Outbreak and Breakout are going away. Galaxy City is the new tutorial/starter zone. It won't be a regular zone any longer.
Galaxay City, as it now exists, is being removed and placed in Ouro.
Galaxy City will then be the site of the new tutorial for both hero and villain side.

They are destroying Galaxy City. It will no longer be an open zone. It will be the new tutorial and after it's over people will be sent to Atlas Park or Mercy based on their choices in the tutorial.

More seriously, the new Incarnate system is too complicated to explain in a few paragraphs. I suggest going to Ouroboros and talking to Mender Ramiel and learning the ropes while you unlock your Alpha slot.
As for switching sides, the primary reason people do it is for badges and convenience. If you're not a badge fan, a lot of people I know still turn their heroes to Vigilante status for 2 reasons: they keep the Hero side Ouroboros which means easier travel in Paragon, and they can visit the Rogue Isles when something interesting is going on there (like a short easy Weekly Strike Target compared to whatever is picked blue side).

galaxy city is gonna be turned into a co op tutorial zone in i21, the original galaxy city as it is now will be available through ouroboros as an "echo of galaxy city"
as for stuff you have missed between GR and now
i19 and i19.5 introduced incarnate content with the alpha slot and apex/tin mage tfs
i20 and i20.5 gave us 4 more of the incarnate slots (judgement, lore, interface, and destiny) and added incarnate trials. 20.5 in particular was also a huge QoL update which made single target buffs such as shields and sb into aoe to help remove the tedium of buffing, a new NPC is also located in pocket d which allows you to check progress on dimensional warder badge (see who your missing), and change buff options (always accepting or declining mystic fortune, turning off +speed buffs so stuff like SB will not give you more speed just the +rech and +end recov, and changing preferences for group flight and group teleport (group flight has also had the -tohit penalty removed so its a little more useful than it used to be lol))
stuff that is not out yet but will be with i21/freedom:
-3rd round of power proliferation
-energy aura and poison revamps
-freedom is the name of the new hybrid pay system, so you can pay per month or do microtransactions (or both)
-i21 will include around 3 new powersets, a new zone (the first ward lvl 20-26 in praetoria), signature stories, and a revamped vet reward system (called the paragon reward system)
i hope this quick summary helps catch up to speed

Thanks for all the info! I suppose I'll have to respec all my old toons seeing as the fitness pool is free now. Glad they finally did that. Without Stamina you are kinda useless and most newbies wouldn't of known to pick it up.

Hey guys, just to add on to this topic..Im also in the same boat as the OP.
With the new 'endgame' content, is it enough to PL myself up to 50 (new character) and get started on it? In other games, once you hit max level, there is a list of things to do for 'endgame'.
Does that hold true for COH?

If you're returning from before, they've added a lot of content into the lower levels as well. Praetoria is all new 1-20 content. New task forces and/or story arcs have been added an nearly all level ranges (depending on when you're returning from). Also, issue 21 is redoing a lot of the older early 1-20 content AND adding a new 20-30 zone.
Not saying you can't powerlevel to 50, but you'll be missing out on a lot of the game. CoH generally has something cool to do at nearly every level of the game. Most people actually have several characters just to go through the stuff they miss the first time through, because there is almost no way you can hit it all in one pass unless maybe if you turn off earning XP at some point. To that end, people asked for an option TO turn off XP so they could hold off leveling out of content if that tells you anything about if people rush to level 50.
This thread talking about Galaxy just reminded me of something I haven't heard talk of in openbeta yet; We get the echo of Galaxy for the badges and plaques, but what about Jailbird and Isolator? Will those now be impossible to get?

So I just subscribed just a week ago, I left right before going rogue and only had a small glimpse of it. When I came back I was told briefly about the end game content. I know I could just read among the site but I was wondering if someone could sum of what I've missed.
Edit: And also, are the destroying Galaxy city? No one ever seemed to be there on my server anyway, or is that just for the new tut?
