The only things I know about those two powers are that Oppresive Gloom is a Damage Aura, so you'll have to be in melee range to get any benefit from it, and Night Fall is a Cone, so you'll have to line foes up just right to get more than one.

I'd ask in the Masterminds section of the forums. The experts there will give you excellent answers.

No it's not. It's a Stun aura, with a self damage component. But you're still right about having to be in melee range.

How many slots are you going to have available for it? I mean, if you want to 6-slot your level 47 pick, that leaves only the base slot +1 for the level 49 power, or if you are going to put in all the 50 slots in it, you'd have 4 total. What you can do with a power at 2 slots and 4 slots are very different.

Like RS said, I'm usually needing the slots for better powers I picked up earlier. Four slotting doesn't do much on a good power, and if it does, and it's a good power, why didn't you take it earleir?

I tend to take Rec Friend or Fly or something like that where no slots are needed.

But, from the choices you've listed, Gloom.

OG is probably the better choice of those two because all you really need to do is slap an acc IO in and call it a day, as opposed to Night Fall, which needs several slots to work well.

It's hard to give really good advice without seeing the build to know what else you have and don't have (we don't even know what secondary this Necromancy MM has), but if it's between Oppressive Gloom and Night Fall at level 49, I'd probably go with OG. Works better with fewer slots, as noted above, has very low endurance cost, and is likely to help your survivability.
