joining back after a few years, what changed?
The main change to character builds is that the stamina pool is now inherent. You won't be able to pick it anymore on new characters or when you respec 'legacy' builds. Also epic powerpools were opened up for both heroes and villains. You still need to run the villain patron arcs (for which you need to be villain/rogue) in order to unlock the patron pools, but you can pick either of them and not just the one from the patron whos arc you just did.
Mid's Hero Designer is great build planner. (at work or would provide link, but google is your friend.)
Going Rogue is great. It offers a whole new 1-20 leveling path, sideswitching and acces to the Incarnate content. Should you get it at this point? Well that depends.
The thing is, that it will be free for all subscribing players (VIPs) with CoH:Freedom launch. So if you're willing to wait, you can get it for free. What I'm not sure about is if that includes the powersets that came with GR or not. (again, I'd look it up but everything CoH related is blocked. Except the direct link to these forums.
) If you need to purchase those seperatly post Freedom, you're probably financially better off buying GR now.

14 Architect: Introduced player made content. Also TF/SF drop Merits now, just collect enough and buy the recipe you want. Flight and Hover speed increased greatly; basically you don't need to slot them any more.
15 Anniversary: Dominator revamp, base damage increased greatly. Costume tailor in Pocket D now, Mastermind pets no longer block movement.
16 Spectrum: Color your powers almost any color. Also many alternate animations have been added. Choose these at the tailor/costume creator. More better difficulty options. Super sidekicking. Many badge requirements lowered.
17 Dark Mirror: Ultra mode (better graphics). Posi task force major revamp. Chat hide. Auction house UI revamp. Lots of little QOL stuff. Animated tails.
18 Shades of Grey: Alignment & Tips missions (these are awesome). Auction House merger -- red and blue are now the same market. Cathedral of Pain.
19 Alpha Strike: Merged the monorails, ferries and black helicopters; get to anywhere from anywhere. Fitness inherent. Help channel is now /hc
20 Incarnates: More black helicopters. BAF and Lambda for Incarnates (must have Going Rogue). Leagues (teams of up to 48 players). LFG queue system.
20.5 Incarnates Ascend: AoE buffs for FF/Thermal/Kin/Ice others.

Jumping into Papa's thread rather than starting a new one, I hope he doesn't mind. I'm pretty much in the same boat. I've been gone a couple of years and have been spending quite a bit of time reading and catching up on what has changed.
So a few questions.
When I slot my Alpha, do I have to start with tier 1 or can I save up the components and jump to tier two? In addition to that, If I do slot tier one and then move on to tier two can I use the tier one I have slotted to make the tier two or do I have to make a completely new tier one?
IO Set slotting. If I remember right, you could only slot three of a particular set, but I've been seeing builds posted where people are slotting 5 of a set. So is it now rule of 5?

Yes and no. You do have to make a Tier 1 first. The Tier 1 gets used (consumed) when the Tier 2 is made. You don't have to stick the Tier 1 in a slot if you don't want to.
You can use the old one. Incarnate enhancments can be removed or replaced at any time, unlike regular enhancements. So you can slot the Tier 1, use it for a while, then make the Tier 2 (which consumes the Tier 1). You could then make a second Tier 1 (of a different type perhaps) and swap the two out as you like. Note there's a "battle cool down" between swaps -- you won't be able to swap right in the middle of a fight. I think the cool down is 5 minutes. |

Okay, that makes more sense.
It's a rule of fives, actually. The "Three" refers to regular SO's & the ED softcap.
And the rule of five references set bonuses - you cannot benefit from more of the same named set bonus. For example, sets that grant the 7.5% global recharge all grant it as a buff of the same name. maxes out at five stacks for +37.5% global recharge. But that can stack with five 5% recharges, etc. as they have a different name.
Also, some IOs grant special bonuses on their own - either as a Global, Proc, or "Proc120" - the global types grant a unique set bonus, so you have five of the Luck of the Gambler globals, which grant a 7.5% global recharge bonus, and it would stack with five normal 7.5% as the LotG ones are uniquely named.

Like If I'm slotting Touch of Death for the defense bonus, I wouldn't get the bonus from the fourth set of ToD I slotted.

This applies to the value itself, not the set. So if touch of death gives a +2.5% def bonus and Aegis also gives a +2.5% def bonus, you can get that one bonus at total of five times from any combination of ToD or Aegis. After 5, you won't get any benefit from additional +2.5% bonuses from any set.
However, you can still get other bonuses to def. If Positron's Hidey Hole gives a +2% bonus, you can still load up on 5 of those and get the bonuses from that.
There are a few exceptions. Notably Luck of the Gambler +7.5% recharge is tagged differently from all the other +7.5% recharge bonuses, so you can get 5 LotG and then 5 of some other 7.5% bonus. There's one or two more, but that's the really huge one.

I've been really busy respec'ing all my characters due to Fitness becoming inherent. When I did this with my SS/SD Brute(more or less my main) I noticed that the numbers in game show 50% Melee def and 43% Ranged def. Yet in Mids with the same build it shows both Ranged and Melee def at just over 45% def. So which numbers are right? I'm tending to go with in game numbers because I seem to be getting dinged at range more that I should. Nothing to be overly concerned with, but I don't believe I'm at the range soft cap.

Hi all, I stopped playing COH/CoV right around the introduction of issue 13 if I remember right.

Can anyone give me a few pointers to what have changed since then? especially in terms of gameplay / character builds that'll allow me to get back in the game? (no need to go all the way back to ED
Going Rogue had not been released back then, any reason to get it now?
Is there a good character builder 3rd party program? I remember there used to be a few.
