Outlevelling Story Arcs
Any word on whether this is being worked on? Or whether the previous cop-out fix is final?
I had the samee thing happen when I started Nerva.. One wouldnt talk to me at all...One dropped me after a couple of missions and the other I am scared of losing at any minute. But I'm not yet high enough for them to send me to other people.
I think all the contacts need to be shifted up about 5 levels. Or just make it 1-2 paper missions to unlock.
Something is just wrong when I have outleveled everything in Port Oakes before even unlocking the contacts. Apparently once you "get off track" it will just continue.
This is also effecting my badges. Since I'm missing so much content and not fighting certain groups, I am having to resort to street sweeping Mobs that I am levels above.
If the CoT can be in the game from the begiining to the end there is no reason the other villain, hero groups cant scale either. Yet I have had a couple of contacts that havent dropped me but the spawns are all green or blue on the map.
The devs really need to overhaul the mission system.
In another week, most players will have outleveld everything. 1/2 the People in my SG will be 40 before the weekend is over.

The caps serve no purpose. Its like Jack or somebody got it into their that X villain group should only be fought at X level. Like there are no Lost over level 30 or something.
We should never ever outlevel a contact or content.
It just makes no sense. Not from a playability standpoint or even from a content standpoint.
I shouldnt have to LOWER myself for content. The content needs to RAISE itself to my level. There should be no caps.

Agree completely. I really hate that in order to get the most plot (missions), I basically have to avoid teaming, skip TFs/SFs until I can auto-exemplar (or whatever the villain version is) for them, and in some cases stay in perma-debt, and still I miss things.
Exemplaring down to join someone else for the content is not the same. You don't get the clues, you don't get the full dialogue with the contact, and you don't get the souvineer.
I hate to bring up That Other Game, but it's one thing Blizzard did right - quests I'd outleveled showed up in the list as gray, I didn't get exp for them, in many cases the mobs were trivial, but I could still take them and complete them.
I don't care if I'm level 25 and fighing through a mission filled with level 10 Hellions, I want to do the mission.
I understand the mission level caps were put in to keep people from complaining about missions filled with gray-cons (I think there was a dev post on this waaaay back). You know what? I'd wager there are more people that would rather wade through the gray-cons to get the plot than would complain about it. Especially if on outleveled missions the contact said something like "You'll probably find this pretty trivial, and you likely won't gain much, but if you really want the job just on principle..."
And a lot of us want to take the jobs on principle. Especially themed characters, or obsessive completionists. As for anyone that may be upset by taking an outleveled mission by mistake, it's a heck of a lot easier to solo out an unwanted mission full of gray-cons than an unwanted mission with an AV.

CoV is DRASTICALLY different than COH in this regard. Wanna know why? Because each and every contact in COV has at least 1 story arc that is entirely unique to that contact.
COH contacts are assigned an "origin" and each "origin" has a story arc associated with it. You can get the same story arc from two different contacts in COH, as a matter of fact. They will be on different characters, but they will be the same story arcs. If you read your Souveneirs from lower levels in COH, they reference "your contact" and never name the contact. At higher levels, however, there is only one contact per origin/story arc, and it sometimes will name them (especially the post 40 story arcs). The COV story arcs do name the contact who gives them, though.

This is a valid point, and I think is one of the main reasons COV is so wonderful. I have several COh chars and almost all of them are going through the same story arcs. I KNOW i can get different ones with my COV alts once altitis sets in. This means each time I can experience different stuff each time I play with a different char (to and extent)?! That's awesome!
I hate outleveling contacts too...I NEVER have recieved more than one or two mish from Mr Bocor. However, it's the price I'm willing to pay, for the massive amount of replayablility.

My point was the SHOULDNT be grey cons. The missions should always scale to your level..
For instance you encounter CoT from levels 10ish on up. You fight Mooks at the beginning that are really no different than the Marcone you face later on. The only difference being the bosses might change a little. From my perspective as a player, the level of the mobs is of no consquence. I only pay attention to its color. Yellow, Ornage or Red is all I care about.
I think the devs need to break away from the mind set that this mission is only for Levels X-Z. They should let players expeirence things at their own pace.
I mean in reality all they have to do is even just up the levels for the contacts by 5-10. Most people would finish the arcs by then any way.
I think with the unlockable contacts they especially need to give missions more leeway.
You know what else bugs me.... when you accept a mission and then level before you do it and all the mobs are now lower. Thats the dumbest thing ever. But if missions always sacled to your level it wouldnt happen.

Can anyone verify that if you don't go "Level-Up" at 11 that you indefinetly stay at lvl 10 and complete all PO arcs? e.g. that even if you "ding" 11 that as long as you don't go to the Arbiter and level that you are still considered 10 for contacts?

No... but I can confirm that I stayed at level 9 and have made it through all three story arcs.
Have to agree on this, outleveling contacts gets old in a hurry.
Outleveled 3 in an hour, went to get a new contact got it and what do ya know cant use em.
I agree with another poster on this, we should'nt outlevel contacts, we should be able to choose the contacts we want and group how we want without fear of losing our contacts.
It's a rather amusing set up, they want us to group, and yet they tell us to solo or face losing our contacts. Same goes for making things more challenging in missions, up your difficulty lose your contacts. Make things more interesting or lose your contacts. not sure I like those trade offs lol
Badge missions well thats a different beast all together.
