The recharge bonus from stun can be acquired somewhere else.

    I modified your build. It should have higher s/l defense, and similar global recharge rate as your build.

    Your build focuses on positional defense. Positional defense does have its advantages. The problem is that the bonus usually comes at the 5th or 6th slot of an IO set. It is reflected in your build that your powers are either 6-slotted, or just 1 slot. It's probably not the best for powers like static shield, weave, maneuvers, ball lightning, lightning field, and tactics to be slotted so minimally. I think you can play on the Mid planner to try out various ways to optimize your character.

    Electric armor always do pretty well with Rikti. I think you can have a better overall assessment of your character by fighting against mob groups like Longbow, Arachnos, and Cimerorans.

    The build isn't too bad. Overall, your build is on the expensive side, but doesn't offer the expected performance of such investment. It can be optimized further.

    The highest single-target dps attack chain should involve chop, gasp, swoop, and cleave. Depending on your recharge, and for your case whether hasten is up or not, you need pendulum as part of the chain. So, I would drop resurgence and pick up gasp instead. I modified your build below. It should have higher defense, hit points, and regeneration.

  4. The build that you posted is for a elm/sd scrapper. I think you should make the build again as a tanker using the latest version of Mid's planner such that you can put slots into inherent fitness. Typically, people go for soft cap defense for shield defense. If you have other goals, budget and specific requirement for your toon, it would be helpful if you can mention them as well.

    Yes, stealth and stealth IOs suppress during combat, while energy cloak does not. As far as stealthing missions are concerned, steath IOs perform just as good. So, it comes back to the point whether a combat stealth is of value or not. The combat stealth does not boost damage in any form, it only provides the tactical value of not attracting aggro.

    I bet you can't have the highest for everything. It's probably more practical if you focus on just one or two goals, while keeping the other attributes reasonably high. I think for the amount of recharge that you have, the highest dps attack chain should involve fire sword and greater fire sword. It seems like you hate the swords for some reason. For AoE, you can grab another one from a patron power pool instead of picking energy mastery. I reworked your build a bit such that it softcaps s/l/e/ne defense, and slightly higher regeneration and global recharge.

Afterall, a defensive and stealthy power set does not click with the concept of brute for many players to start with. If you want to write a high impact guide that attract readers, the guide needs to be about a topic of broad interest. Obviously, EA won't quality for that. On the other hand, there are always some people who are interested in playing EA. Those people might not even post in the forum, but quietly browse the guides for information. If you don't mind writing a guide targeting a relatively small audience, a comprehensive guide on EA is definitely a great addition for the guide section in the brute forum.

    Lost IOs

    I think the point of Deacon_NA is that inf sink is a concern owing to inflation, not really inf sink by itself. For inflation, both inf sink and the amount of items in the market are determining factors, not just inf sink. If players are allowed to retain all the IOs after respec, it is true that the need to craft IOs and buying from the market are reduced, so less inf is gone. On the other hand, the amount of items in the market may be increased if the player decides to sell the IOs in the market after respec.
  10. I believe many EA brutes are waiting for the power set to be proliferated to the hero side. Obviously, conserve power overlaps with the one in the ancillary power pool, so we expect it to be changed. Hopefully, the change to conserve power will be ported to brutes.

    EA received a buff in Issue 13. During that time, we did request to have enhanceable DDR, psionic defense in entropy shield, and capped energy defense for thematic reasons. The dev decided not to add these things at that time. For DDR, even if it were enhanceable, I doubt that we could push its value close to the cap. After the heal is added to energy drain, a common request is to make the heal more front-loaded, such that the heal is significant with just 1 or 2 mobs. Personally, I would like the stealth to have a meaning for brute, for example energy cloak would be more appealing if it has some kind of damage buff or chance to build up to imitate a stealth attack.

    Claws / SR

    The cost of the build seems a bit high owing to the purple and pvp IOs. Maybe it's ok for you, but I'm mentioning it in case you're not aware of it.

    For your power picks, I think it's ok. Probably you can increase the damage of your attack chain by using follow-up. The endurance usage of your build as a whole is high compared to your recovery rate. You picked maneuvers, tactics, and darkest night. Tough and tactics are not slotted with endurance reduction at all. You'll run out of endurance in no time.

    You slot your attacks mainly with procs. I think that's probably not the best idea. A more balanced way to slot an attack is to have some accuracy, damage, endurance reduction, and recharge reduction, and then add one or two procs on top of that. Ideally, acquire some IO set bonus at the same time. I suggest you to look for the guides in the scrapper and brute forums about claws. They can give you some idea on optimized attack chains, and how to slot the attacks.

    Finally, there is a "rule of 5." That is, you can't get the same kind of IO set bonus for more than 5 times in a build. There are a couple places where this rule is violated. In particular, you shouldn't use LotG set for 6 times.
  12. I believe your endurance problem comes from the rage and hasten crash, and heavy attacks like knockout blow and foot stomp. I don't think there is much you can do at this point with SO. If you are in a team, the endurance problem should be less apparent. For your build, it may help a little by slotting another endurance reduction in tough and foot stomp. And I think you should slot your attacks with some damage rather than so much recharge reduction.

    I would welcome a way to store all the IOs after respec. While I agree that enhancements are supposed to be permanent after slotting (for thematic reason or as an inf sink), the rare and ultra rare IOs are huge investments by players and it is a shame to lose them after respec. Although all of them can be retrieved with multiple respec, it is better just to do it in one shot. I don't think it is necessary to ask players to go through such pain.

    On the other hand, I believe it is a significant effort to implement such system by the dev. I think the total number of enhancements in a build is ~100. Obviously, they can't simply be dumped into the inventory of a character, or the transaction slots in the market. A new storage space and user interface need to be created. It looks like a big project which I'm not sure if the dev think that it worth the investment.

For STF, I believe you need support or a lot of inspirations even with an IO setup.

    The build should have issues with endurance when death shroud is turned on, and all your AoE attacks are slotted with obliteration IO sets, which have little endurance reduction. I believe you can deal with it by using the cardiac alpha slot. Your build does not have knockback protection, and it seems like you're using hover as a partial protection against knockback. It's ok if this is what you want, maybe for thematic reasons. However, hover probably needs some slots for flight speed at least. If hover is not really important, you're better off just picking combat jumping, and put a knockback protection IO into it. If you run out of slots and don't know what power to pick, soul transfer is not a bad choice as it is great out of the box.

    I modified your build such that it is better endurance-wise while the s/l defense is still close to soft-cap.

    It seems like most of its activities are organized through global channels. By setting the search flag in the team search window, I rarely got contacted pre-I19. With I19, I do get more invites. I believe if you're not using the global channels, it's quite problematic in Pinnacle, and probably in other relatively less populated servers as well.

    Before you say it, I am well aware I am well aware I am beyond the max of 5 set bonus of 10% regen cap bonus. I don't care. she regens 27 hp/sec, and has 2,211, and with Hoarfrost she sits at like 3,341hp 43 hp/sec, now when I get portal jockey, task force commander, freedom phalanx reserve, and atlas madalian. my endurance will raise, and my HP+regen will raise too. but check her build and if you can come up with something better lemme know
    I think your build is decent enough already. I believe taking tough to have some s/l resistance is the next best thing you can do. You don't plan to take it, maybe you don't like the fighting pool for some reason. You can consider higher recharge, and maybe higher regeneration although your current build already has pretty high regeneration. Note that your build will be beyond the hit point cap after acquiring the accolades. So, some of hit point IO bonuses will be wasted. A minor thing that you can consider is soft-capping s/l/e/ne defense even before energy absorption.

    I modified your build. To replace the fitness, I picked combat jumping for another LotG +7.5, a travel power, and havoc punch. The main improvement of my build is higher recharge.

    I don't think it's bad. Sometimes, I do hope that such respec is available. In fact, your suggestion comes up quite frequently in the forum.

    Ultimately, it is a decision to be made by the dev on how they want to keep their customers. Their approach is to encourage people to make new characters when new powersets come out. They keep on revamping and adding new low-level content such that people can always see something new whenever they create new characters. Such approach is problematic for players who don't want to go through the painful low levels and only want to play the more powerful high levels regardless of the new content. I believe there are more considerations that go into the decision, rather than just saying no, or it is just bad. But given that CoH has been very story driven from the ground up, I'm not surprised that the dev want us to start new characters from level 1, rather than respec-ing into a new character.

    I guess it depends on your bidding skills, some of the rare IO sets that you're planning to use are not really that cheap. But overall, I believe it should be quite reasonable as you said. The problem with positional defense bonuses is that most of them are granted at the fifth or the sixth slot of an IO set, and it's very easy to run out of slots if you're six slotting everything.

    For a budget build, I think you can use more multi strike IO sets, because they are cheap, and grants both AoE and melee defenses. You probably need more recharge reduction in active defense such that it is on all the time. Also, superior conditioning probably doesn't need that many slots. I re-slotted your build with similar IO sets that you plan to use. It's now soft-capped to all the 3 positonal defense.

    I re-slotted your build below such that your s/l/e/ne defenses are higher. I think you forget to use the steadfast +3% IO. Since you're building your brute with some defense, I think it can benefit more from maneuvers instead of assault if you want the leadership power pool. Also, if you can't dedicate slots into aid other and aid self, I suggest you to pick taunt instead since you design your brute to tank but willpower does not have a strong taunt aura.
