The direction I went in with that got me thinking...
If the Dev's are bound and determined to keep our base values low, perhaps there's a middle ground that we can be happy with too...

I've resigned myself to the fact that they've made up their minds, and even if they raise the base values, it'll be by small degrees most likely. Here's an alternative in addition to any help on those base values that may work for everyone, Dev's and players alike.

I couldn't agree more.
I stopped playing somewhere around I4 and reupped to try I5. So far, I have liked the changes. I play controllers mainly and I like the flow of the battles much more. I team where I can and solo when I can't find anyone.
All of my controllers feel much more involved in fights and I don't have to spend half a day trying to kill a boss. My Fire Tank seems to have some issues, but nothing that using the respec won't fix.
So overall, I like the changes, and will be back to stay for some time. Great job and keep up the good work.

I have a concern or question about the new patch on the 20th of sept. On my warshade Nebulos form was nerfed due to the phase shift poperties it posses same with peacebringer quantum flight, however peacebringers can use theres pass 60 sec just with a growing end cost. I assume this was becasue it is also a travel power. On my warshade I used nebulos form also as a travel power Super jump but now I can't use it for that and besides strainous tp i do not have a travel power. Due to this extreme change after the launch will there be another free respec for peacebringers and warshades at the least?? or will there be a change to allow nebulos form to stay active just with a greater end cost after 60 seconds instead of just shutting off as it does now?? Please reply back Thank you. Other than this I'm very pleased with all the changes and Croatoa is AWESOME
Can't say I agree with all of the changes in I5 but one good thing is that my Controller is now able to solo his own missions picked up some great Temp powers in Croatoa and going strong.

Now can Dark Defenders get perma pets please, it does not make sense that they don't benefit from this option available to controllers but have been restricted to just one.
You give Defenders a new inherent that's stamina based but expect Dark Defenders to recast the Dark Servant in mid battle.

There are a few issues I'd like to bring up on Issue 5:
1- Invuln, Super Reflexes and Ice tankers got hit way too hard. With Invuln, there's no point in slotting your non smash/lethal resistances, but rather all you do now is abuse your tough hide/invincibility. Ice Tankers are pretty much useless, as are Super Reflex Scrappers. Heaven knows why you nerfed these two sets. Had you have left htem alone (but nerfed all the other defense based stuff/monster accuracy) they would have both become very viable sets. Boost the slow causing effect on ice tankers to be about 50% or more while you're at it then you could call it a day with the sets. But instead you kicked ice tankers in the teeth while they are down, and I doubt anyone will bother playing one for anything besides novelty value. Super Reflexes scrappers get flattened very easily still, and you may as well just make a blapper and buy lots of defense insps for what its worth.
Ironically the Fire Tankers (you know, those burn abusing people you were supposedly nerfing everything for?) got off *very* light compared to invuln, and granite tankers are now the top "taunt bot" tanks in the game.
2- There are a couple of major bugs with the sound looping, and hostage missions causing mega lag. But you are aware of those.
3- Force Fields are somewhat broken now. This is because Sonics can do what Force Field does and do it better:
Sonics can debuff enemy resistances, Force Field doesn't get to debuff anything.
Sonics get resistance buffs which are *FAR* better for taking on +2s and +3s then defense is. This is because of the way resistances and defenses scale to level. You have the math though, not me. Bad guys also will get natural d20s and therefore circumvent the force field. You are basically at the mercy of bad luck, but with resitances do not have this problem.
Sonics also get Clarity, an earth quake power, and a targeted repulsion field power (instead of the self one force fielders get making it better).
Mean while force field powers focus on spacing. While force bolt and repulsion bomb are kind of neat, Repulsion field is a big useless endurance hog, and Force Bubble is useless because every enemy in City of Heroes has either an uzi, a long range blast, or a bow and arrow. Even the Freakshow tanks, who you THINK would be close range only get those god awful team whiping grenades! As soon as you put up a force field, everything will argo on you, and you will die because they all have mega sniper accuracy now. Ironically Force Bubble would be a great power on a tanker, because tankers can handle that argo. Oh wait, a fire tank or earth tank only.
Now don't get me wrong, I would love to have an auto hit magic spacing bubble in Soul Calibur 2, where spacing actually means something... but in a game like City of Heroes where every villain and their momma is a Pathfinder Sniper its worthless.

I would point out that while, with granite, a stone may be the best at handling aggro, at least in small numbers, with the granite on they can taunt only about half as often, they get their attacks only half as often and minus a SO of damage to boot. What this means is that a stone is often waiting for a recharge so he can taunt or attack, moves so slow he can't run over to someone right away. So us being the taunt bot is questionable. I would also point out that using granite solo means that you are getting exp and infl very slow! you are worse off than if you had debt. The other stone armours got the bat like everyone else. What they have done to burn in the latest update is crazy. Is burn even worth having now? I have at least one of every tank primary and they all are in need of buffs now! My inv that was a great team character before though, now is ok solo and a detractor to a team. I haven't played my fire or ice much but Think that ice is now at least as good as inv at low levels, but inv now sucks at low levels. or at least at mid levels mine is a 24. my ice is only a level 8 but seems a little better with chilling embrace up now then it did before [ very little play time mind you ] I have played the fire little mostly cause my friend is playing his character that is level near my stone and I have decided to push to get a level 50. I tend to fight about two levels lower stuff when I hunt while solo now with my nongranite armour and granite is just an emergency button when solo. I try to use the other armour when in a group also but the numbers even when -1's tend to dictate granite as my only option and then holding agrro is a problem with the slow recharge rate with granite. I also have faced psi babbage and psi clockwork king and can say that I have been one-shotted with both. My only hope with either is my earth's embrace but if either psi wails while it is down then I am looking at the floor. My minerals was just not enough, I had to pop greens and purples like m&m's and when they ran out a trip to hospital so I could buy more on the way back! Did that twice with babbage. Just so you know it is not all good in the stone tanker world. Maybe it is different for the 50's but I can say that I5 made the mid levels heck for my invuln tanker.

I5 has caused some friends of mine to stop playing, and diminished some of the fun factor I had with my characters.
The latest patch to live made yet another friend decide that CoH isn't for them (Q fly changes after using the I5 freespec). Absolutely horrible. For shame.
My enjoyment came from playing with friends gained while being part of CoH. I'm just sick to my stomach at times when I log on to play, thinking of the grief caused to others.
I have to agree my fun is diminished as well. I know tonight is an off night and it is late but when there is only ONE person with the looking for mish icon then something is terribly wrong.
All I can say is the tweaks didn't help MY fun level. I liked Burn as it was in i4 because after playing 2 defenders to 50 it was a nice change of pace. What I look forward too, which is still the same in i5, is getting my next power and my tank used to level fairly quick. Everyone says you are just too lazy to use strategy. What strategy? Now I just click 3 buttons over and over in the same pattern(Fault, Burn, Tremor) and run away a few times(just like I did in i4) because damage is too much to heal/regen or I can't down the mob quick enough.
Croatoa is ok. New mishes are ok(I like the wave attacks). New powers are ok. Never cared for PvP in i4and still don't in i5. Suppression made me leave for a while and I still hate it. When new content is just ok and you nerf everything else then I tend have a more negative view of the game.
Can we have some new mechanics for gameplay like getting to a weapon in a mish to fight off a MASSIVE wave of foes or can we use terrain to our advantage in a fight like using our powers to block a passage so we cut off some minions from the boss or can we do a mish to get a power that is truly crucial to completing the next mission in an arc....? Something besides the constant nerfing. And could we actually get some missions where defenders can actually defend for xp? For pete's sake, any mission that has an object to protect, let the defender heal, bubble or buff it(haven't played my defenders for a while so don't really know if this has changed...doubt it tho as damage is king). There are so many powers in this game yet it all comes down to dealing damage......borrrinnnggg.
These constant tweaks add nothing for me. My account is running out in a few days. I think I will let CoH sit for a couple months like I did before. At least when I come back something as simple as flying around is fun for a while.
I am simply stunned. I have taken a great deal of time and played with each of my toons which are one of each AT and different variations of them.
On Triumph I have 8 toons.
Confidence - Level 50 Empath/Elec Defender - This toon has no problems other than no resistance to mez and low HP. This toon has never had any problems other than that. And, I suppose, nothing will ever be done to keep this toon from sleeping and being held and/or immobilized.
Perfidy Level 50 Fire/Stone tank - After six slotting health, and then six slotting BA, my secondary set now makes up for the problems enacted by burn and Issue 5. I took the 5 slots from burn and put a couple in my toggled power pools for end reduction and the rest in my secondaries. For Dreck's, running 6 on Rugged, since soft aggro is all that's needed for herding, I had no problems burning 51 level 51 freaks. I did have to be a bit more free with the inspirations, especially with the CAB's. Still soloing missions on invincible, except for the missions in the FBZ which about owned me, and I ran out and reduced to heroic.
I haven't teamed with this toon yet, unless you count Drecks as teaming. I never teamed with him before except PSI based Av's. No reason to start now.
Ukase Rex level 50 Energy/Energy blaster - Got some debt in a hammi raid, ran a couple of missions to get rid of it. The higher HP was indeed a help, without, would have had more debt, possibly. Defiance- well, I'd say that there's a reason that bar looks like debt in the xp bar. Not useless, but pointless.
Treachery Level 50 Katana/Invuln Scrapper - In a way, kind of relieved that the numbers for resist energies and resist elements are the way they are, as I can now fully slot my attacks. I don't see any difference in any thing other than being an endurance drain on the empath. Even though my attacks have more damage slots, I see no increase in damage. Maybe I'm not remembering accurately.
Cantankerous Level 50 Fire/Fire - Seems to be something weird about my greater fire sword, not crazy about this change, don't recall reading about it. Other than that and Burn, it seems to be the same. 6 slotted health seems to make up for the resistance reduction a little bit. Teaming was ok with ranged attackers, provided they were at a good distance away. However, when the debuffers move in, if I used burn, they got hurt, despite taunting. But, only had to make that mistake once. (reflex) Now I use burn for a break from the aggro. I collect the aggro and alpha strikes, get healed, then if it's too much, I burn. They go away, get distracted by ranged attacks and then if not attacked, they come back when burn stops. I don;t appreciate the increase in end use nor the decrease in damage resistance. This toon used to be fun, but I have to pay too much attention to my end and the endurance of the healer.
Tat Level 40 Invuln/Stone - after respec, could still handle the aggro for 4 on invince, with sparing heals from a healer. THe buffs, I'm sure heped a good bit. Did not test against anything other than smashing/lethal and outside of AV's will do what I can to face no other type foe than S/L
Charm Level29 Earth/Rad Controller - No chage really. Squishy before, squishy now .Took forever to do a mission solo, still does. Who cares about double damage when held? I'm supposed to use brawl at level 29?
Galactic Kegger Level 27 Warshade (triform) - I see no difference in anything. The dwarf form was still able to handle +3 aggro from 5 or 6 baddies. Took forever to kill them,(stayed in dwarf) but that was nothing new.
On Infinity I have 8 more toons varying in level from 5 to 22. They were all level 1, except for 1( a level 10 fire tank) when issue 5 started.
I used to roll one toon out, then finish it till 50. The warshade on triumph, I could never figure out what the best way to play that was, so he got shelved, and the controller, well, few like to team with controllers because their powers tend to go against the grain when teaming.
On Infinity, the teams I get on are just frustrating. Controllers are all on unyielding while my tank has problems doing heroic missions.
I think the balance is not quite level yet, and the damage resistance inspirations are too low to really notice.
New content - no contact of mine has sent any of my toons to croatoa. So, why go? I haven't gone, and won't go until a contact sends me there.
Raves - Haven't seen one, no contact has suggested I see one, and I'm not going to just stand around and wait for one.
Same with fires.
Witches hat? none of my toons would wear one even if I knew how to get one. I sure hope you made that stupid thing optional to wear, should I somehow stumble into one.
New players - can you not produce a manual so that level 4 toons are not trying to invite a level 22 toon to their team for a sewer run?
Why is that such a daunting task for you folks? Oh, wait, I know - the rules change every issue.
When is the next issue? Going to produce a Lawyer AV? When you get defeated, he takes 1/3 of your influence.
All jokes aside, Issue 5 is not a finished issue. At least you admit it's not finished. However, you are going to have to let me know when issue 6 is up, because I'm not going to play anymore. I gave it a chance, and find it lacking.

I play a lvl 34 invul/ss tanker. Imight be up to 50 if i hadnt started badge collection a couple weks ago.Now before I5 Hit I mostly did solo missions after I made my way out of the hollows.
I still teamed sometime and did what I was suppose to do and built myself to do it. Which was protect the weaker members of my team. I never herded a mission or "leeched xp". I worked my tanker butt off making sure my teammates lived through each battle we faced.
NOW after i5 I find myself staying away from teaming even more. I can only take so many people asking why I keep dying while I try and control their 4+ lvl mobs while they sit there with their thumbs up their butt. Attack just when they "feel like it" or have an op for some aoe damage.
Now If i join a team it's with my friends. People that understand Im still trying to work the kinks out of my damaged armor. if they have it set on anything other than heroic I ask them to tone it down for me. They understand. I dont have to listen to " but uz a tank3r!" or (Why IZ u DY1n S0 much?!)
In other words. I'm not upset we got some nerfs. What I am upset about is I spent over 300 gaming hours getting my tanker to do his job and now after i5 I feel worthless. Instead of i5 making me want to team more I want to team LESS. I'm not working on any debt badges yet and teaming now will most likly get me all of them before I hit 50.
So until I figure out what to do with My tank (which was my main) I have made a blaster for myself and play with him mostly now. he's only lvl 9. But if things keep going like they are. I forsee him hitting 50 before my tanker.

But still, its better then being an invuln or an ice tanker where you run in, try to hold 5 +1 guys attention and get floored in 10 seconds. You get smushed like a bug with that craptacular 40% energy/negative/fire/ice resistance while running an invuln tanker, and your only hope is to abuse invincibility for what its worth and pray you have *awesome* back up.
Look at the bright side though: at least Granite Armor can still hit the resistance caps. Be thankful Statesman and Geko didn't "adjust" it so it only has 60% resistances six slotted with +3 SOs.
I'm getting the impression that *all* the tankers took it in the rear this Issue in some way or another regarding nerfs though. I am honestly thankful I do not have a 30 something invuln tanker right about now, or I'd be deleting it. But I am sure somehow we will get used to playing invuln tankers like they were pre nerf scrappers that hog a lot more endurance and do less damage... after all, anyone who hasn't canceled subscription yet seems capable enough of adapting to change...
... that is until the next amazing Issue of Nerfs!

Hey NC do you miss Faction as much as I Do? He was funny as all hell and made playing more fun. He left after I5 because the game was no longer fun to play. Beyond that even teaming isnt as much fun anymore! Its weird but i team now just as much as i used to and its not as much fun. Playing without a tank all the time sucks. (I would like to say my healers are getting more play but with all the blasters wanting defiance to work healing can be annoying sometimes! Damn Nrg/Nrg Doorslamming Blasters!) Its pretty sad that a controller needs to go in now to take aggro in some mishs.
Not to worry though NC I solved that Peacebringer problem! I deleted a level 50 yesterday. She was my second 50 and mostly played the crap out of her....but with all the changes no one wants a crystal cyst in thier mishs so no one teamed with her anyway.....and since she didnt do enough damage or had no status protection and had all her resistances nerfed.... to bad my Peacebringer didnt have a power to get you out of trouble, like if it made you intangible for when you are in trouble.....OH WAIT, NEVERMIND.
I am actually guilty of not playing as much anymore myself. See I enjoy arena most of the time and my close freinds dont, since arena is so dead on Champion it forces me to play on test to get matches. So my freinds who dont like pvp dont play with me as much. Im not logged into live as much anymore and when i am im finding myself Exemping down my support toons to help my freinds get through thier mishs. Which is great for Cryptic cause I dont actually put any XP on my own toons which means i play the game longer! All about the green-backs baby!
I5 is not good for the game. Anyone who says so needs a slap in the face from thier mother!

Some of the things you have done in I5 have been good. I like Croatoa and the added badges. But honestly I'd be happy to chuck all that out to get I4 back...Most of your "balance" changes are poorly disguised attempts to derail powerleveling and to make things "fair" in PvP (a mainly useless aspect of this game.) You have especially molested the tanker set. My Fire/Fire tanker is now a burnless fire scrapper then anything now, for example. I feel especially sorry for those poor Fire/Ice tankers and Invuln/anything tankers. In many respects I think you let us down in I5.
However, I am still enjoying the game enough to keep playing, for now. But I am playing less and I am not having as much fun as before. Looking into the future and seeing myself not playing any longer is a much more plausible reality then it was when I first got this game, which I loved whole-heartedly. Especially since so many people I played with before are leaving the game due to all the changes. This includes Liberty Sentry on Justice. Leader of one of my SG's "The Defenders of The Constitution". He's been around since beta and has been a staunch supporter of your game and policies....until I5. He was a great guy and I am going to miss his prescence in CoH. I'm not going to forgive you for causing him to leave either. That is just one example however, I could also list a good seven or eight more of my on line friends that left due to your ham-handed modifications of powers in I5. So while I am still here I am not the happiest of campers and am ambiguous about my further involvement in CoH and to an extent all NCsoft games...
So in summation thanks for the new content...Other then that...Thanks for nothing.

I wouldn't feel too sorry for my Fire/Ice tankers. They were built for team-oriented "true" tanking and control and, quite frankly, they are no less powerful now than they used to be. The only ones you should feel sorry for are those Fire/Ice tankers who were built specifically for Patch-n-Burn powerlevelling techniques.

I've been playing I5 with a combination of several new(ish) toons and have played at least a handful of missions with all of my retired level 50's. I'm very, very happy with I5 overall. I disdain PvP for reasons other than game mechanics, so I can't and won't comment on the changes there. However, within the PvE environment, you're balancing vision appears to be _finally_ coming into play. I still see a few builds out there that will likely require some additional "refinements," both up and down, but overall, I'm quite thankful that you took the time to apply all of your changes at once. It was really appreciated by me at least.
Having said that, I'm eager to see where your investigations of Defense-based playsets leads the game. I will acknowledge that my /SR scrapper finds the game more challenging than it was before, much more so than any of my other scrapper builds. That's not a bothersome point for me per se, but a smidge more benefit from my defenses would be appreciated. I will say that for the first time in the history of the game, I find myself popping every single inspiration I get now, which actually adds to the "seat of my pants" type of feel when I'm playing. Thanks for the added challenge...it's made the game "new" and "fresh" for me.

So what this shows is that Jack is telling you one thing but the patch notes plainly and clearly contradict his PM to you. Something smells fishy and casts doubts towards any other claims Statesman or any of the other developers may make. It makes me feel that all the devs are doing is trying to spin doctor the poor "balance" choices they have made and could care less about what their player base thinks. To me it really makes them, especially Statesman, look bad.
Sir_Payens...If you like I5 so much, good for you. I mean that and I am not being sarcastic. Fun is a subjective thing and I am having less of it since issue five came out. I still find enjoyment, but part of this game, for me, was feeling super. The ability of my tank to wade into a huge group of Freaks or Nems and take everything they could dish out. My controllers ability to lock down entire rooms and have multiple pets following around...Those were FUN for me. I liked kicking butt and taking names. Not having to worry about every little move I made to prevent a face plant was fine with me. It felt Super Heroic. If I wanted to more of a challenge the game mechanics were already in play...I could have made a melee dependent blaster for example if I wanted more challenges...Oh wait I did do that and I do enjoy playing him when I feel up to more of a challenge...See the thing is...My toon's effectiveness should NOT effect your gameplay. Me having a toon more able to kill, tank, control, etc. then your toon shouldn't matter, ESPECIALLY in the PvE setting. The versatility in the AT's, power choices, slotting choices, the difficulty slider and mission choices could ALL effect the challenge of the game. Arbitrarily forcing people to play gimped AT's across the board was not the answer for fun play through a challenging atmosphere. The mechanics for that were already in place for those who chose to do so.

I think States should take a good look at the way Positron posts. Posi posts clearly, to the point and above all honestly. He posts numbers (if needed), reasons and the way he feels about it. You'll notice most replies in that thread are actually positive while most replies in this thread are negative.
I'm sure we all saw Posi's recent posts on Phase Shift; if all responses in the dev response threads were like that the boards would be a lot less hostile towards the devs in general and Statesman in particular.

Funny thing is that PVP isnt fair! If you pvp you know what i mean. All there are for the most part are ice/energy blasters (*/nrg blasters actually. Funny side note, they added all the toggle droppers to help blasters vs tanks and all thier toggles, not an issue now is it?), Hovering spines scrappers who 6 slot all thier ranged attacks to be blasters, and controllers. PVP was more fair in I4! at least then tanks had a place. They lower everyones defense and damage resistance but they didnt address how overpowered radiation is. What is the use of having a 200% defense debuff in PVE? Funnier then that is storm! I mean really when you think about it with the lowered To Hit Buffs in pve it raises the question to me why arestorm debuffs so powerful when in reallity there is no need for them to be? Other then giving an unbealivable advantage to those who use it in arena, enhancable debuffs need to be addressed quickly. After all if I love playing a sonics defender or controller then i cannot enhance the dam resistance debuff can I?
I agree with everything you posted my friend and as an arena regular im going on the record as saying the following:
PVP is ruining PVE.
PVP is not balanced and thier attempts to do so have done more harm then good. It has spawned cookie cutter builds and allowed a few to rain supreme while the rest of us get frustrated pvping toons we love but are not the "chosen few" sets that the devs seem to keep on top. And of course i respedted my favourite toon after playing her on test for weeks and taking Statesmans advice and played her for a couple weeks before respecing......i respeced out of a power they addresses in the latest patch and when i sent in an email to support asking for my respec back they told me to go post in the forums. WOW THAT IS AWSOME CUSTOMER SERVICE!
I5 is a disaster and when you read through the posts you see one praise for it for every 20 complaints.

A BETA TEST OF A GAME WE ARE ALL HOPING FOR BUT WILL NEVER BE. THE DEVELOPERS HAVE MADE SO MANY MISTAKES THAT WE MAY BE AT THE POINT WHERE THEY CANT FIX ANYTHING ANYMORE.
And since they wont give you respecs to fix THIER mistakes even though you heed all thier warnings and read the forums and take thier advice......
I feel the same way....paying $15 a month to be a beta tester is crap!
They can say whatever they want but in the end it is the Dev's actions that we will judge them by!

I wouldn't feel too sorry for my Fire/Ice tankers. They were built for team-oriented "true" tanking and control and, quite frankly, they are no less powerful now than they used to be. The only ones you should feel sorry for are those Fire/Ice tankers who were built specifically for Patch-n-Burn powerlevelling techniques.

My fire/ice tank is my main. I first started him after I did the Synapse TF with a fire/ tank and saw Burn for the first time. Then a couple days later I saw a inv/ice and saw the potential for the combination of the two powers. I didn't make him for power leveling or herding but because I thought it would be fun. Then I started noticing that I wasn't the only one who thought of the combo. I built him in higher levels with only damage being in Burn and with hold and ACC SO's in other skills for AV holding. Now this build is useless and about only thing I can do it help to hold AV but can not contribute to team really. Fire/Ice went from an AOE king to a mere shadow of its former self.
I have not played my fire/ice tank since shortly after I5 patch notes were released because I am hoping that Jack will actually pay attention to his costumers instead of turning a blind eye to anyone that does not approve of the changes. His philosophy of ignore them until they shutup and go away just giving in is quite frankly [censored] insulting.
Jack get your head out of COV and pay attention to your paying costumers who have some issues they believe need addressed. You know the ones who are paying you their $15 a month for you to ignore them.
A success? No way. I really have issue with that comment. I also have issue with the fact that you folks took the cowardly way out on the latest nerfs. You didn't even ANNOUNCE the power changes to things like Greater Fire Sword, for which you change the animation and the EFFECT, making it harder to hit stacks. And of course, the one that makes Invincible setting worthless. Level 52 villians are now the MAX we can get??!! It's bad enough it was done, but why UNANNOUNCED??? Why the stealthy way of going about it? It feels dishonest when you guys do stuff like that.
