I do hope they give some procs special handling (such as the Stalker proc from the ATO sets). At least from now on, all procs, IO or SBE, will be on the same footing.

With a MONTH'S WORTH OF TESTING, people knew exactly what they were buying. You may have not flat-out listed the PPM proc rates and information on the purchase screen, but a month is MORE than enough for people to know what they did, know how they work, and purchase them for that reason.
Not only, in doing this, did you 100% ruin the only 'perk' of buying SBE perks, but you're also nerfing them because "Oh no people are squeezing performance in City of Heroes!".
I know your EULA has a small clause stating we can't flail our arms and scream about these changes, but I also know an EULA is easily thrown out in court if you break a greater jurisdiction law. I really hope, for Paragon's sake, nobody has the willpower to take this to court.
I support the idea of making all procs PPM.
I do not support the idea of ludicrous caps that dynamically change the game.
I do not support 'subtle, accidental' Bait and Switch.
PS: I am also neeeever buying an IO off the Paragon Market again. Too subject to be randomly nerfed and the value going down. Yay for useless Mako's Bite procs.
You really need to refund these, Paragon. All sales are final is one thing, laughing at your player base because design made a boo boo is not kosher.
And this isn't them "laughing" at us. We are still testing Issue 23. They are giving us a heads up now on an Issue 24 change. If they went ahead and did this and didn't tell us (while offering more sets for sale in the store) then you might have a point. -

The Brute ATO proc (compared to other ATO/ppm procs) is unique in that it goes off activation, not targets. So the proc only cares about the powers base recharge - it doesn't care about the AOE of a power like other ATO procs do.

that aside, I beleve the OP is asking where the ability to save our trays (as they are before respec) is since it's been a long time since the respec ability was introduced. Honestly I too think this is a bit of a hold over as the number one issue I ever have with respecs is the tedius task of remembering where everything was at before I changed something. especially if the respec was simply to reallocate slots and not change powers. -

P.S. Catalysts are character bound and can't be mailed to yourself to use on other characters. Players have been complaining about this since the day catalysts came out. VIP players often times end up with more than enough catalysts on a single character and are completely stuck with the rest. Problem is, even if there is a new ATO set for each archetype, it will eventually be the same situation: stuck with extras you can't use on other characters. The only issue I could see is the damage set procs might only go off after the slick is lit.

Heck, during the week, if I used mobile safari to log in, it'd give me the "Thanks for logging in, Rajani Isa" screen, and shoot me right back to the blue screen of "Not logged in" (I use the red villain skin)

And the only other thing I can think of is if you are currently exempalred, you might be blowe the level of the gambler IOs giving the recharge bonus. -
Note the powersets in the store you get for free as a VIP are all marked "VIP content".
Staff - gives most/all the current animations for staff. THink of it as a combo between street fighting (combat levels) and Dual Pistols (the Forms have the combat levels give specific buffs, such as +Dam, +Recharge, +End Discount)

Note 2 powers require "momentum" to work. Momentum is a sate granted by attacking with any titan weapon power, and lasts for 5-6 seconds. It doesn't stack/refresh (Exception : Build Momentum, the sets build up like power, grants a 10 second momentum state that overwrites whatever you currently have). Momentum causes the attacks to use an alternate, faster animation.
It has a second smaller shctick in being an AOE heavy set, with asmall amount of built-in endurance reduction. Even so, Electric, Regen, Willpower, and Energy are all favorites for their Endurance management tools.
It's fun, smashy. Note there is a weapons pack for sale separately with four additional weapons models. -

Start of the billing cycle (so, if you got a three month package and went from Free to VIP today, it'd be the 21st of each month) the VIP point stipend.
End of the billing month (so, in theory, if you started today, May 20th would be your first) is the Rewards tokens -

Any game referring to a subscription to the game will always be referring to a paid subscription : i.e. $/month.

TW standard immobilize is 1 mag short of rooting abominations and cadavers. Also, pay attention to the abominations - there are Diseased abominations with a nasty pbaoe debuff aura.

The store bought one is meant to trigger a little more on average, but not much. *shrug* not sure how much more, and if it would make sense to change up the "standard" slotting.
Will mention this though - the proc is often very helpful when in vs sappers that do -Recovery. +End is not affected by -recovery. -

Hmm, both of our tokens are about a week after our billing date, and both of our points are on the 28th. Coincidence?
Ask, and they will fix it. At least, asking this month got my points on the tenth, instead of the 28th - will see if it moves fully to the 8th or so in May.
Tokens go off the old veteran reward dates (especially if you have been subbed since pre-Freedom) so things like refer a friend and even the trial (if you started with one) will affect the time needed, moving it "forward" from the end of the billing month.
