How many people will be using it, what kinds of usage, and how often concurrently? That info will help get a recommendation on what you would want. I'll admit, for myself the first package would be fine.

As I recall, no. It's due to how damage reacts to enhancement - and damage resistance is basically a negative damage buff. On the plus side, damage resistance is its own debuff resistance.

Aett & Terra - to be fair, rest used to auto-appear and, with no note to indicate it was part of some bug fix (or unintended and turns out for some reason they are leaving it as is) we have no clue what the dev stance on it is.
Midgard2, as noted beta is for finding bugs. If it's true about the security issue, I'm guessing the issue didn't show up until the server was under heavy load - one of the reasons why betas are in stages. Small group to find the more glaring/stable/obvious bugs, then you ramp up the test group size for both data collection and stress testing. Once it goes to test - and/or is called a "release canidate" (a term the devs don't really use on the boards) - that's when you expect the big stuff to be squashed. -
Only annoyance I have is for some reason, my client doesn't like the G keys using "/" - if I don't include a small (I use a .025 delay, IIRC) delay, it stops at the opening "/" press :/

Yes, each tier consumes one from the one before it.
T4s take two - any two - of the T3s. So you need to make another T1 musculature and level it up to a T3 -

Galaxay City, as it now exists, is being removed and placed in Ouro.
Galaxy City will then be the site of the new tutorial for both hero and villain side.

The wording of Zwill's post was a bit odd.
As far as Z knows, we won't have paragon points allocated to our accounts (or available for "purchase") right away, and as Street Justice and Beam Rifle must be purchased, they won't either. -

To join them, add them to a chat tab.
To talk to them, either set your default send to that tab, or /send Channelnmae
Note, if the channel name has a space in it, you need to enclose the name quotation marks.
I.E
/send Repeat Offenders Hello
would send to the channel "Repeat" the text Offenders Hello
while /send "Repeat Offenders" Hello
will send 'Hello" to the "Repeat Offenders" channel. -
Okay, that makes more sense.
It's a rule of fives, actually. The "Three" refers to regular SO's & the ED softcap.
And the rule of five references set bonuses - you cannot benefit from more of the same named set bonus. For example, sets that grant the 7.5% global recharge all grant it as a buff of the same name. maxes out at five stacks for +37.5% global recharge. But that can stack with five 5% recharges, etc. as they have a different name.
Also, some IOs grant special bonuses on their own - either as a Global, Proc, or "Proc120" - the global types grant a unique set bonus, so you have five of the Luck of the Gambler globals, which grant a 7.5% global recharge bonus, and it would stack with five normal 7.5% as the LotG ones are uniquely named. -

/ignore works too - they made /gignore and /ignore work identically a while back, Dump.
As was mentioned, clicking on someone's name brings up a pop menu that includes "Ignore" and "Ignore as Spammer". Despite what others say, "spammer" does not solely mean RMT. -
Note the bits that are in-line with the "Tier #" are rewards for reaching that tier, rewards that are included without the reward system in the VIP sub, pretty much.
Reaching Tier 3 for example auto-unlocks global chat for you without you having to use a token specifically on it.

Mouse invert shows up as a line in the options.txt file, in the root City of Heroes folder ( wherever you have installed it ).
While not running the game, try opening that file in Notepad and change
MouseInvert 0
to
MouseInvert 1
Maybe it'll stick.
But I forgot, it should also load from that on a new character - so your friend might want to try making a new one after making sure that's changed. -

can you run the respec trial on the 2nd build?
You only get the total of three respecs earned from the respec trials, regardless of build. Respecs always respec the active build. Choosing to swap to the currently active build will let you name it. -
