Quick IO Proc Question
Snow Storm will have a chance to proc against each enemy in the area of effect when you turn it on and every 10 seconds thereafter.
Hurricane will also have a chance to proc against each enemy in the area of effect when you turn it on and every 10 seconds thereafter. Note that Hurricane will naturally tend to push enemies out of its area.
Freezing Rain will have a chance to proc against each enemy in the area of effect on the first tick of damage and then again after ten seconds. The rain itself has a 15 second duration, but the debuff lasts longer - the Mids display can be confusing on this point.
Tornado will have a chance to proc against each enemy in its area when you first summon it and every 10 seconds thereafter, for a total of four chances during its 30 second duration (unless they rip you off on the last chance to proc, I'm not sure). Note that like Hurricane, Tornado will tend to knock enemies away from itself.
Other pets will have a chance to proc on each attack. I'm not sure if Phantasm has to roll for knockback in order for the KB damage proc to have a chance to fire. His AOE and single-target attacks have a 60% and 30% chance of KB, respectively.

Edit: Mids shows every proc as 71.8 no matter what level the proc is. Is this information accurate?
Yes. Much like Very Rare damage procs are over 100 points (107-ish I believe).
Non-VR proc at 20 percent chance: 14.36 dmg per attack on average.
VR proc at 33 percent chance: 35.7ish dmg per attack on average.

Damage procs slotted in pets do not rely on a roll for "chance of" in order to fire. If a KB damage proc is slotted into a pet that does KB, it will check to fire whenever that pet uses an attack that is flagged to accept knockback sets. If you slot, say, the Unbreakable Constraint proc in Dark Servant, the proc will only check to fire on that pet's Petrifying Gaze power (since it is the only hold the pet has). This is why the Explosive Strike proc, and until I14, the Force Feedback proc, are excellent choices to slot in the Phantasm and Bruiser pets (all or almost all their attacks have a chance for knockback, therefore it's like slotting a free damage proc in every one of their attacks with only one slot).

I am currently playing an Ill/Storm. I am wondering how procs work in certain abilities:
-Snow Storm
-Hurricane
-Freezing Rain
-Pets
Before I respec/spend money I wanted to see how these work.
Edit: By "pets" I also mean Lightning Storm and Tornado (and something like the knockback damage proc available for the Phant).
