Let me ask, what is balanced about them?
That 3 of the primaries (Rad, Dark and Kin) can be built to solo AVs while 2 (Emp, FF) have no chance in hell?
That individual powers (RI, Darkest Night) are as effective if not better than entire primaries (FF)?
That (apparently) many defenders do not feel needed in higher levels (presumably due to Controllers being just as good/better)?
So how are they balanced?

As it's got new powers in, they've probably tested the heck out of it on their own servers already, so it shouldn't be on Test for long. I doubt there's much left to do...
Hey about Scrappers and Tankers not getting power sets...
i've asked states wether they were going to hold off on putting out power sets so people don't cry about there AT not getting power sests and he just said...no....they put out power sets when they finish them.
Tanks and Scraps arn't getting left out becouse they arn't happy with blance
they started work on these powers back at the start of the game! they didin't know that Defenders whould be the most blanenced when they finished
states just thought that they needed Bows/sonics first and it fit controlers/blasters/defenders the best.

If you like your AT/Powerset so much, consider making it again on another server,
or possibly even the same one.
Noted forum poster tpull, who writes a good "hero diary" on these forums, had
reached level 49 with his first hero, Martial Master, a MA/SR Scrapper. He chose
to "not let retirement hit quite so soon" and made Martial Master II, now up to
level 15 or so.
If you go with the "parallel worlds" concept, you could recreate your main on another
server, pausing your "real main" at L25, and enjoy the alternate-universe
version of your main, who would team with new and different heroes, and strange
powers you don't see often on your other server. You might even try building
the alternate version subtly differently in terms of power choices and slotting.
Me, I'm looking at my heroes near the start of that range (25 and 26) and
wondering which one to take over to Croatoa. My 32 Blaster is my Striga character,
and may or may not do Croatoa. (Thematically, as an Android, the hypothetical
writer of his comic book wouldn't have him face off against magic-based villains
for an extended time period.)
Hm. Could do both. Have my Scrapper take the missions, since she could solo at
some non-glacial pace if needed, while my Defender simply joins teams doing
Croatoa missions. (As my second Natural hero, I don't have a need to have her
run Natural contacts for anything other than SO-access.)

It's not diversity - the devs don't want to give scrappers attacks with a BI of 9-12.

Please do. Because as far as I am concerend it is !@#$%^& stupid.
No incentive to play a defender anymore unless you want to play Dark/, /dark, /psionic. At 80% funtionality between the two there is no point. Heck just hit 41 and you get ranged damage then also.

Sonic debuff and trick (which I interpret to be "debuff" and "mezzing") arrows are shared between defenders and controllers. Trick arrows make sense to be shared between them, because trick arrows probably range across debuffs (the purview of defenders) and mez (the purview of controllers).
However, archery and sonic blast was added to blasters and defenders only; controllers did not get these sets.
I suppose a good reason for being a defender is at least stylistic: you can be a sonic debuff/sonic blast defender, assuming sonic debuff is a defender primary and sonic blast a defender secondary. Ditto trick arrow/archery defender.
In fact, far from being out in the cold, defenders are the only AT that apparently are getting both new primaries and new secondaries, if I'm reading this right: blasters are getting two new primaries, controllers two new secondaries, and defenders two each. Yes, they overlap blasters and controllers, but only defenders can actually leave the gate in I5 with two completely new sets. There has to be some fun points for that.

Although, replacing stun with energy transfer seems perfectly reasonable for */energy blasters. After all, energy transfer is the ultimate expression of blaster melee: score the hardest hit you can, but its gonna cost ya.
Edit: would I use energy transfer as a blaster if I knew it would do 140 self damage? Well, compared to what the boss will do if I let him live another five seconds? You bet.

I think the balanced part of defenders is suppose to be the extra 9000 hours it takes for a defender to accomplise even the simplest missions and the wonderful impression of statues and/or corpses they do in the arena. Once all the other AT reach that level of perfection I am sure CoH will be perfect (ly uninteresting).
Also I think people are just looking at this wrong, it's not defender primaries that get getting shared with controllers, but instead controller secondaries and blaster primaries that are getting shared with their sidekicks the defenders. Defender's should graciously except the gifts of the real heros in the game, cause then maybe someday they will grow up and be real heros to.
Seriously ever notice how much better a blaster or controller is when they have a pet defender to cheer them on from the background. I just really hope that at some point defenders become Willows and not Xanders.

What a bunch of malarky.
Look. It's simple.
Force Fields - go on the user or a target. Protect that target from everything that can't exceed the defense.
RI and Darkest Night - go on an enemy. Protect everyone from that enemy so long as the debuff is sufficent to ruin his base toHit.
The idea that these two powers are in imbalance is ludicrous. They do two totally different things. DN/RI protect the team from one foe and those foes who happen to be near them. FF bubbles protect one person from any foe no matter where that foe is in relation to anyone else.
The ONLY WAY to get the parity you seem to want is to give every Defender a targetted foe debuff and to also to give every defender a targetted friend +ACC power.
Yeah, you want to beat on an AV? Go get a Rad or Dark Defender. You want to take on 8-man Freak missions? CoT? Crey? Go get a bubble defender and let everyone have their own god mode.
Every powerset does not need to be as good as every other powerset at every possible task in order to be "balanced". Learning and accepting this will do wonders for your blood pressure.

No, it's not like that. There are two arrow based sets, Archery and Trick Arrow.
Blasters get Archery only (ranged dmg).
Controllers get Trick Arrow only (buff/debuff).
Defenders get Archery and Trick Arrow.

Blaster changes are in I5. I PM'd Statesman specifically about that two days ago.
BTW, new issues always come with power and ATs changes.

Wow, a lot of mixed emotions on this thread!
I for one am giddy with excitement over all the new content! I'm somewhat inexperienced in the MMO world, this being the only one, but from what I hear we're pretty spoiled when it comes to updates and dev interaction!
For all those who are chaffing over "shared power sets" and the like, if you don't like it, don't use them! It's that simple!
I have a feeling the 35+ content will probably be coming with CoV considering The Hollows addressed 6-20 in I2, Striga for 20-29 in I3, I4 was used to try and scratch the PVP itch everyone had (and subsequently complained about), and now I5 brings Croatoa 25-35.
Of course you just can't please everyone. If the devs were to write a whole new game with all new content you'd still have people who would find something to complain about. Oh wait....

Oh man, this is looking pretty cool... The giants are looking very nice indeed! (And it would be nice if there was a badge attached to them to encourage people to kill them unlike some of the Giant monsters we currently have, if they are indeed giant monsters).
Everything else we pretty much knew about! I'm looking forward to seeing what little extras they slip in.

Like I said, States was sorta Cryptic about it, but he said it had to do with Blaster Secondaries.
I wonder if all this Celtic stuff means the boys will get kilts...
