Powersets you want, but realize are unlikely!
I had a couple of ideas after playing some MA missions...
1) Mirror Image - Self
Make illusionary duplicates of yourself! Early levels are made to confuse opponents so you can divide and conquer them easier. Later levels duplicate some of your other powers but at reduced power.
2) Mirror Image - Others
Maybe as a powerset this could be mixed in with the above one, but you make illusionary duplicates of your opponents and use them as your army! Characters like DC's Mirror Master and Marvel's Arcade used to do this and would add the added twist of making them look like funhouse mirror versions of the duplicated character. That would be a lot of fun to see, but would probably be translated into seeing the size scales of the duplicated character being slid up and down.
3) Super Animal Summoning
Rather than summoning regular animals like dogs, cats, tigers, wolves, etc., summon enhanced versions of these creatures that sport armor and such. Like summoning BattleCat (from He-Man) rather than a normal tiger, or an armored raptor instead of the regular kind. Why? To avoid calls that players are harming animals (even if they are game-generated).

Sorry, I just have this sadistic urge to watch a character charging into battle crotch-first, swinging side to side.
I have wanted a projectile vomit power (Like Vahz corpses/abominations) FOREVER. Expanding it into a powerset, what about pestilence? Someone whose attacks are disease based.
Gotta go with a Dual Gun primary for my blaster love, and how about some sort of knife/blade/claw secondary? Sure the guns speak for themselves, but with such prominate blaster secondaries like energy manipulation, why not have a close-range melee sec using a short blade?
And don't forget that guns can be used to fire other things than bullets? I'd love to bring my whole "mutant with the ability to channel energy through his custom guns" into reality...*sigh
1) Laser/Light based power sets: Includes Blasts & Flashes (hold/stun). Must have a very cool sound effect. Blaster Melee set could be like light sabers. Scrapper set could have blinding (+Def) shields. FTL travel (the most oft underused power in Champions RPG!) allows you to click on the map and just get there...
2) Teleport Control/Blast: Teleport foe into ground for damage, teleport body parts out of them for more damage, much longer range tp foe (i.e. you can tp them out of a fight), teleport their feet into the ground for an immob, whole body into the ground for a hold/intangibility, Group foe teleport (wormhole style).
3) Mind Control MM: Have your own minions customisable or randomised from a selection of standard NPC baddies (possibly use gladiator badges or even MA as a minion generator? Or even the MM has to go out and get control of what he wants!). Upgrade = more control over them, hence they fight harder for you. Key powers would be to confuse enemies, and the biggie: Take control of enemies, adding them to your pet collection! Could have a couple of Dom/Defender Psi powers to pad things out (Hold/Sleep etc). Whole idea based around an old Champions character : Marrionette. Needs work to flesh out, but I like the idea.
4) Water Blast/Defence: Standard blasts with KB side effects. Wall of water (stops enemies running, looks v cool), suck the water out of someone (END drain), big splashy pool of water that slows and has a -Def. Tier 9 is a tidal wave washing over all in the area. Defender powers could include salt water in the eyes (-acc debuff), rehydration (heal other with an end boost too), filling lungs with water (redside only? hold/stun), maybe even a water pet?
5) Phase Control (Melee set?) Defence based (only partially there to be hit) or even actual phase shift that goes on and off? Invisibility, melee attacks involve resolidifying a fist/foot inside the target (high end cost attack chain, high damage, slow recharge)

a completely random powerset.
whenever you click a power, you never know whats going to happen. sometimes you shoot fire, or next time you blast them with energy, or maybe youll freeze them with ice. next time its anyones guess.
you could divide it up into categories....
random range attack, with a low, medium and high level version
random melee attack, with a low, medium and high level version
random travel power
random hold power
or you could just have it totally random, who knows what will happen
this powerset would be very entertaining to me
Kinetic armor for Tanks.
A very click oriented powerset that not only has some great personal potential but can also boost your teams abilities by drawing energy from the mobs around you.
Motorcycles as a travel power.
Commander (Blueside Mastermind) - Longbow or the Hero group that actually uses longbows - Different Mechs - PPD - Elementals - yadda yadda yadda.
Permanent Customizable Jetpack - Alternate Flight Power
Permanent Customizable Jump pack - Alternate Jump Power
Skates? - Alternate Superspeed
Phaseshifting Defense - make the mobs wiff for once
When Underwater stuff actually happens: Water breathing as a Level 6
Quarterstaff - Tank/Scrapper/Brute/Stalker
A lot more when I think of them
Energy Blade melee, partly because I'd want to see an energy/lethal set.

It would have a few ranged attacks (Dual Pistols) with nice looking melee attacks (Dual Blades & Martial Arts)...and look ever so beautiful.
Oh, can even have one melee attack be a close range Dual Pistol attack.

My build would be so tight...but I'd love the whole set.
I'm thinking the Martial Art moves don't cause redraw of weapons. You can make the moves with the weapons in hand. However, switching weapons will cause redraw.
The new Dual Pistol Melee attack would be like a roll kinda jump kick, with you shooting at the target causing knock up, instead of kicking them up.

So very much yes, I plan on moving to Champions online if I can design a full on teleport melee set, I'm not just talking teleport punch teleport kick teleport roundhouse... I want *Bamf* Ride the lightning, *Bamf* Sulfur burn, *Bamf* netheworld freezing exposure... ie: Everytime I open a portal somewhere to teleport somewhere else, while in range of a mob, or come through a portal at least, I unleash some of the element of whatever plane I traveled through with me...
Also, if I can design other travel-power powersets, like swing-melee (Probably very spider-man biased...) and Speed-melee, and jump/stomp melee... I guess those are Spidey, Flash, and Hulk in order heh, not on purpose, and certainly not the character concepts I want for those powersets.
Another one:
I want the following to be condensed into one set, with the "Weapon" selected, be simply an ultra dense particle effect, that either surrounds the hands, arms, or shoulders. Could you imagine a Predator's shoulder canon popping up over your shoulder? (Who cares about clipping)

Arm Cannon, because Blasters and Corrs and Dominators need more weapon customization. A LEFT handed costume option like Shields.. possibly one that is always visible. Because you don't draw a cannon that stays on your arm all the time. (And cause there are only two states for a custom weapon, right? More on the second state later.)
The blasting cannon on your arm could be from your awesome techie suit, or it could be a mutant biological weapon you turned your arm into, or it could be a symbiotic plant that lives on your arm! So many costume options!
Mostly Energy attacks, with maybe a little Fire, Smashing, or even Cold mixed in. The nifty unique perk of this set would be its "Overdrive" form, which increased ToHit, beefed up the damage of some attacks and added debuffs and mezzes to others (using code like DB's combo system- "If state is Overdrive, this effect goes off too").
Overdrive would ideally make your Arm Cannon change appearance to an awesome form- Panels on your tech cannon move outward and a powerful glow seeps from the cracks.. the plant on your arm opens its petals/leaves into a very threatening open flower cannon.. that sorta thing.

The great thing about doing this as a particle effect, or "aura" is that it shouldn't require any 'new' costume slots or changes to the UI for us to select the weapon, we'd simply probably not be allowed an aura on that toon, until we're allowed to have both combat, and non combat auras.
Some things I would like? Grapple, staff, spear, (Hell, add staff and spear graphics to both mace, and broadsword, I don't really care if the animations look specific to staff and spear fighting, same with tonfas, add them to dual blades.)
More 'energy and elemental based' sets, mix and match things, and toss in a few unique powers, perhaps give scrappers a support-heavy, knockback heavy set, 5 low damage knockback powers, 2 high damage knock down powers, and one ranged AoE knockdown, or... one stun, one disorient, one hold, 2 knockbacks, 2 knockdowns, and a ranged immobilize, themed with either fire, energy, radiation, cold, or some other such. Stone/smashing works even, Spines/lethal/toxic too.
Oh, even better, toxic sets for everyone. Blasters, poison needles (like widows) Defenders, poison emission/spore emission, controllers, spore emission/fungus control, Brutes... poison smash? 0.o heh, perhaps a claw based set running off of toxic/lethal, with lots of different side effects. Dominators and corruptors, similar to defenders blasters or controllers, masterminds already have a 'poison' set, tankers could have the same as scrappers and brutes...
I'd love to see some really non-standard looking primaries, things with a ranged attack or two for scrappers and tanks (Love my spines/* scrappers) especially if one takes place of one of the tier 1s, and then a ranged immobilize, or PBAoE immobilize, or toggle immobilize, or other abnormal power to melee sets, or giving them radiation melee with lots of -regen...
Total power proliferation? :P Well okay, no, this last one was a joke, but radiation melee, with glowie green, plus explosive looks, plus puking enemies, would be kinda... RAD.. heh

Thought and suggested the same regarding insects--but opened it up to a broader "Vermin Control" set.
Swarms of insects, bats and other rodents would be quite nice.
Either for masterminds or dominators depending upon how the set actually functioned. The dom version in my mind would be sort of like storm with it's various short wave out of control summons, but add a touch of toxic damage over time and a more to hit debuffs rather than defense debuffs.

Animal Spirit Control (Controllers/Dominators) - I was thinking that an Animal set for MMs might be good, but it doesn't really sound too Mastermind-like to be the evil ruler of a band of critters. Although I do like the idea of a squirrel version of Gang War. Anyway, I reworked it into a possible Controller powerset. Most of the controls would work like temporary pet summons. You want to hold someone, you activate the power "Bear Hug" and it holds the enemy with a ghostly-green image of a bear embracing them. You want to disorient someone, so you summon the spirits of birds to constantly wizz about their head. Stuff like that.

Ok...now this has potential...Mako's patrons already have this to a certain extent. But Bear hug for your single target hold, octopus for multiple target hold, a spirit cobra that does toxic damage, you could have a spirit swarm as a tier one toxic attack, a spirit electric eel...the possibilities are endless and as "spirit animals" when you hit them PETA won't throw a fit
