    Damage procs slotted in pets do not rely on a roll for "chance of" in order to fire. If a KB damage proc is slotted into a pet that does KB, it will check to fire whenever that pet uses an attack that is flagged to accept knockback sets. If you slot, say, the Unbreakable Constraint proc in Dark Servant, the proc will only check to fire on that pet's Petrifying Gaze power (since it is the only hold the pet has). This is why the Explosive Strike proc, and until I14, the Force Feedback proc, are excellent choices to slot in the Phantasm and Bruiser pets (all or almost all their attacks have a chance for knockback, therefore it's like slotting a free damage proc in every one of their attacks with only one slot).

    Slows in PvP

    Offensive debuff toggles are more effective at slowing something than actual slow powers, sadly. They could add -max run speed back into some slows but it'd be insult on top of injury.
  4. The problem with Regen is also (in PvE terms, and in PvP terms in the old days) its strength - it isn't picky against damage types outside of MoG. In the current version of PvP where everyone gets resists to everything and damage has been ramped up almost across the board, that lack of resistance tends to hurt a bit.

    At least if you want to dual-box a Posi TF.
  6. I think I was shooting for about 2500 on my Fire/SS build, but that's still vulnerable to being really close to a double-AS death.

    Suckerpunch mentioned he was updating his planner to be I13 compatible a while back. Haven't heard anything since.

    I understand what you're getting at here, but I wanted to point something out: under the I12 rules, there weren't really any arena-selectable options that made sense or improved the PvP experience in terms of high-end arena matches (whether duels or teams). The ladder had certain restrictions in place but those were player-created, not some prebuilt option in the arena UI (no Veng, etc.). I think what people are getting at is that it's stupid that we have to argue about which prebuilt options to leave on or off in order to make PvP fun.
  11. Shield Charge/Lightning Rod are good for closing the distance between nearby opponents because it's basically unsuppressed movement (albeit a short distance).
  12. It will only enhance the speed aspects of the power it's slotted into. I wouldn't bother slotting it into a power like Accelerate Metabolism unless you really really want the set bonuses (or a place to slot another -KB IO).
  13. Group Energy Flight is pretty bad. Pulsar's kinda terrible too (much more useful than GEF but still bad due to its low mag and long animation). Funny thing is, with minor tweaks both those powers could be good - remove the tohit debuff, increase the fly speed, and decrease the end cost of GEF to make it better than the pool version (as it should be), and increase the mag on Pulsar to 3.

  15. A few people I know dual-box Positron to get lots of merits (they do about an hour a run, worth 64 merits per account - so they come out pretty well). I believe they use a Fire/Mental Blaster and Plant/Rad Controller.

    Someone just mentioned him him on a global channel, and I'm curious. Apparently he's a Black Market contact in Port Oakes, though he's existed since before there was a "real" BM in that zone. Best guess ParagonWiki has is that he was added "sometime before I12." Anyone know anything more about him?

    Travel suppression, diminishing returns, base resists, new mez/toggle rules, and damage balancing. Previously all those things worked the same as PvE (you only suppressed if you attacked, and some powers would grant unsuppressed movement, for example) - diminishign returns and heal decay didn't exist, there were no base resistances, mezzes lasted as long as they do in PvE but mez protection actually gave protection, and powers did about the same damage they do in PvE. It's generally agreed on that the new PvP is a slower and dumbed-down version of the old one.
  18. Doesn't it though? It used to be that if you knew what you were doing, you could bring just about anything into PvP and do well with it (provided it was build well). These days, not so much.
  19. It's irrelevant in zone PvP because everyone is set to the same level.
