go back and talk to Bocor. he should introduce you to the next contact (the Radio)...I remember in Beta wondering why the broker wasn't introducing me to anyone else, so I went back and talked to him, and he pointed me to the next person.
I was able to get the radio before completing Bocor's arc. You can have Drea/Mikey, Radio, and Bocor at the same time. If you outlevel them you are pretty much screwed.

When I was done with Drea the Hook, he introduced me to Bocor, but Bocor didnt give me anything, he just introduced me to the Radio. 
I think I did 2 missions for Bocar and then he sent me to the radio. He hasn't given me another one yet. Maybe we are going to be expected to bounce from contact to contact rather than just going one at a time.
I forget what they called it, but I think the devs were working on a patch that allowed you to go back and finish your out-lvled contacts in CoH, I hope they get it made and aply it to both CoH and CoV, soon.

That doesn't change the fact that Vendetti and Billy Heck both have story arcs (and one of the Vendetti missions has the badge Stone Cold and a Gladiator Badge as well), that I can't complete. I know Bocor introduces the radio when you finish his arc.

Kalinda has more missions at 20 doesn't she? I know that doesn't get you the missed story arcs, but I kinda like that I'm playing the exact same build with the exact same contacts as I did in beta but all my missions are different because of the newspaper choices I make and the timing of the things I do. I don't mind missing badges and arcs, but I understand why people would. Especially the gladiator badge.
I ahven't been able to, I have tons of unfinished arcs. I just get the "I have nothing for you" line.

The only mission Kalinda has at 20 is for your cape, and again at 30 for your auras.
I think the whole idea with the broker contacts is that they send you to one, and you proceed per normal for CoH from there. You talk to Bocor, he gives you an arc, midway through you get the Radio, you finish off both Bocor and the Radio's arcs, and by that point you should be CAD material. Much like you can't go through CoH and get every contact. You get some of them. If you want a badge for a particular mission, either you get that mission or you go around asking for it. Personally I'm hoping CoV doesn't have the equivalent of the fortuneteller mission, where you need that one mission to get the Atlas Medallion. Sure, gimme a badge for dumping Outbreak drugs in Paragon City. But don't make it a requirement.
So far the only contact I've skipped has been Doc Shirley in CAD- she sent me immediately over to Marshal Brass. That's mostly due to the fact I hit 16 before hitting CAD. But now I've got Brass and Marino, and I figure I can go back to the Russian if I get tired of these.

Statesman has said in the past the the goal is to have it so you cannot complete all your contact missions before outleveling them, so he doesn't like Flashback.
It took months of arguing just to get them to add Auto-EXing to TF/SFs.
I just out leveled Billy last night before finishing all of his missions. I really wanted the fire pet from him. 
It looks like the best you can do is 1.5 contacts before reaching 11 and just having the radio or running over to CAD. And I still need to see if I can get Veluta Lunata to acknowledge me.

I outlvled Vendetti in beta so this time around i was sure to get all 3 Pt Oakes contacts, i got 1 storyarc started then opened up the next one, and their storyarc, then the next one. Since once an arc is started you can finish it. But in beta I got introduced to Veluta Lunata, this time I was introduced to the Radio (never met the radio in beta). No one even tried to point me to Veluta.
Now in Cap au Diablo, I took Dmitri first got his storyarc started, (hit 15 during it) then went to get Dr Shelly, she says I outlvled her, I then tried to get the 3rd contact (the one in the hut on the dock, cant remember the name) and he gives me the Pyriss arc no problem. So I dont know why Shelly wont talk to me.
Storyarcs are WHY I play. I avoid TF/SFs because its too easy to outlvl content while in them. (I go back and do TFs RSK'd). I avoid teaming up when I know i'll lvl too fast. (love being a brute). Im in love with the fact that nearly EVERY contact in CoV has storyarcs! But its content that I want to experience...and (call me greedy) but I want to experience it all!

You've outleveled even more content then you think you have. First, Dmitri has two story arcs (the vahzilok one, then one with a group of Russian commandos called Spetsnaz). Also, when you complete this second arc you get referred to the Golden Roller contact, who has his own arc(s). Second, Themari also has two story arcs and he only offered you the second. His first leads to the 'Olivia Darque's Ring' souvenir.
I'm obsessively trying to complete every arc as I go and even with nearly a dozen done before I hit level 17 I think I may have missed one or two. Rumor has it Billy Heck has a second story arc, but if he does I've never seen it either in beta or in live. Likewise all I know about Veluda Lenata is having seen her name mentioned on the boards twice now. I've never been referred to her or stumbled across her, and have no idea if she offers a story arc or not.

Ya that's one thing that I didn't even understand fully until I blew through 2 characters on beta. If you keep doing newspaper missions instead of going to new contacts *right away*, you very quickly out level them. In beta I couldn't even figure out why I had like 6 contacts who would never give me a single mission.
Might be cool for the Devs to make it so that you can't get a "new newspaper edition" until you see your contacts? Tons of content being missed out on with no way to tell whats up until it's too late.
My MM is lvl 13 right now and I'm doing the radio arc. The only contacts I've had are the first two in Mercy Island, The Ear, and the Radio. I got refered to Bocor by the Ear but when I got to him I must have outlvled the arc cuz he just refered me straight to the Radio. My question is this: how many arcs did I miss?
At minimum 3 arcs. There is Mr. Bocor he has an arc, Billy Heck has an arc, and um Angeleti? I think he has an arc. It appears the you can't get more than 1 maybe 2 of the arcs before out leveling them. I managed to get Mr. Bocor's and Billy Hecks done but I just finished Billy's at level 11 and now he won't talk to me.
It appears that Mr. Bocor gives you the radio at level 10. I finished his arcs at level 9 and he simply said to come back at level 10. When I remembered to contact him at level 11 he gave me the radio.

I ONLY do newspaper missions when contacts run dry or I need to open new contacts. Once I get all 3 contacts from a broker, Im done with him unless all contacts are done (which hasnt happened yet) Newspaper missions are more a system that is helpful in higher lvls where it takes much longer to lvl.

And if you fail the final mission in Dmitri's first arc (involves catching Facemaker in a timed mission in which she runs at about 1/2 health for the elevator and is an Elite Boss), he refuses to give you the second arc, as well as Golden Roller for a contact.

I'm thinking of deleting my Brute and starting over to try and fix some of these muckups. It doesn't help that I'm not getting any responses on my petitions, been waiting two days now.
As for the level 5-10 contacts, once you hit level 10, go into permadebt, you may be able to finish more stuff that way. Also, when doing newpaper missions, pick the steal stuff ones, or the defeat leader & guards missions. Don't bother with the Kidnappings as those generally have you killing more things to make a safe path for your kidnappee. Just run straight to the final objective, don't spend time killing everything. Same goes for the other missions in arcs and whatnot.
