Interesting comment by Mat Miller: Willpower proved to be a very powerful defensive set, possibly the second most powerful right after Stone.
I wonder if this explains why Shield Defense seems toned down? Castle and Posi gun shy about giving away too much?
The way I read the PvP portion of the interview was that they discovered in testing that instead of a "Rock/Paper/Scissors" game, PvP was just "Rock/Scissors". Now the question remains, is the new system "Rock/Paper/Scissors", or just "Scissors/'Paper"?

alittle too....unhonest really..he wonders how his dom does in pvp?..they been fotm for like the entire year*shrugs*
devs team might be doing great.their working and hiring..but this community is far from it.hate and cancelled acounts say they different.
time to put up and deliver id say.2 more accounts await buffs to shields and more content or its bye bye from another player.
I know i may be in the minority here but I am not egarly awaiting Mission Architect... I am sorely disappointed that is going to be the only feature of i14...
I was really hoping for something more... maybe i am just a little burnt out and that is making my view jaded, dont know... but I was at least hoping for some Power Proliferation at least... heck anything would do... AR for defenders or whatever...

They don't even have Issue 13 out, which is their primary marketing focus right now. Of course they're not going to say what else is going into I14 while they're still doing the rounds on I13.
Until I see something that states to the contrary, going to assume VK is right .

..I agree A fun gimmick, but I'd like more plug-and-play with I14. These days I have time only to play, not to build.
There are always "other" features to each update. Even the Arena had other stuff along with it.

Tried to play a shield scrapper last night. Only around lv5 so I am not exactly a pro with the set, but I do feel kinda squishy for a scrapper. My Dark/Pain Corr on the other hand.... think I will have some fun on that toon.

[/ QUOTE ]i think it might be a mistake to see issue 14 as another issue, the vibe i am getting is that it will likely hit sooner than a standard issue, and may not impact the planned timeline of issues. it may turn out to be more an issue 13 b, may hit sooner than 3 months, and may be followed sooner. Just how i read it, it will likely be hard to put whatever was planned in i14 back when i13 was supposed to be just 13 plus the mission architecht, so i doubt they would try to stuff a fully planned issue(as it seems they are well into working on the next issue by the time an issue goes live) with the newly expaneded setup of mission a. perhaps someone who knows the topic better could confirm or deny this speculation.
From what I am reading, Shields seems to be geared more to the Tank play-style.

Matt miller didnt say that, the interviewer did. Everyone look, we just witnessed how a rumor is born!
Boomtown: The latest melee set, Willpower, turned out to be very strong, maybe even the second strongest set for melee toons after Stone. How will you rate the new set, Shields, in comparison with the old sets?
Matt Miller: Shields is really a great set for characters who tend to team up a lot. Its schtick is the ability to protect more than just yourself from damage. In that respect it wont play out as strong for soloing as some of the other sets, but should be a great alternative to players who like to group up a lot.

This is just ludicrous! I dont think anything FEELS squishy at lvl 5. You can hit lvl 5 with out even using any toggle powers and feel like a god LOL. How can you make a judgement call on a set when u only unlocked the first three powers.
I crashed a cadillac through the gates of hell and returned with a fistfull of dollars.
I wouldnt even call shields a good teaming set with the range of PF and GC been so small, but im a solo'er so what would i know.

I can find the new PBAoE Damage sets for this (Eradication and Obliteration), which can be used for Inferno. But I can't find any new sets for Targeted AoE Damage. The only ones listed are the same old ones: Air Burst, Detonation, Positron's Blast and Ragnarok.
Is something still to come, or is this an oversight?
As much as I like this game, Issue 13 increasingly looks to me as if it should have been called

Seriously, Issue 14: Feature Creep! had better be getting here in late January or early Feb, because the hardcore players will be done with I13 by then.

Yeah, i13 seems like it's more of a fix issue and we're not getting a whole lot new. I think there are some cool things in i13 but there were other things that we needed before the i13 content.
Hopefully the stupid ITF lag is fixed.
And funny how empathy never made sense for a villain, but the power Phalanx fighting where you protect your teammates (and only your teammates) is a brute power.

Granted, there will likely be something else in the issue other than Architect, be it some new costume options, new IO recipes or whatnot. I do think though that the issue will be Mission Architect "exclusive" for the most part. I doubt there will be any new content (I.E. missions, story arcs, contacts, or TF's) and I think this is what people are pseudo-complaining about. I do hope they can get at least some Powerset Proliferation in i14, but I'm not counting on it.

To be honest, i don't think I13 is all that bad.. new powers (including the long wished for Shields), PvP rebalancing (although i don't know what they are or if they're good or not), Day Jobs (which aren't a bad "gimme" even if you don't care for them), the ability to have multiple builds (another "cool if you want it, doesn't hurt if you don't" thing), Leveling Pact (which seems like it could have it's "gamed" pitfalls, but still i can see it being useful for some families/friends/etc), New Missions, New costumes..
It's really a fairly well packed issue.. it's just that "the split" and loss of Mission Architect in this issue left us feeling a little empty inside.
I'm sure the release schedule is going to be a bit quicker for the next ish or two, which will be groovy. As a personal aside.. Mission Architect seems like a great opportunity for loads of fun. Even if you're not creating anything, you'll be able to play other peoples creations.. and with the kind of creative energy this community has, i have no doubt we'll see some wicked awesome mishes.
When all is said and done, i can only think of one thing..
"When's I15 coming out? And what kind of stuff will it have?"
Edit: I forgot to add.. i wouldn't be surprised if they at least threw in a few new costume pieces to help broaden the potential of community created content in I14.

Catching the cape of this Hero is no small feat so Boomtown's interviewer Jakob Paulsen worked to unravel as many mysteries as possible about 'City of Heroes' upcoming release of Issue 13: Power and Responsibility.
