What's the point of Melt Armour?

Here's a pretty simple question that I promise to try not to make more complicated. I just had a look at Melt Armour from the Scrapper Blaze Mastery, and and while it looked like an interesting power in terms of description, its numbers leave me underwhelmed.

Of course, it's quite possible I'm looking at the wrong numbers, because:

1. I can't get the power's description from in-game real numbers as it gives me Melt Armour from FLAME Mastery for Blasters, not Blaze Mastery for Scrappers.

2. Red Tomax's City of Data is now badly out of date and does not list Blaze Mastery at all.

3. The newest version of Mids' Hero Designer does not list a damage resistance debuff component for the power, whereas the little tooltip (the only information I can gather on the power) does list a resistance debuff component.

So, I guess, my question is two-fold: What does Melt Armour actually do and what is Melt Armour actually good for?

I believe you can type [Blaze Mastery].[Melt Armor] to specify the scrapper version, but I don't have access to the game currently.

Type in "[Blaze Master.Melt Armor]". That should get the proper version for you (though, the powers are actually the same, with the exception of AT mods applied and Defiance included).

Melt Armor, for Scrappers, provides a 7% -def debuff and a 9.75% -res debuff. Both effects last 40 seconds. The area of the power is 10', can hit 10 targets, a base recharge of 200 seconds, and a base endurance cost of 22.75. In other words, it's pretty crappy.

It has horrible uptime, horrible endurance cost, and a relatively minor benefit. Compared to the "native" power (even excluding the fact that Scrappers have crappy mods for the attributes that Melt Armor uses), the APP version has a smaller radius (compared to 15'), fewer targets (compared to 16), worse uptime (20% compared to 26.7%), half the debuff (further made worse by the fact that Scrapper and Blaster mods suck), and a higher endurance cost (compared to 18.2).

If APPs are supposed to be 3 times worse (I recall Castle saying that was the rule of thumb), Scrapper Melt Armor gets hosed (just like everything Scrappers get via APPs).

That's pretty much correct on the Melt Armor numbers.

Most Primary to Secondary to Pool power effects are in stages of 20 to 30 percentiles.
Defenses are on a rough 30% scaling
Attacks are on a rough 25% scaling
Heals, buffs, and debuffs are on a rough 20% scaling
Ergo: when you go from Tank armor to Scrapper Armor, you drop about 30% of the power strength. When you go from Tank Melee to Scrapper Melee, you add about 30% power strength.
  • Fire Shield Tank - 30%
  • Fire Shield Scrapper - 22.5%
  • Deflection Tank - 15%
  • Deflection Scrapper - 11.25%

When you go from Defender debuff to Controller debuff, you drop about 20%
  • Radiation Infection - Defender: 31.25% debuff
  • Radiation Infection - Controller: 25% debuff

Most of the epic power pools generally follow this scaling downwards, with the type of power another average scaling difference down from where it would be.
Energy Torrent - Tank: 42.71 :: 13.25 smash / 29.36 energy :: 39.91 dpa
Energy Torrent - Blaster: 60.06 :: 18.77 smash / 41.29 energy :: 56.13 dpa

Ring of Fire - Tank : 48.94 :: 5 ticks :: 41.83 dpa
Ring of Fire - Blaster: 96.34 :: 7 ticks :: 82.35 dpa
Ring of Fire - Controller: 33.64 / 67.28 :: 5 ticks + 5 ticks :: 28.76 dpa / ~57 dpa

For most of the epic powers, the scaling seems to be about right.

However, on this scaling system, the Epic Melt Armor is about another 30% down again from where it should be in relation to all of the other epic power sets. Looking at Blaze Mastery in the respec window, it seems the devs just listed the exact same numbers from the Tankers Epic Power set, and that needed to be fixed long ago.

The pool version of Melt Armor, regardless of which AT gets it (Tankers, Scrappers, Blasters) is really really bad and you're better off taking a better power. It's got crappy debuff modifiers and takes forever to recharge.

There is no point to melt armor, it is a bad power.
