I think the issue is that you already picked 4 power pools. If you want flight, you need to drop one of them. For your second build, since you go for s/l defense, it would be convenient to keep combat jumping. I would drop hasten, as willpower does not really need recharge to perform better.

If anyone can help here please post. I want survival (good defenses, good regen and recovery) most of all. I think this build might provide that, but I'm not sure, which is why I am asking.
I will just comment on your second build. I think it is good enough. The regeneration can be higher. I made some changes, see the build below.

As you are solo-ing 8-people missions, you can eventually get the incarnate abilities. From my experience, I can get 1 shard every 1 or 2 such missions. If you can play a mission a day, you can get the uncommon alpha slot ability in a month or two, which is not too outrageous if you focus on one character.

Here is your modified second build. It has higher regeneration while keeping the s/l defense soft-capped. I'm not sure if dropping hasten is what you want, but the build does have air superiority and fly now.

Defens-based characters are sometimes a bit squishy. In addition, EA has a couple holes in the defense compared to SR, and people still wonder what the stealth is for. In general, I encourage people to give it a try. If you're interested, feel free to take a look at my guide.

For single-target attack chains, fiery melee does ~20% higher dps compared to war mace at low recharge rates. The gap gradually closes to ~5% at very high recharge. In addition, fire is a less resisted damage type. On the other hand, war mace has more AoE attacks and various secondary effects. You've to decide whether the lack of mitigation from fiery melee is worth it or not.

With the fire build, not sure if i hurt my dps not taking scorch, and on the WM build, wondering if its bad that I skipped whirling mace (whirling mace seemed to recharge quick enough).
Energy drain will take care of the endurance. Energy aura doesn't rely on recharge. Hence, the recharge is just for more dps. For your fire build, it's fine without scorch if you raise the recharge of greater fire sword a bit (refer to my guide for details).

The heal from energy drain is only good with a lot of mobs around you. An alternative to aid self is to simply use green inspirations. The problem with aid self is that it can't be activated sometimes when the character is under some effects. Overall, it's nice to have. If you can't fit it into your build, inspirations can do the job as well.

Typically, the problem is that we run out of slots, and it is hard to decide how to put the remaining slots. The attributes of physical perfection and superior conditioning are a bit low to start with, so if you don't have spare slots at the end, the two powers are great for uniques and +end procs.

A typical situation that a super reflexes brute encounters is that they are doing great, then suddenly drop dead when facing bosses and AVs. For such case, +regen doesn't really help that much, but more hit points help. In addition, more hit points help to regenerate faster. I would put more emphasis on hit points and recovery, enough recharge just for an attack chain, and then +regen when it is convenient.

I modified your build such that it has higher hit points, while keeping the defense softcapped, and a smooth single-target attack chain.

With moderately high recharge rate, the single-target attack chain is shatter > clobber > jawbreaker > pulverize. For your posted build, you can run the attack chain when hasten is up. Mainly, the attack chain needs clobber to be recharged fast enough.
  8. I made some changes to your build such that the AoE defense is higher.

Typical optimization involves defense and recharge. Recharge is for both dark regeneration and optimal attack chains. For dark melee, siphon life deals damage and heal at the same time, hence there is a pretty good incentive to raise recharge such that siphon life is up faster.

For defense, people typically aim for ~30%, softcap s/l or melee defense. Since dark armor already has a bit of defense to start with, it's not difficult to achieve such goals. If you plan to use darkest night and cloak of fear, the to-hit chance by mobs can be floored with defense around 30%. Note that the to-hit debuffs can be resisted though. I believe the challenge here is that it is not easy to have both good defense and very high recharge rate. So, you've to decide how you want to balance your build with the amount of inf you have.

    I would take tough.

Likewise, my respec drops Air Superiority, which I used in my early levels a lot and now rely on every now and then to drop some annoying flier (I SJ). Will I miss it?
As far as single-target attack chain is concerned, the crucial attacks are smite, siphon life, and midnight grasp. You probably need shadow punch unless your recharge rate is very high. I would slot up gloom and incorporate it into your attack chain. The resultant attack chain with shadow punch, smite, siphon life, midnight grasp, and gloom should be smooth regardless of your recharge. Boxing and air superiority are not essential, but boxing is typically used as a set mule.

I have no idea if this is a tolerable difference or if this represents a "rolling fury" kind of Brute.
Typical attack chain uses around 4 to 6 end per second without endurance reduction slotting. Unless you're fighting an AV that takes a long time to beat, it is not necessary to make a build that can sustain fighting indefinitely. On the other hand, a net recovery of 0.6 end/sec is a bit low even with dark consumption. I suggest you to drop maneuvers, and work a bit for higher recovery. Alpha slot should help here as well.
  10. On paper, it is pretty hard to tell that devices has issues. I don't think it is purely an issue of devices, but the interaction of the power set with general game content that gives rise to problems. As most people have already recognized, devices is about setup, while most of the game is basically the opposite of setup. There is nothing really wrong with setup if the situation calls for it. One good example is the Terra Volta respec trials, where it makes sense to set mines around the reactor core. In general, the game lacks such type of content.

I believe the dev realize the issue. In Issue 12, the auto turret was changed to gun drone. The turret is stationary, and hence a power for setup, while gun drone follows the blaster. I think the problem with such changes is that it is one way or the other. Now, it is impossible to have the drone stations at one spot. The same would be true for trip mines and timed bombs, if they were changed to something that matches the pace of typical teams. I think the game needs new tech such that a power can be activated in multiple ways, for example place a timed bomb if I want to set up, but allow me to throw the bomb otherwise. Maybe, the game needs more contents like the respec trials, where we have to protect something such that there is a point to do setup.
  11. I think your build will have a better attack chain with quick strike. I would pick strength of will instead of resurgence. Also, willpower has typed defense. So, the defense bonus should focus on typed defense instead of positional defense. Below is a build that softcap s/l defense and has higher regeneration.

Softcap has been reached and res is up to just over 14% for S/L.
For SR, softcapping defense is nearly all that matters. The next thing I would optimize for is hit points. Recharge is not essential for SR, but for higher dps. It is the best if you have an attack chain in your mind, which tells you the necessary recharge rate. For your build, I would 3-slot your defense passives with LotG to get the hit point bonus. I would slot tough with Aegis for AoE defense bonus. This would allow you to slot repulsing torrent and focused burst with other sets. Also, superior conditioning does not 3 slots.

  15. Suggestions regarding tedious bubbling have been brought up quite frequently. I think it is the best to limit the discussion to bubbles and shields. Powers like clear mind is very likely not intended to be applied to the whole team constantly. I think speed boost needs its own discussion. While the OP is quite specific to buffs like bubbles, it seems like discussions of other powers pop up as well.

I think bubbling every 4 minutes is not really terrible most of the time. Technically, it represents some sort of balance as the player needs to spend time to bubble. On the other hand, I don't think force field and sonic would become too good without such constant re-bubbling. Maybe, such balance is not really playing much of a role. I think the force field MM is really terrible. I feel like after I'm done bubbling everybody and my pets, I've to bubble again. Of coz, the counter argument is that I don't need to bubble everything, just bubble what is needed. But I would love to bubble everything, as bubbling is nearly what force field can do most of the time.

I think the main issue of the suggestion is not that much about the motivation, but the execution of the idea: how should the bubbling be done? One thing that people hate, as seen from this thread already, is that they don't want to "gather for RA." So, how to implement some sort of AoE bubbling without asking people to gather while keeping the bubbling range reasonable (maybe the challenge is not that much about cooking up a scheme to do it, but if it involves new tech and coding, people tend to jranger)? Another thing is the endurance cost. Bubbling everybody and all the pets can cost a lot of endurance in a short period of time. Also, you need to retain the ability to bubble single target such that you can bubble a person if it misses the AoE bubbling.

I've got Soul Mastery selected right now for Darkest Night and Obliteration, but would it be worth dropping one of those for Manuevers? Any advice would be appreciated.
I think you need to take your tanker to the red side for the soul mastery. Since your build lacks real AoE attack, I think obliteration is great. Darkest night is also a great power, but you probably need to try it out yourself and see how you like it.

I would drop the HO. They are nice for invincibility, but a bit expensive for a first build. I slot the rest of your build as follows.

    which is better?

I think you've to decide which build is better. For both builds, I would slot energize and power sink for more heal, endurance, and recharge. If you want more recharge, I don't think you should drop lightning reflexes. For your second build, the cleaving blow sets in typhoon's edge and lightning field cannot give you e/ne defense bonus. I modified your second build such that the powers are slotted in a better way while keeping the defense softcapped.

  19. I don't think you need to be ambitious here. The guide is already informative simply discussing SO-slotted secondaries alone. Even with many additions to the game, people are still interested in how a power set performs out of the box. Power set synergies and invention leverage probably need specialized discussion, so it's a bit too much for this guide with such a broad coverage. However, this is work for you, so it's up to you to decide whether it worth the effort or not.

Willpower came out at I11, so your build is an I11 build a few years ago. Although you said that your build is an all-around def/res build, most of the IO set bonuses are hit points and regeneration. In fact, there are a bit too many hit point bonuses that you can't get one of them.

I think you can drop the crushing impact such that you can complete your LotG slotting for weave and maneuvers (too many hit point bonuses from both crushing impact and LotG). And then slot your attacks with kinetic combat rather than touch of death. This way, you can get better hit point and s/l defense bonuses. In addition, your typed defense can then be above 30%. I don't think I'll bother with slotting super speed. Actually, you can pick another power rather than having 2 travel powers.

It's a combat stealth. Its defense is not suppressed during combat unless you click a glowie.

From the power choice, it seems like the OP is skipping the sweeping combo. I think it is a pretty good AoE, so I would drop another combo instead.

There are various issues with slotting. The s/l defense is well beyond soft-cap. I think it is ok if that is what you want, in particular if you fight Cimeroran routinely. I'm not sure that you need the kb protection IO in one of the resistance passives. Energy cloak is under-slotted. Purple IOs are great, just that they don't help EA that much. Unless you have specific attack chain that requires more recharge, and you have a lot of inf, you might want to re-consider using them. The Kismet +accuracy is only effective everytime you turn on overload. Therefore, it is better to put the IO into a toggle, rather than in such a situational click. Lastly, EA itself provides ample amount of endurance. If you want energy mastery, I don't think you need to slot that much for endurance in superior conditioning and physical perfection. Also, click "view active sets" in the Mid's planner to check if there are any places that violate the rule of 5.
  24. I think you should try to slot the powers that you pick. I know that it is not trivial to softcap s/l defense for a power set without much defense to start with. Slotting powers that doesn't worth slotting is very often unavoidable. If possible, we try to minimize such slotting. I modified your build that can slot ice storm and shiver better while softcapping s/l defense. In your build, there are minor problems like fast healing is overslotted for healing, and you have more than 5 of the same hit point bonus. Actually, you can check whether the rule of 5 is violated by "view active sets" in the mid's planner.

SR doesn't need recharge for better performance. Recharge is mainly for higher dps. You can figure out which attack chain you want to use, and see what the required recharge is.

Any other DB/SR advice - like if this build is stupid or missing out a lot by avoiding Blinding Feint and the two early DB combos (no Nimble either) - would also be most welcome.
You can improve your damage by running high dps attack chains. I believe blinding feint is probably necessary for its damage buff.

Typically, we go a bit above 45%. The need to go beyond 45% is not that much about defense debuffs, but for mobs that have high to-hit chance. Unfortunately, those mobs usually have pretty high to-hit that we don't really bother to do anything about it.
