Is this in MA or normal play? I've noticed in MA that people overuse the flee at X% health option. And I haven't noticed many EB/AV fleeing in normal play, unless its one of those annoying "stop from escaping" missions.
I havn't seen it much tbh.
But, I'm guilty of this, I've done it once before but it's only when the boss is about to die so just slap in around the head and it''s grand.
Btw have you tried using immobs? Or do you have any on or VEAT?
I think the OP meant that the EB is fleeing to get out of melee range. I've noticed it happen a lot more recently and have no idea why.
The old culprits were solely [Element] Casters from the Circle of Thorns and when it was just confined to them it felt like it was a character trait for the Thorns.
Reichsman was bobbing all over the place t'other day and not in a particularly tactical way and not, if memory serves, because of any 'run away' powers such as Caltrops or Rain of...
I'd hazard a guess that this was some kind of bug, crept in after MA. Perhaps the particular EBs you went up against were flagged as 'Ranged' and preferred to fight at Range.
Who were they, as a matter of interest?
Now that you mention it I noticed my AV from an MA arc running around like a headless chicken even though he was a Necro/BS. Even though I was flying he didn't bother summoning zombies or throwing knives, just running up a hill. Even when I stopped flying.
It seems a lot of foes opt to run nowadays for no apparent reason. I think it's the devs way of "making it harder" since they don't really know any other way.

Never know, maybe people are putting in the flee at HP% to possibly make av's easier to take down. If the A-V is running away then it's not dealing damage, I may be wrong.
We're (or at least I'm) not refering to the flee from the map at %health schtick (allthough that annoys me some too). It's just that EB's have this tendency to run around like a chicken with it's [Bad Word] on fire.

I noticed this, and generally borked A.I. a few times.
What irked me most was that the bosses I had set to Never Flee in MA, they STILL fled. Often a lot. Why is there no 'Stand Your Ground' option? Like, literally, stand there until they or the player is dead? Move to a different target and suchnot, obviously, but not run round like a beheaded chicken.
I /Sign for a general A.I. upgrade. With the ammount of staff now, they might make excuses, but that doesnt necessarily make them valid.

Not seen this problem as I said before but that could be as mostly I'm playing controllers these days and even if they immob doesn't stick the slows, holds, stuns, sleep or confuses general work eventually.
However I'd pay (as in expansion) for a good AI upgrade. I'd especially love to see fleeing mobs causing the mobs they run through to aggro. Would make battles far more interesting. IMO
((Know WoW isn't much liked in these parts but the 'run get some friends AI trick the WoW uses is frequently annoying but it does make the mobs seem a little more intelligent.))
Heh, might not seem quite as intelligent with the numbers that you face in CoH/V and can defeat.

its comes across a bit poor on the tactical side. Of course
"Lets clear the floor, go down the lift and cut the power" would be quite dull, but a bit brighter

They should make it so that mobs can back-pedal out of your range in order to nuke you.
Then we could have serious corruptor mobs :P
To clarify:
Regular content, second to last mission from Sister Airlia,
Polyphemus (Cimeroran Traitor Cyclops) E-B,
Two immobs, Mako Patron:School of Sharks and Wide-Area Web Grenade,
All-ranged moves from Crab Spider Training.
Not the first time it happened on the same contact when I got an earlier mission (with another E-B) and I spent a good deal of time chasing him around the Sybil Temple which has notably steep hills that he didn't have any problem navigating.
I hate encountering E-Bs and yet when I have a go they use any trick to escape combat. Either way I end up faceplanted and frustrated

My Blaster is so going rogue now... didn't know they'd pinched her name.
Polyphemus lvl50 Nrg/Dev Blaster (in game since EU beta). (I think I even have pictures to prove it. )
Hopefully we'll see some sort of A.I upgrade for GR
Suggestion from other thread:
Ranged mobs could backpedal and fire their ranged attacks at you, and give the mobs sprint so they can actually run fast.
Also, consider giving all ranged mobs inherent combat jumping, so they can jump and strafe to the side while blasting away at players :P

Melee toons exist to make ranged ones run/backpedal/try to escape
The chase works both ways
Think of the extra dimension it'd add to fighting. Having to run an extra 50 feet to catch up with an enemy, difficult eh?
The mobs might get 1 or 2 ranged shots in before you're in their face.
As a user of stone armour no thanks it can be hard enough catching some mobs as it is.
Not everyone uses stone armor though, and it's already the case every powerset has it's perks and drawbacks.

Get to around level 10 Villain side. With a melee toon for added effect.
Then go play an arc which contains Mook Hitmen. Y'know, the cowards with sniper rifles?
Slight tactical inclination and better A.I. would be nice. But as my example shows, that needs to come first BEFORE giving Enemies those options. Or there will be some angry, angry players out there.

If this was to be implemented I would like to see all melee sets get a bonus ranged power in the same way that the mobs in MA have been given ranged powers (and no the origin power don't count)
Aside from being [censored] off at yet another arc having an E-B in it, the damn thing ran away from me as I engaged it in combat.
Now I wouldn't be so irked if it wasn't for the fact that this is about the fifth to seventh time I've faced an E-B that has basically legged it when hit only a few times. I'm sick of it.
If I engage a foe in combat I don't want him running to mommy because he got a boo-boo on his arm. I want him to fight me not feel like I'm doing some parody of Benny Hill (My Veat has five pets so this analogy is particularly apt).
Stop the E-B runs or downgrade them to bosses so they have an ACTUAL reason to run.
As a side-note; the finishing text after I dropped the mission in anger began "That was a fun little dust-up...". No, it really wasn't.
