Cool. I don't often dig deeply into City of Data entries, so I couldn't remember if powers could check archetype. In that case, it's just a matter of changing some code and testing to make sure nothing implodes.

Absolutely. They could MAYBE slap together a single costume part overnight, if they ignored everything that was currently in the works. Then they'd have to completely skip the QA process, which would PROBABLY be OK for a single weapon, but would set a bad precedent, so it's unlikely they would do it.

So yeah... They'd have had to have already come up with the idea and started working on it weeks, if not months, ago. But if they didn't... maybe next year? ;D
  3. Ignoring all the other stuff, and going back to the original question:

You know what would be cool? A flag (complete with cape physics) as a weapon for staff melee. An American one for you guys, and a Canadian one too, since Canada Day is only a couple days earlier. Maybe even throw in a few other major flags for heroes from other countries. Charge 80 points per flag, and include two emotes with each: /em salute_country (pull out [country]'s flag, brace it with one hand and salute with the other) and /em wave_country (pull out [country]'s flag and wave it). Clearly note that you must purchase staff fighting to use it as a weapon, otherwise, only the emotes are unlocked.

I know Americans have some rather extensive rules about how the flag can and cannot be used. If the above violates any of them, forget I suggested it.

The worst is when you have a mission that you haven't turned in yet (usually because you don't have the contact's number yet, and you don't want to run back to them), and the porter sends you back to a mission you've already completed.

  5. A LONG time ago, I read on the forums that Hide, Fury and Domination all used the same variable, with Hide using it as a 0 or 1 integer value, and the others using it as a 0.00 to 1.00 float. If that's still the case, then setting an Incarnate Power (which is available to all ATs) to suppress when Hidden would also make it suppress when at 100% Fury (not a big deal, it won't happen often, unless you're regularly using Frenzy), or at 100% Domination (and telling Dominators that obtaining permadom will lock them out of one of the Hybrid trees wouldn't be very fair. At least Stalkers have an option, such as queueing an attack, running in, and still getting the auto-crit).

If things have been changed so that each is tracked in a separate variable, then I would call this a fixable bug. If they all still share the same variable, then it won't be fixable (unless Hybrid can also check AT when it checks that variable) until the three effects are seperated.

And if how it was explained to me was wrong in the first place, then all of the above is moot anyways. :P
  6. How many targets are you hitting? Electric Blast's nuke has a "scaling" crash, and if you only hit one or two targets, you keep some endurance. If you miss all the targets, it still crashes your Recovery, but you don't lose any End.
I've never used Dreadful Wail - is it possible that it's coded the same way?

Because then the Chance to Knockdown proc would be useless to people who want to add KD to their non-KB/KD/KU powers? And the set (if a Knockback set) would be useless to many characters, while as a Universal Damage set, it's useful to every character.

Mostly these are the brute ATOs. In my considerable experience, you can reliably buy them for less than 50 million and sell them for over 100 million (which I've been doing consistently since they first appeared). For a lot of the other popular ATOs (blaster or controller for example) you can reliably buy them for 10-20 million and sell for 45-50 million.

Which means if you just want them for your character, a low but reasonable bid and some patience is all you need.
If I had put numbers into my post, they would have been pretty close to what you say here. However, I haven't touched ATOs on the market for a while, so I wasn't sure if they were still trending the same - hence why I omitted any numbers.

Time was VIP, Beam was purchase-only.
The new mechanic had to be paid for somewhere*. Also, you're neglecting the modeling and texturing of a new weapon set when quantifying the FX of Beam Rifle - that's a significant expenditure of resources.

*Edit to add: Beam Rifle used the mechanic in more powers, and had a more complex version, due to Disintigration Spread.

If you have the 400 merits + 25m Inf, you can sometimes just buy the ATO off the market with the Inf, and save the Merits for something else. It will probably require some patience, and you won't be able to get the most popular enhancements, but some of them are dirt cheap.

Also, consider buying the really cheap ones off the market and using converters to get the expensive ones.
  13. It's easy to make an educated guess on whether a powerset will be free for VIPs, or paid for all:

-Free for VIP sets have no new animations, or very simple ones. New VFX and SFX are usually simpler than those in pay sets. There won't be any new power mechanics, or if there are, they're already being worked on for other things (Time's Heal over Time has been used in several other places, and its bonuses to buffs and debuffs are the same mechanic as Disintegrate and Fiery Embrace). Free sets are usually first mentioned in the Issue Overview of the Issue they'll release with.

-Paid sets have new animations for most or all powers, The VFX are often "over the top" (look at Nature, for example), and there are often new mechanics. Paid sets are often announced well in advance of their release, to build hype.

With all of the above in mind, I feel confident in saying that all three of the recently announced sets will be paid for.
  14. /macro XP optiontoggle noxp

This will create a button labeled "XP" that you can click to turn XP earning on and off, rather than digging through the options menu.
  15. It doesn't matter if Toon1 has an XP booster or not; the XP booster will only affect XP Toon1 earns, not the XP granted by the pact.

If Toon2 has an XP Booster, their XP will be increased by the appropriate amount, then the boosted XP will be split between the pact (Same goes for Patrol XP).

And Leveling Pact creation has been disabled since Freedom went live. Unless these are very old characters in a pre-existing pact, the answer won't matter.
  16. While the portals aren't required for mission completion, you may still need to enter that room to complete the mission; there's one or two regular spawn points in that room. Not every spawn point on a map is used, especially when you're solo, so there may or may not be enemies you need to kill in that room.

As far as the portals go, Dark Melee is one of the best options for taking them out at low levels, IMO. The portal's summon should only bring out three (maybe four?) demons, and the power that summons them has a fairly long recharge. By level 14, you should have Smite and Siphon Life, plus at least one of Shadow Punch and Shadow Maul. With those powers, you should be able to put out enough of a steady stream of damage to take down a portal. With the right secondary, you can even ignore the demons, break the portal before its second summon, and then clean up the first summon.

And if all else fails, there's an inspiration vendor near the hospital. There's few problems in this game that can't be overcome with a judicious amount of candy.
  17. In the Market this morning, there's an XP Booster labelled as "The Freebie Friday offer!"

However, it's listed at 120 points, and presumably, buying it will charge you that amount.

You might want to get that pulled out of there.
  18. Sure. I have contacts I hate seeing clutter up my list. However, if the contact is still a valid contact (For example, you move a 20-30 contact off the list at 22, and now you're 29, or the contact goes to 50, so you can't outlevel them), then there should be a button to bring them back to the Active list.
  19. Nothing you can purchase with PP is tradeable, and that's a design decision by the devs*. Making purchasable items tradeable opens them up to people hijacking accounts, draining the owner's credit card, and passing the items on to others. This creates far more liability issues than they want to deal with, so they said no.

*The one pseudo-exception is ATO enhancements from Super Boosters. However, you cannot directly purchase those with Points, they come as random drops in Super Packs. They are also the only "Store Item" that can be earned in-game completely identical to the store versions.

Funny thing, that - If you buy a Ragnarok set on the Paragon Market, it's account bound. You CAN'T sell it to another player.
  21. Aren't there a couple of them (really, REALLY rarely) in the Underground? I could have sworn there was.

I use the Great Escape too. It will probably take a few runs to get the badge from scratch, but for just 30? One run should be more than enough.
  22. You could set the Launcher to shut itself down when you start a game, and set it to not start itself when you boot the computer (both options are in the Advanced settings in the launcher, IIRC). That'll make it so that you never have the Launcher running in the background.

I'm not sure what's causing the issue, so if you want to keep the program running in the background, I don't know what to suggest.

  24. Thunder_Knight: You're thinking of Accuracy. ToHit is a different mechanic, and is used in a different part of the attack mechanic.
ToHit starts at 0, and isn't reflected in your powers' slotting, because it isn't part of the power, it's the same value for all powers. If you want to see your ToHit value, you'll have to look at your Combat Attributes - that's the only place it shows up.

And yes, you were about 12 hours late. But he said he'll be back to read over late responses and try to answer them, so you aren't TOO late, just late. :P

We already have the ability to get powers that let you access the AE from anywhere (via an Accolade), and to access the Auction House from anywhere (via a Paragon reward). Both of these are disabled in Missions and Bases, because apparently downloading the entire AE or Market database to the server that handles instanced maps can crash it, Mapserving not just you, but everyone else in a base or mission hosted by that server.
