragon was cryptic's unloved step-children, are tiding me over nicely. So while i would love to know what the end of this little game of xanatos lazer-tag turns out to be, i cant say that i'm dissapointed with what has come in its stead. latest word is that they are a ways off, im guessing that the infusion of ncsoft cash and new hires may have shaken up the release schedual some, so I am not too scared...but there better be frikkin dinosaurs when its all done.

I'm guessing this.
Nemesis has a huge interest in the Shadow Shard.. my guess is that he eventually makes a serious bid for power there as a lot of his plots come together and succeed.. but his ultimate grab for power actually reforms Rularuu into one aspect and all hell breaks loose. Nemesis gets his butt kicked and runs, and then Rularuu pretty much eats/annihilates everything Nemesis wanted to RULE.
Nemesis, feeling like a major idiot, plots this whole time traveling good guy routine and starts recruiting a bunch of two faced psychos..
There's a lot of things that point to Rularuu's return too. Check out Darren Wade. He has a tall, cylinder shaped head and some nasty looking hands. He says:

Not only is he trying to bring back Rularuu.. of special note is wanting to take over the Midnight Squad... and they hold the crystal which leads to Cimerora... and the Origin of Power. Rularuu wants the Origin of Power so he can reform into a single facet... and I think Nemesis does something very dumb to actually help this along, thinking it's all going according to plan.. Unfortunately for Nemesis, Rularuu is much better at actually succeeding with his Xanatos Roulettes... and plays Nemesis like a fool.
Ouroboros. The Coming Storm. The Midnight Squad. The Origin of Power in Cimerora. All are connected, all part of a single plot. This hasn't been random.

I love the stories we get out of CoH. bout had hairs standing up on the back of my neck when i read that one letter that says not to trust silos.

Mender Lazarus is from 5000 years in the future, and Mender Tesseract is implied to be a CoH version of Khan Noonian Singh. Whatever the Coming Storm is, it will never occur within the lifetime of our heroes/villains. The only way we'll ever encounter it is if Ouroboros acquires a task force that sends the characters to that time.
For all intents and purposes, the Coming Storm is not actually coming in any way that's relevant to our characters.
