I can't believe they didnt start it on Friday the 13th.

They avoid Fridays, so if something catastrophic happens, it doesn't ruin the weekend. Putting it on Tuesdays or Wednesdays usually gives them enough time to straighten things out before the weekend.

Yeah, thanks for the announcement, which we knew was coming. Now how about letting us know the answer to what we've been asking since it first went to test.....HOW LONG WILL IT LAST?

Yeah the 13th would have been cool. At least we have a real date now that I can answer in arena chat every 10 seconds.
One would assume that Haloween will run from the 18th to the 31st, if not a few days longer.
Even in a city where many citizens dress in unique costumes to battle real mystical threats, Halloween is a special time of year. While Paragon City's Halloween holiday was dampened last year by renewed hostilities from the Rogue Isles, this year's October events look to be even more promising than before, with record numbers of citizens all over the city ready to welcome trick-or-treaters of all ages.
