The build that you posted is for a elm/sd scrapper. I think you should make the build again as a tanker using the latest version of Mid's planner such that you can put slots into inherent fitness. Typically, people go for soft cap defense for shield defense. If you have other goals, budget and specific requirement for your toon, it would be helpful if you can mention them as well.
