Not everyone, but enough people to make you want to have it. It's mostly for arena. People will learn quickly who doesn't have it, and he will be farmed. In zones you can get away without 41, but it can all quickly change, and all it takes is one mind dom or troller to randomly decide to target you. When playing against half-competent opponents, getting kb'd means death.
What does KB protect against exactly? Im sorry for my novice ways, but i am looking to get back into pvp for the most part and at least to me KB has always meant Knock back and not many powers did that (mainly energy attacks) am i missing something?

During the market downtime i was in the middle of reslotting my troller and tried to hang with about 33-36(cant remember exact). It went well until i met mind doms with kb in lev
40 points or more of kb protection is pretty good. Force bolt could still knock you around but not many people need it.
I'm just taking PvP seriously and from what I've learned so far from friends and forums is that you want 41% KB protection. If you don't have KB protection in your power set then 41% is always one of my many goals in my builds.
41 will stop everything short of Force Bolt (unless they do something silly like slot 6 KB IOs in Power Push), and 45 or so will stop Force Bolt.

I've always thought they should turn KB enhancements to KB Def or KB Tohit, so that KB isnt meaningless or op if you have or dont have 41 protection.
But that would actually go against their blatant goal of making the game into a pure "haves vs have-nots" situation. Can't do that, sorry.

Sorry to bother everyone but I've been very curious as to why people say 40KB protection is a MUST, i understand that if you're flat on your back you're a sitting duck but does everyone have enough Kb that high to make 40Kb resistance a must have?
