While you will no longer get a power every other level, I do like getting the extra slots rapidly in the 30s. I'm usually running out of space for new buttons on my power trays anyway.

I have a BS/Shield Scrapper in a "hardcore" supergroup, meaning any time a character is defeated, he or she "dies" and is kicked out of the supergroup or deleted. A fool's quest, I know, but amusing.
Anyway, in light of the uttermost importance of keeping people alive in hardcore play, do you think it might be worthwhile to add more than the default slot to Grant Cover and/or Phalanx Fighting? I feel sorry for them little squishies who can't Parry. -
In the past, /stuck worked for me in a hot dog stand next to the store in one of the villain areas (might be the same one for all I can recall). You might have to stand right up against a wall and you might get shifted just to the other side of it.
The other way is to 'port out. Do you have a base teleport power, Pocket D teleport power, day job teleport power (either base or Wentworth's), or mission transporter? Any one of those ought to do it. Failing that, ask in broadcast for someone to team with you and recall you out of there.
If you can walk any distance inside the place, an Oroborous portal might work too. -
Put your global damage bonus in the combat attributes monitor (I like to put it at the top or bottom of the list so it's easier to find quickly) and it'll make it easier to monitor the duration of the Rage crash (as well as monitoring other buffs/debuffs to your damage). It'll also make it simple to see when Rage is double-stacked.

I have an Ill/Sonic who went with sonic entirely for concept, despite my misgivings. He's still in the DO levels, so it's too soon to say. He's in a "hardcore" supergroup, meaning that if he is defeated he gets the axe.
Last night everyone else on the team (all hardcore as well) died and got deleted, but my guy lived (barely). Since I don't have Sonic Dispersion yet, I lived only because of Phantom Army and fast footwork. Note that everyone else was wearing my sonic shields at the time they died.
My hope has been that (especially after I get SOs and Dispersion) the resistance bonus would slow down the process of defeat, giving the team more time to react tactically or reach for the inspiration tray. Didn't work too well last night. -
Several of the guides seem fairly negative about Ice Storm. My baby Ice/Ice Blaster has been trying it out, and I am undecided. Anyone have any opinions on this power?

Yes, definitely. It works differently than procs, and you don't even need the power to be on your tray, much less activated.

My impression is that, speaking strictly in terms of pure powergaming, the gray alignments can do anything and the other two are "trapped" on one side. If the rewards were equivalent, players would always be a gray alignment unless they are choosing their alignment purely for concept (and then they'd say they were being punished for not being gray). So, logically, the rewards for staying in a black or white alignment (for want of a better term) have to be equal to or better than the entire other alignment's content.
Flexibility almost always comes with a price over specialization -- the very cliché that starts "Jack of all trades" ends with "master of none."
Whether that price is too high or not is debatable -- I tend to think that (again, in terms of power-gaming mentality) it should be a pretty good reward; if it's even close to equivalent people will choose flexibility.
And of course the reason I'm exclusively addressing powergaming mentality is that the OP is not a complaint about roleplaying or flavor, but strictly about value of reward in monetary equivalence. Powergaming mentality. -

It could also be argued that European gas taxes properly place the cost of large-scale government support of oil and gas development, not to mention highway projects, back onto the end users. A different way of looking at it.

You mean the task-force-forming person was rejecting the OP mostly because Force Field isn't a debuffing set, and the OP is the one bringing up the Rad secondary as possibly being 'enough' debuffing? I can see that, I guess I just interpreted the OP as indicating he really had been rejected for the secondary.

Question: am I correct in thinking that PFF is NOT a good place to put a Kisment Increased ToHit (6%) proc, because the proc (as of a recent change) is active only while its power is turned on, and fades immediately when you turn off the power (and of course to-hit does you no good when you're under the "Affecting Self Only" status of PFF)?

trade one of those def buff IOs for a set piece with def/end. You'll still hit the ED cap for defense enhancement, but you'll get some end reduction on a power that costs a fair amount of end to run. -
Scrappers have the edge in a "social" team, where players are pausing to banter or taking time outs to discuss strategy, because little pauses don't make you feel like you're losing fury.
