If you put the Numina +Recovery/+Regen enhancement into Health and it didn't work, you should file a bug report.
Special IOs like that are supposed to work even as the only enhancement of any kind slotted into the power.
ETA: Just checked the Miracle: +Recovery enhancement on my Tanker, and it works fine slotted in Health.

My tanker is level 23 and got her Miracle: +Recovery from a TF drop just before I12 hit; it is the only enhancement of any kind she has slotted in Health and the only Miracle set IO she has slotted in any power at all.
Seriously, if Numina's Convalescence: +Recovery/+Regen is slotted in Health and isn't working, file a bug report. Do double-check your Combat Attributes window first

Yes, it works just fine on its own. Rest of set most definately not required.
However, Numina only works for 120 seconds if it is slotted in a click power, which is why most players slot it in Health, to make it active all the time. Are you sure that's where you slotted it? It would also not work if you exemplar below the level at which you took the power it is slotted in.
Winters Gift slow resist is slightly different in that it works all the time even if the power it is slotted in isn't active.

Just to be sure here. I got the candies, now i want that nice 20% slow resistance. But I assume that I have to get the full set before that 20% slow resistance kicks in?
I ask because I once slotted a Numina with the special power and it didn't work only to learn that I need the whole set before a special works. You can imagine my sorrow about that! I like to avoid such a thing happening to me again. Even if candies are way way easier to get then Numina's
