  1. Minus a few nitpicky details that would have to be hashed out, this is a pretty cool idea, which pretty much guarantees it will never make it in.
  2. Lili built a Dom that was still perma when exemplared to level 20 (for the Cap SF pre-I16) but as far as building one as you're leveling, it can be done by 30 provided you have the right powers (but as Frosticus said, getting the recipes will either be expensive or time-consuming so by the time the bids actually come in you'd probably be 50 already anyways).

    And as for actually contributing something ON TOPIC, Granite and Rooted ensure I will never play Stone Armor. Oh sure, it can be played without Granite, and you can make it look kinda cool with power customization, but Rooted is soooooo slooooooow. And you can't jump.

    Ice Shields too. I despise the look, even if they're customized to be as unobtrusive as possible. If we had the option to decline buffs, the Cold shields are the only ones I would decline. I actually find them distracting.
    I don't generally give two ***** about how powers look and rarely complain about animations looking bad (the exceptions are the Frozen Fists/Barrage animation and the Bitter Freeze Ray/Energy Transfer animation), but powers which cause negative effects for my character are what kills powersets for me. Really the only example I've got for that is Stone Armor, simply because I generally like to stay mobile and jump a lot, and two of the powers in that set remove my ability to do that. I don't particularly care that Granite turns me into a chunk of rock, but I do care that I can barely move around or jump while I'm using it.
  5. If all you're looking to do is get the patron powers (i.e. finish the first arc), Mako's is certainly the easiest. Let the first mission time out (75 minutes), complete two relatively painless defeat-alls, drop the bomb mission, and then kill the EB in the final one. Takes maybe 45 minutes to an hour.
  6. It works regardless, it'll show up in the recharge time section of your combat attributes.

    Charging people for a buff which you shouldn't have to be reminded about in the first place is a great way to make new friends and get on peoples' good side, I tell ya. The simplest solution to the "SB PLZ" problem is to actually *gasp* keep SB on people. If you aren't willing to take the time to pass out one of the best buffs in the game, you're probably playing the wrong powerset.
  8. They can all miss, but since they're pets their hit rolls won't show up in your combat logs.

    On the contrary, many good post-I13 PvP builds are subpar in PvE because they're so single-target focused. Many pre-I13 builds would have at least some AoE but when the damage on AoE attacks got hosed, those went out the window. Trying to PvE on my Psi/EM is an exercise in frustration.
  10. The pool version of Melt Armor, regardless of which AT gets it (Tankers, Scrappers, Blasters) is really really bad and you're better off taking a better power. It's got crappy debuff modifiers and takes forever to recharge.
  11. OG is probably the better choice of those two because all you really need to do is slap an acc IO in and call it a day, as opposed to Night Fall, which needs several slots to work well.
  12. I don't think I've used email to send myself anything since a few days after I17 launched (I just wanted to transfer some inf and enhancements around, and that was that). Even when I do I usually claim it soon so it's not a big deal for me. I can certainly sympathize with those who have lost stuff, though.

  14. 41 will stop everything short of Force Bolt (unless they do something silly like slot 6 KB IOs in Power Push), and 45 or so will stop Force Bolt.

    50% defense will get DRd into the lower 30s which I guess isn't terrible, but you don't have elusivity or def debuff resistance to go with it. If it's a mostly-zone build, and you can hit that amount of defense without sacrificing too much else from the build (which I doubt you'd be able to do without getting really expensive), it might be something worth trying to do.
  16. The annoying part of that damage is that it breaks Hide on Stalkers (not other forms of stealth, which is odd).

  18. The slider bar shows you what percentage of "standard" XP your custom critter will give at the level you have the slider set to. A character that is worth 100% XP at level 25 might not be worth the same amount at level 50, so it's a good idea to check what sort of XP your characters will be giving in a wide range of levels (for example, in an arc geared toward level 50s you'll want to make sure your characters give as close to 100% as possible, while still not making them too hard).

    You would probably change your mind if you went into RV (or Siren's some times during the day) on Freedom. I can run around Virtue RV in plain sight and rarely get attacked despite the fact that I'm standing right next to a few members of the opposite faction (and if I attack them, they stand there and die and then complain that I'm PvPing them in a PvP zone).

    Sure, there are people in the PvP zones on Virtue, but when a team of two Stalkers, neither of which are built particularly well, and are more or less the only active villains in the zone, racks up 150 rep in two hours in a zone where almost all their targets are Tankers and Scrappers...

    Nah, only [The Fool] has any debuff at all associated with it, and even then it's a -3% tohit debuff, which pales compared to even the weakest NPC tohit debuffs and is entirely negligible when thrown into the equation with accuracy slotting and tohit/accuracy buffs. Until I start fighting characters several levels above me, I don't see a decrease in my hit rolls. Even if you do pretend the tohit debuff is significant, the damage and recharge bonuses granted by the power more than even it out in the long run.

    Believe it or not I saw a few posters complaining about the fortune buffs on religious grounds, so $deity only knows why the prompt was added back in.
  23. There are (and psi resist bonuses too) but in most cases it's not worth building around because you generally have to sacrifice some other build aspect to get there.
