I'm having trouble coming up with a DM/DA scrapper build that I can look at and go "yes, I think that makes sense". This is intended to be a level 50 build, but I ran out of inspiration regarding power picks (and completion of slotting) round about level 38. (Scrapper ancillary/patron pools fail to inspire me, especially given the endurance demands of Dark Armor.)

Sure, but a walk animation that looks right on someone three feet tall will look wrong (for the same walking speed) for someone eight feet tall.

Zone NPCs have a much narrower range of leg lengths than player characters, which is the problem - an animation that works fine for zone NPCs isn't so hot when applied to 8' hulking brutes and 3' goth pixies.

To take an in-game example:
Soloing a passive object with AV hit points is easy - it doesn't fight back and doesn't regenerate.
It still takes an inordinately long amount of time. -
Of course, most farmers select activities where there is no realistic risk of being defeated in the first place (because being defeated reduces your farming rate), so allowing players to get higher reward rates by turning up their defeat penalties would basically give farmers a free boost to their farming rates

As the subject says... yes, City of Heroes is better now than it was when it came out. It has more to do. With the addition of the mission architect, it offers opportunities that were never there before.
Sure, a lot of people are using the MA to build farm maps and other such abominations against good gameplay - but that's life.
I wrote this sig quite a while ago now; I stand by every word of it. -
I find doing the missions on Mercy makes me want to spork someone's eyeballs out.
But then, I long ago gave up on the standard missions in Atlas/Galaxy/KR, too (apart from doing just enough to get Negotiator so that I don't have to wait until after I've done Ubelmann). -

I'm assuming that those are from a Certain Italian Gentleman, since they read a lot like the story arc souvenir he sends you in the 20s. -
Any character that's bearable to mostly-solo in the first place should be able to solo an EB just by chugging Inspirations. (There are a few cases where that breaks down.)

I think they should be replaced with the new-style "Contact X in zone Y would like to see you" popups, like those presented in respect of Montague Castanella.

I would just like to say that my level 50 Ill/Kin controller does not have, and has never had, Combat Jumping, and I have never felt the lack of it
But then, I play her in a style that says "if someone is shooting at me, I have made a serious error of judgement". -
Having played CoV to level 30, and CoH to level 50 three times, I'm convinced that CoV is almost as bad as CoH for making you run all over the place, that most of the CoV zones are a lot more annoying to get around than their CoH counterparts, and that while I don't get as many "go three zones away" missions in CoV, you could probably make a profit betting that consecutive missions in the same zone will be at opposite ends of it.
Still, back to the proposal: It's a cool idea and I'd like it if it happened, but I don't think it should be a high priority. -
The Scrapyarders live, work, and occasionally riot on Sharkhead. Sharkhead is probably the most dismally grim inhabited part of the surface world on display in the whole of the Citygame. (Sure, there are grimmer places in CoX, but normal humans don't live there.) I think it's perfectly reasonable that they can have a fair stab at beating the living daylights out of the supposedly "super". And besides, you have read Marshall Brass's little rant in the Origin of Power arc, right?

If the seasons do anything other than change the cloudiness of the sky and the balance of the day/night cycle, I don't see them being a QoL improvement. My quality of life is not improved by my computer game spending GPU effort on rainfall

They're normal Defeat badges. It just happens to be the case that the only place heroes can encounter Succubi, Hordelings, or Hellfrosts is in the Valentine co-op missions.
(Be grateful. Succubi are made of 100% unadulterated annoying.) -
Reason 1: Game background. It says that Peregrine Island is as safe for civilians as anywhere else in Paragon City. Hence, no security passes required. Hence, level 1 heroes are free to go there.
Reason 2: I don't recall noticing significant broadcast spam in Peregrine, and I have three level 50s. (Admittedly, I don't hang about much in Peregrine, because hanging about reduces the amount of simulated violence I get to commit per hour of login time). Farmers and PLers will send a /tell to anyone between 46 and 50, wherever they are; I've found myself getting "come bridge for us" and "hey, wanna farm?" tells everywhere from Atlas Park to Crey's Folly. *cuddles the /ignore command and calls it George*
Reason 3: One of the great merits of City of X is that you can team with people of significantly different levels and be an effective part of the team. Level-restricted zones interfere with that.
Reason 4: Why shouldn't my level 22 character tag along with her beloved level 49 mentor when he goes to Do Justice in a faraway dimension? -
My tanker is level 23 and got her Miracle: +Recovery from a TF drop just before I12 hit; it is the only enhancement of any kind she has slotted in Health and the only Miracle set IO she has slotted in any power at all.
Seriously, if Numina's Convalescence: +Recovery/+Regen is slotted in Health and isn't working, file a bug report. Do double-check your Combat Attributes window first -
If you put the Numina +Recovery/+Regen enhancement into Health and it didn't work, you should file a bug report.
Special IOs like that are supposed to work even as the only enhancement of any kind slotted into the power.
ETA: Just checked the Miracle: +Recovery enhancement on my Tanker, and it works fine slotted in Health. -
Putting a DefBuf enhancement in Combat Jumping is pretty close to pointless even with Tanker DEF scales. A Luck of the Gambler 7.5% global recharge bonus (or a Karma:KBP on DA or FA) is a much better use of a slot in CJ.

IOs with special effects work out of the box, yes. (What power did you slot the Numina special in?)

I wouldn't call Dark Astoria a waste of server space. It gives Adamastor somewhere to live, and it's beautifully atmospheric.
I would say that:
