They haven't said one way or the other. it wouldn't be surprising if -one- of them winds up free for VIP, but they usually do that for sets released with major issues. We might have a better idea when I24 hits beta.
Hmm, I seem to remember the free to VIP powersets having that in their descriptions on BETA, but like Andy Pettit I could be misremembering.

It's easy to make an educated guess on whether a powerset will be free for VIPs, or paid for all:
-Free for VIP sets have no new animations, or very simple ones. New VFX and SFX are usually simpler than those in pay sets. There won't be any new power mechanics, or if there are, they're already being worked on for other things (Time's Heal over Time has been used in several other places, and its bonuses to buffs and debuffs are the same mechanic as Disintegrate and Fiery Embrace). Free sets are usually first mentioned in the Issue Overview of the Issue they'll release with.
-Paid sets have new animations for most or all powers, The VFX are often "over the top" (look at Nature, for example), and there are often new mechanics. Paid sets are often announced well in advance of their release, to build hype.
With all of the above in mind, I feel confident in saying that all three of the recently announced sets will be paid for.

Hm... I'm not sure that holds. Time's new mechanic (Delayed/Accelerated) was, as you say, the same mechanic as Beam Rifle's (Disintegration), and they came out at the same time. Between the two sets, Beam had much simpler FX and animations (all its powers are near-identical in both animation and FX; Time has lots of new FX and a new animation in Chrono Shift). Time was VIP, Beam was purchase-only.
I agree that the three sets on beta now will probably be purchase-only, but I'm not convinced that the criteria you've named are particularly good. Also, we've only had 2 VIP sets so far, which simply makes it hard to extrapolate any pattern to them.

Free-to-VIP sets have always been included with an issue release. Every set published between issues has been everyone-pays. These three sets haven't been announced to be tied with any issue (yet).
Additionally, free-to-VIP sets are marked in Paragon Market as VIP content, and do not require purchase before using them. None of these are marked VIP content, and all of them require "purchase" (for 0pp on test) before using them.

Well back in my day we had to cobble together our own powersets from old shoelaces, bedsprings, chewing gum and empty soda bottles while the devs chucked throwing stars and super sharp pencils at us to keep us on our toes- so count yer blessings!
