Issue 3 the smallest/lamest of them all?

Well, it depends on the specific rhetoric involved.
The complaints against Issues (and the counter-arguments offered) vary in scope and logic, as predictable as some of those patterns are.
Over the course of the game's update cycle, we've rehashed some of those patterns so well, that there's bound to be overlap. The OP's complaint about I3 is made that much more ironic, partly because he's working from a sampling of precisely three issues to compare -- and moreover, that we know in hindsight that some of the most popular zones in the game were introduced in I3 (Striga and the Hollows).
Ultimately, what gets really draining on these forums is seeing the same insubstantive arguments -- conspiracy theory and the DOOOM! argument, among others.
The problem being that there aren't really any more pertinent points to be discussed (if there were any at all) on those themes; if you really believe the Devs are so malicious to be designing their game explicitly to annoy players, then you're not likely to be convinced otherwise. Odds are, it's a visceral, emotion-driven reaction that's not likely to be reasoned with.
Now, that isn't to say that we can still have pertinent conversations about the specific merits or problems with a given Issue. Amidst all the doom-crying, there was still substantive debate about ED, for instance. However, moving that discussion beyond the realm of discourse into soapboxing doesn't do anything to move that dialogue forward; it enters the realm of venting, just to vent, contributing nothing. The problem is that as important as venting can be, it confounds and obscures the rational discussion, which gets lost amidst the usual whining and politic.

I'll post an addon and say: Hollows.......most popular? The hell?????
If it is possible to completely ignore the obvious trolling and illogical people, there are a lot of merits to some complaints from the past. But they are usually still met with the same hackneyed/rehashed responses that don't have a lot of bearing, or a lot of meaning depending on the person.
I wish the silly complaints (then again, that's going to be different for different people) could easily match up with the silly rebuttals, while the serious/true/meaningful concerns and complaints are matched up with the equally serious/true/meaningful rebuttals.
Is that too much to ask for?????????

You know, that's why I've always had mixed feelings about people pulling monsters to the PI docks or Portal Corps.

Wow. Considering I3 has been the best issue yet, IMO...

No, really, we get it. We just don't remember when they promised us something to do when we maxed out our characters. Some people think the "I'm 50 and bored" complainers are whining because there is no broken contract between you and the company. They have not promised any new content once you've maxed out your character. Statesman has stated that level 50 is the cap for the time being - no plans to raise it.
I'm sure they will continue to gradually add stuff to the ENDGAME (that word has 'end' in it - could it mean something?), but nothing radical until CoV comes out this time next year.
"NEXT YEAR?!?"

The City of Heroes Community is a special one and I will always look fondly on my times arguing, discussing and playing with you all. Thanks and thanks to the developers for a special experience.

This is like having Ra's Al Ghul show up at your birthday party.
What I find most annoying is calling it by Issue X.
I mean, let's get serious. How can it be the entire issue good/bad when there is so much in most of them.
"Issue X is the worst because of (fill in one thing)."
I'm sure some pro/am psychologists/psychiatrists can explain it...
