The damage aspect of an enhancement 'enhances' damage, it does not 'add' damage to the power. So a power has to do damage before you can increase the damage. And a universal damage set is meant to be used only in powers that do damage.
Hand Clap doesn't take Universal Damage because it doesn't do damage.
Better question: why is there a KB -> KD enhancement in a damage set, but not in a knockback set?
Because then the Chance to Knockdown proc would be useless to people who want to add KD to their non-KB/KD/KU powers? And the set (if a Knockback set) would be useless to many characters, while as a Universal Damage set, it's useful to every character.

I'm not saying "remove Overwhelming Force and replace it with a knockback set". I'm saying there should also be a Knockback set with a similar enhancement.
Hand Clap is an awsome power.
Dont blame the power if you are to lame to learn to use it.
Better question: Why does the player version of Hand Clap not do damage when the NPC version does?

I couldn't find a thread on this, so I thought I would just post my own.
Why oh why can't hand clap take universal damage?
I know it doesn't actually do damage, and I don't think this enchantment should add any. However, I so want to use the KB > KD enchantment on this power.
And in it's current form of knockback hand clap is pointless. No one in there right mind gets it.
This could at lest make it viable.
I doubt it will be changed, but I thought I would add my 2 cents. Anyone else agree?
