I don't want to argue with someone who actually knows what they're talking about. 
But if you go to the website Shockz0rz linked to, "TS" is indeed pronounced with a "J" sound like "Jot" in the Hmong language. And "ee" and "oo" are always followed by a "ng" sound. (Okay, I was off with "dong" and "Djong" but I was close). And the meaning as "to break or smash" sounds suitably violent for a group of gangsters.
However, what I've just described only matters if the Tsoo introduced themselves with a card that spelled out "Hi, we're the Tsoo)" in which case it'd be correct to pronounce it "Jong"
It's logical to assume that didn't happen but they SAID, "Hi, we're the (wound sounding like the start of Tsunami" and we spelled it phonetically as Tsoo. However, that's NOT how the English sounding "Tsoo" would be SPELLED in Hmong. Since the site says " txh: pronounced like the 'ts' in cats" and "u is prounced somewhat similar to the 'o' in do or the 'ou' in through". So the group we call Tsoo would actually be spelled "Txhu" in Hmong and in English we spell how it's phonetically pronounced.

Tub in Hmong means "Son" (and is used in phrases to describe different groups of people like messenger and soldier) and "Ci" means bright or to shine. So his name might mean something like "The Bright Son".
I've been saying it as Zao. And that's all I got to say about it.

the hmong are an ethnic group from southeast asia. mainly in the laos/vietnam area. they were very rural and kept to themselves in the hills. during the vietnam war, they were enlisted by the cia to fight on the us side against the communists. they fought bravely against the communists and thousands of us servicemen owe their lives to the sacrifices of the hmong.
when the us pulled out, they were pretty much abandoned by the us government. the victorious communist regimes decided to get back at the hmong for helping the americans and destroyed where they lived and chased them through the jungles. many ended up living in refugee camps in thailand. the lucky ones were able to get to the us.
church groups were responsible for helping many hmong escape to the us after the war and they settled mainly in minnesota and central california. because of the huge culture shock of going from primative rural life to life in the us, there have been issues with hmong adapting to life here.

Back when my main was in his early twenties, I had a few different names/pronunciations for the Tsoo sorcerors, but none are printable here. 
actually, the Tsoo are definately Hmong in origin. One of the pedestrian comments in Talos is "Those Tsoo make the rest of the Hmong community look bad."
I spose you could argue that pedestrian doesn't know what they are talking about, but once you start ignoring the in game info sources, then you leap off into the wonderful realm of unsupported hear-say.

If you want to get technical, start with a un unvoiced alveolar plosive "t", which releases to the unvoiced alveolar fricative "s", which then changes tp the high back voiced "u".

I always thought it was "vaz" to rhyme with "has."
I almost used "cars" myself then I remembered that all my friends from the U.S. northeast pronounce it "cahs" to rhyme with "has" instead of "cars" to rhyme with "Mars." 
I went with "Oz" instead since I think everyone pronounces that the same.

This is one of the most interesting threads I've read in a while on these boards. (Maybe to bring it back in line, someone should find out how to say 'regeneration' in Hmong.) I too thought the Hmong were made up until I stumbled across the word on some internet site about two months ago. It's funny how much real world history keeps making it into the game, especially with Gilgamesh's newspaper articles. I expected Paragon to exist in a bubble, but it's slowly becoming more and more real.
And now that we know that the Tsoo are from a distinct asian ethnic group with a long history, unique language, and interesting culture, is it still okay to hate those rotten %$#&s when they throw down four sets of caltrops and set up a three-sorceror Hurricane-abetted healing convention? I say yes.

The Hmong descriptions makes more sense than the one I was talking about, especially with the direct reference to the Hmong from the pedestrian, and the name Tub Ci making sense in the Hmong language. I have a recollection of seeing that ingame before. I wonder which map? Talos perhaps?

The T in Tsoo IS pronounced. It's just a VERY light sound. It's almost more of what you might describe as a hard s sound.
