I'd be very surprised if it can't be done at 30. Done on a build that can exemp to 25 I'm sure of, but not sure if it can be done at 25.

yes, but you'll never find the recipes at low level so no point even thinking about it.
Lili built a Dom that was still perma when exemplared to level 20 (for the Cap SF pre-I16) but as far as building one as you're leveling, it can be done by 30 provided you have the right powers (but as Frosticus said, getting the recipes will either be expensive or time-consuming so by the time the bids actually come in you'd probably be 50 already anyways).

My old Fire/Psi Dom used to be Permadom at lvl 22 using purple sets and lvl 25 LotG 7.5's. Like others said for leveling, you should be able to get it by 30 if inf is no issue.

Assuming money is not an issue and you can always get the recipes/salvage you need, what's the lowest level at which you could get the ~50-60% global recharge needed for perma-dom?
I'm currently working on leveling a Plant/Fire, and planing out that build in MIDS it looks like I can get that much recharge by level 40 without gimping the rest of my build *too* much. What I'd like to know is if it can be done sooner, and how.
