Why? They advertised what they were giving very clearly. There have been tons of posts about what the costume options are, how the jetpack works and what the Pocket D teleport thing does and where it takes you.
If you feel ripped off you have only yourself to blame.

* Exclusive Hero and Villain Costumes
the Jump jet is a limited POS, 30 sec?

All I'm saying is IMO, I was expecting a little bit more. Maybe a little more useful Jump jet, and maybe a couple more costume options.

I had no problem with my account - but my partner's? Both accounts charge to a single card. First, I couldn't update his account because of the 1/day limit on ip's. Then, the 1/month per card. Then, my next in line card was a Mastercard. Finally extracted a Visa from his wallet (which pretty much spoiled the surprise factor), got his account updated ... and he can't log in until tomoorow - work issues. Sigh.

Well that's what happens when you go expecting things instead of doing a little research first. If it teaches you anything I'd consider that $9.99 well spent.
Looks like time for one of those online-friendly cards that give you a new # for each transaction. ..
ANYway, I tend to think the best of humans and I bet it went like this:
Wally McMart: Hey, NCSoft! We won't carry your games unless you give us one exclusive release a year, charge us less than your cost per shipment, and wax my car.

As for the online stuff... Remember the delay? Something got bollixed up (I'd bet paperwork. It could be a technical glitch, too.) and they only managed to straighten the Mastercard part out. They probably rushed it out after seeing the brick and mortar problems. It's what I'd do. (I'd also get Visa et al working, even if I had to outsource it.)
Appending goodies like this to our monthly account should be made very easy. Maybe we should have a PIN in addition to our passwords, but no more effort than that. That's business online!
NCSoft need to take a lesson from Cryptic and simplify their interface.
The goodies themselves? Kind of neat. I'll use the Pocket D card next time I have to pay rent -- I wish the ATM worked and you could pay rent there, but the D makes getting to Port Oakes easier.
Worth 9.99 to me, but I'm planning to install some jump jets and pretend I'm a Mech.

JUST as info for anyone, I am in the North Dallas area. The Wal-Mart at 635 & Midway received about 10 copies of the Good vs. Evil edition this morning. Of course they do this AFTER I'd already purchased the online code lol...
Was in there to get my copy of X-Men 3 on DVD and saw them.
I found GvE last night hidden underneath the shelves in the PC games.
if you weren't looking for it, you'd miss it compleatly. It was VERY hard to find, had to get a stockboy help me find it.
I moved them to a shelf with the same price so it would be at least OUT there.
Too funny. The store I was in this morning had them right out on the shelf. They were actually up top for better visibility. So hopefully other stores have them in now as well.

Maybe I'm misunderstanding what you're saying, but there are a lot more than 2 new costume peices. There are two FULL costume sets, each with Top, Bottom, Gloves, Gloves without pads, Boots, Boots without pads, and Shoulders. By my count, that's 14 new costume peices. And very cool costume peices at that. You can even use the Sinister pattern with other tops and bottoms, so that makes 16 new costume options.
I can understand that you might not have had foreknowledge when you went to purchase, but a smart buyer makes informed purchases. You chose to purchase blindly without looking into the extra details on the boards and official site. It's unfortunate that you aren't entirely happy with your purchase, but the fault remains with you.
Let me ask you this: What CoH/CoV retail box has come with MORE than this? Let's examine:
- CoH Preorder: A prestige sprint that adds no new function, just decorative.
- CoH Collector's DVD: Prestige Slide (Again, no new function, just decorative), exclusive cape (That no one uses), VIP badge.
- CoV Preorder: An Arachnos helmet
- CoV DVD: Exclusive cape (Does anyone use this one, either?), Arachnos chest emblem, Destined One badge.
- GvsE: Jump Jet power (Unique concept), Pocket D Gold Club teleport and access, SIXTEEN new costume peices.
If you didn't pay any attention to the information on the official sites and forums and went solely with past retail boxes as an example, GvsE should have had FAR more than you expected to get.

I have a question: Does anyone else have a low-level character (pre-10) that has this, and cannot use the Tikiport? It is grayed-out on my lvl 8 blaster. Maybe you have to be a certain level to use it?

I tried it out on my lvl 8 scrapper last night. It worked fine.

I had this problem on a new character I created and bugged it. Of course, as I kept playing it eventually did come on. I THINK it was when I hit lvl 4. Going to test this out tonight as well. But at least that way you know it isn't just you.
Okay, I tested this: I logged into a Level 2 character: Pocket D Teleport is not functional. I killed a bunch of Hellions, leveled up to 3, Pocket D Teleport immediately became functional. So Level 3 and up, should work fine 
Or, possibly, you just have to level up for it to 'see' the power and activate it for use?

Might be a "legacy" effect from the fact that the minimum level to use the Tikiport IS level three - This is no doubt to prevent people from doing something like porting out of Outbreak/Breakout and thus having mission/contact problems.

Thanks for the name calling, very mature. You don't have to be a "board trolling freak" to go - hey, that advertisement has some interesting things, I wonder what they do or what they look like. I think I'll go look up the stuff at the forums where I'm sure they've been discussed to death. That's what I did so I could make an informed decision and not feel ripped off. If you didn't then again, you only have yourself to blame.

I live in Indianapolis, and I was at the Wal-Mart on the east-side of town last night. They had about 6 copes of the game on the shelf but there was no price tag for it! So if you live in Indy they have it at the store. To bad I had already paid for the in-game items only a few hours before going. Just wanted to let everyone know!
I'm really disappointed. The Pocket D VIP teleporter only allows one teleport per 30 minutes. And the Jump Jet allows 30 seconds burn time, with a longer recharge time. [censored]..!!!
I paid 10 bucks for items I can barely use? WHAT A RIP OFF..!! Why can't the P-D VIP teleporter recharge every minute or two like any other teleport travel power? And the Jump Jet should be like any other fly power, constantly on, like the christmas jet pack.
I mean come on.. I paid you 10 dollars (non-refundable)..! Can't I at least enjoy the powers I paid for a little sooner and a little longer? Thanks Cryptic for hyping a very disappointing product.

While I agree that the recharge times should be changed and duration of jump jet should be made unlimited barring endurance drain, yours is another example of not looking before you leap. This information was available before the online order was possible, so you made a purchase without bothering to look anything up. If you feel ripped-off, it's entirely your own fault. Maybe take it as a life lesson. At least it's only $10. What if you bought a car without getting any info on it or test driving it?
