CoH needs more blades...
The same way I 'arrest' people with a broadsword, axe, mace, poisonous spines, katana, setting them on fire, or freezing them.
Seriously, you've lost, please just back out peacefully. Duel blades are here because we voted for them with streetfighting, willpower and shields. The Devs made a good call by giving us a hard powerset to animate and an easy one instead of 2 easy ones and two hard ones. If you don't like the set, don't use them, no one's forcing you to.

Sorry you don't agree with the voting majority - many players did vote on this, after all. No need to be a sore loser.
No need to call States out either - the decision was based off of player democracy, not a dictatorship.
If anything, call out the playerbase, although most would consider making enemies with the majority of players unwise.

Sure, it's not knives... but take a look at Kenshin! (better yet, start with Samurai X) Guy wields a katana and manages not to kill people. Knocks 'em around a bit with the flat of his sword and they get all confused when they realize he hasn't vivisected them. (Oversimplified for expediency)

Here's a quick list of powers that would be much more in keeping with the "good guys don't kill theme" that so much of the comic book mythos is based on.
1. Bo staffs. Not some Gandalf wizard staff, im talking Bruce Lee.
2. Night Stick. Nothing says justice like a good old fashioned LAPD beat down.
3. Nun-chucks. Non lethal, and super cool.
4. Hockey Stick. Some one mentioned that Leonardo used dual blades, well Casey Jones used a slap shot to fight crime.
5. 2x4. From Walking Tall to Hacksaw Jim Dugan, 5 feet of lumber has been a staple of justice for years.
6. Parking Meter. If I had a dime for every time someone got hit with a parking meter in comic book fights, I'd be a rich man.
7. Baseball Bat. Good old Louisville slugger, not the aluminum ones.
8. Brass Knuckles. Take THAT Skull boy!
9. Chain. Not the spawn style hooks, just a 5' long section of the home depot special.
10. Whip. Oh yeah, not just for cat-girls anymore! Hey Zorro used one too.

While I disagree with your original post, some of these I like.
Except Brass Knuckles. Not much difference between that and Street Fighting. Heck, you could RP having Brass Knucks.

My Stories
Look at that. A full-grown woman pulling off pigtails. Her crazy is off the charts.
I heard one player here once explain how his claw scrapper took down criminals without having to kill. Something along the lines of surgically precise strikes to key parts of the body. Doing enough damage to incapacitate somebody, but not quite enough to permanantly maim or kill. Dual blades could work the same way.
Likewise, I've heard of real-life counterparts to Kenshin- Samurai who used wooden swords in place of steel, or wielded dull blades- they could still fight if they had to, but were far less likely to take a life.
Admittedly I would ALSO like to see a staff or nunchuck wielding scrapper, those would be fun powersets as well.

Uh huh. And Casey Jones was also a Vigilante, who would severely beat criminals (Even accidently killing a mugger in the old Mirage comics). So that kind of scuttles the whole "Non Dark Hero" thing.
